The Project: The Azerbaijan Investment Climate project seeks to improve the business climate in Azerbaijan by streamlining select administrative procedures, thereby reducing key regulatory barriers to business entry and operations. Based on monitoring and analysis of the business environment through surveys and analytic studies, the project addresses regulatory barriers in key areas: business entry regulations, permits, and inspections. The Project is working closely with government, the private sector, and other stakeholders to develop policy reforms, support implementation, and strengthen their capacity to monitor the business environment. The project is funded by SECO and BP and its partners and is scheduled to run through the fall of 2012. Scope of the job: The Project Manager will be responsible for leading all project activities and managing the project team, s/he will be accountable for all aspects of project implementation and results. Duties and responsibilities: Lead the project team in developing recommendations and assisting the government to implement improvements to regulatory procedures, with an initial focus on business entry regulations, permits, and inspections; Identify and formalize strategies based on international best practices and country-specific needs for analyzing constraints in key regulatory areas, implementing reforms, and training government officials and private sector representatives; Develop and maintain direct relationships with government officials, project donors, and key private sector stakeholders on issues related to the project and its activities; Coordinate project activities with the World Bank and donor agencies working on investment climate issues, keep the project positioned at the centre of investment climate activities in Azerbaijan; Manage a team of term staff and international and local consultants with responsibility for developing individual workplans and expected deliverables; Manage selection, monitoring, and delivery of outputs of consultants; Manage staff and daily activities to ensure the project meets its objectives and implementation targets. Maintain day-to-day oversight of project activities and budget; track results according to IFC monitoring and evaluation plan; Requirements/Qualifications: At least six years of professional experience demonstrating knowledge of public policy/ regulatory reform in Azerbaijan, and specific knowledge of regulations related to business operations; At least three years of experience managing a team with responsibility for working with external clients in government, civil, and/or private sector; Strong familiarity with donor funded projects, preferably based on professional experience, with good understanding of reporting and monitoring and evaluation requirements; Strong understanding of regional and international strategies and practices to reform business regulation in key policy areas addressed by the Project; Advanced degree in business, law, or related field; Strong analytical skills with ability to take initiative; Excellent presentation and facilitation skills and ability to communicate effectively with senior government and private sector leaders; Excellent English written and oral communication skills, fluency in Russian and/or Azerbaijani is preferred.
