This invitation for prequalification follows the general procurement notice for this project that
appeared in UN Development Business online as well as in print issue No. 812 (Ref. No. UN606).
The Government of Azerbaijan has received a financing from the Islamic Development Bank (IsDB)
toward the cost of the Integrated Rural Development Project (IRDP), and it intends to apply part of
the proceeds of this financing to payments under the contract for Construction Works on
Rehabilitation of Irrigation and Drainage Infrastructure. The State Service for Management of
Agricultural Projects and Credits under the Ministry of Agriculture intends to prequalify contractors
and/or firms for the Construction Works (Ref. No. RIDS-W-2-A) on Rehabilitation of Irrigation and
Drainage Infrastructure of Water Users Associations located at Aghdash district of the Project area.
The Project area is located in Aghdash district of Azerbaijan located in Kur-Araz lowland. The
details of the Project area are provided in the Prequalification documents. The works mainly
include the cleaning of the onfarm irrigation and drainage networks, repair and reconstruction and
designing of multi-purpose new required hydraulic structures, designing new concrete canals when
necessary (together with the hydraulic structures) and etc.
Prequalification will be conducted through prequalification procedures specified in the Islamic
Development Bank’s Guidelines for Procurement of Goods and Works, May 2009 and is open to
all bidders from eligible IDB member countries, as defined in the guidelines.
The main qualification requirements are as follows: (i) Minimum average annual construction
turnover of USD 20,000,000 (twenty million) during the last 5 (five) years; (ii) experience in at
least 2 (two) similar contracts each with a value at least USD 20,000,000 (twenty million) during
the last 5 (five) years; (iii) minimum experience in the key activities like: Digging works –
1,440,000m3; Pouring and backfilling – 440,000 m3; Monolithic Concrete – 40,500 m3;
Monolithic reinforced concrete – 7,500 m3; Prefabricated concrete – 2,000 m3; Cleaning of canals
and open drains – 1,450,000 m3 in the contracts completed after January 01, 2010 and other
requirements. More detailed information on the requirements is provided in the Prequalification
documents.
Interested eligible Applicants may obtain further information from and inspect the prequalification
document at the State Service for Management of Agricultural Projects and Credits under the
Ministry of Agriculture of Azerbaijan Republic (address below) from 10:00 to 17:00. A complete
set of the prequalification document in English may be obtained by interested Applicants on the
submission of a written application to the address below. The document will be sent by e-mail.
Applications for prequalification should be submitted in sealed envelopes, delivered to the address
below by 11:00 AM local time, February 25, 2016 and be clearly marked “Application to
Prequalify for Construction Works (Ref. No. RIDS-W-2-A) on Rehabilitation of Irrigation and
Drainage Infrastructure of Water Users Associations located at Aghdash district”.
