Before you begin
Description
Contaminated debris, oily rags or absorbent pads used to clean up spills of:
 crude oil
 lube oil
 hydraulic oil
 diesel
 jet fuel
Category
E & P Exempt Waste
 Crude oil
 Solvent -------E & P Exempt Waste (if used downhole)
Non-exempt waste
 Lube oil
 Hydraulic oil
 Diesel ------------- Non-exempt unless used as specific mud stream

 No laboratory analysis required
 Identification by ingredients on label and Material Safety Data Sheet, (MSDS)

Place in closed container. Keep drum closed unless materials are being
added or removed.

Very few waste reduction options exist. When possible:
 Use absorbents that can be wrung out and reused. This reduces the
volume of waste pads.

Return liquid to the crude oil stream if it is any of the following petroleum
distillates
 Aviation Fuel (Turbine Engine)
 Crankcase oil
 Crude oil
 Diesel Fuel
 Hydraulic Fluid
 Varsol
 Other non-hazardous petroleum distillates

Do not return halogenated solvents (such as 1,1,1 trichloroethane) to the
crude oil stream. Look for halogens by the “chloro” , “fluoro”, or “bromo” in
the name on the MSDS.
Certain debris that will not burn (such as oil contaminated soil & sand) will
need to be sent to an approved disposal site. (For shipments beginning in
Louisiana, mark as 16 Oil Spill Waste on the UIC – 28 Form)
Debris that will burn (such as oily rags soaked with crude oil, vegetation
covered with crude oil): (NOTE: DO NOT BURN OFFSHORE)
 Send pads to a facility that will beneficially reuse the pads as blended
fuel.
 Do not place in trash or allow to be placed in landfill.

Complete entry in General Cargo Section [Section II] of the Apache
Shipping Manifest (See example).
Maintain a copy of the shipping manifest while shipment is active.
Retain records for three years.

Shipping Control Ticket Form UIC-28 in Louisiana (See Example). DO NOT SIGN
THIS CONTROL TICKET. Sign the ticket in the presence of the truck driver.
Dock personnel must sign.

For shipments to shorebases in Alabama, Prepare State Oil and Gas Board of
Alabama Waste Liquids Manifest.

Every shipment of wastes liquids shall be accompanied by this form.
At the time of transport, the operator shall initiate the manifest by completing and signing Part I. The operator shall assign a sequential manifest number in the upper right corner. The
number should be preceded by the operator code number provided by the State Oil and Gas Board.
The transporter shall complete and sign Part II.
The operator shall copy form and mail to the Board within ten (10) days.
The original shall accompany the wastes shipment.
Upon receipt of the wastes, the disposer shall complete and sign Part III.
The transporter shall retain a copy.
The disposer shall retain a copy and mail a copy to the operator and the original to the Board within ten (10) days.
