TROPICAL CYCLONE MICK SITUATION REPORT #1
Date: Wednesday 16th December, 2009
Time 0600hrs
I. Situation Overview
A tropical cyclone alert was issued at 0100hrs on Tuesday 15th December for the Tongatapu, Ha’apai and
Eua group of islands by the Tonga Meteorology Services.
The tropical cyclone alert was upgraded to tropical cyclone warning at 1300hrs on Tuesday 15th, at that time
as well heavy rain was experienced at Tongatapu which had started from early morning.
The system however gradually weakens hence prompted the Tonga Meteorology Services to reduce the
Tropical Cyclone alert to Tropical Depression at 9.30pm and subsequently at 11.30pm the Gale warning was
cancelled and replaced with strong wind warning.
II. National Emergency Management System Activation
At the issue of the second tropical cyclone alert, the Manager NEMO notify the Chairman of the National
Emergency Operation Committee (NEOC) and the Director Works, the Manager NEMO was given the go
ahead to put the National Emergency Coordination Committee (NECC) on limited activation. Limited
activation is the engagement of the core NEMO staff to monitor the system and they were divided into two
teams of three.
The other members of the NEOC were officially notified of the limited activation of the NECC at 1300hrs on
Tuesday after the tropical cyclone alert was upgraded to tropical cyclone warning. The notification also
request them for the use of their resources should they be needed. Telephone contacts were also made to
the Government Representative at Eua and the Governor’s Office at Ha’apai to monitor the system and
activate their District Emergency Management System should the need arise.
This was not all warranted as the system weakens and the cancellation of the tropical cyclone warning
The official closing down of the National Emergency Management System will be made by the Chairmen of
the NEOC in close liaison with the Manager NEMO.
III. Damages
There were no reports of damages received at the NECC throughout Tuesday 15th to 0600hrs of Wednesday
16th. However further enquiries will be made to the respective Town Officers in the highly vulnerable villages
along the Hihifo district of Tongatapu.
