It does not include the staffing entitlements specific to secondary colleges, hospital schools or environmental education centres. PRIMARY SCHOOLS The formula teacher staffing entitlement for primary schools is the combination of the classroom teacher, relief from face to face, part-time, teacher librarian and executive allocations. The formulae staffing entitlements for primary schools are shown in Table 3. School Classification The classification of primary schools, including schools with only K-2 enrolments, is based on whole school enrolments, including regular class enrolments, pre-school enrolments and student support enrolments. Principals of smaller primary schools receive a relief entitlement in days, equivalent to 30 days for PP6 principals and 28 days for PP5 principals. Executive release of 1.0 FTE classroom teacher is provided to all schools with a total school enrolment of 505 or more. Relief from Face to Face Full-time primary classroom teachers are entitled to 2 hours (0.084 FTE) 1 of relief from face to face each week. For regular classroom teachers 0.042 FTE of this entitlement is derived from the RFF formulae allocation and the remaining 0.042 FTE is derived from the Part-time and Teacher Librarian allocations. Two hours relief from face to face allocation is provided separately for teachers of support classes. Small School Supplementation Small school supplementation, based on the number of K-2 students, is allocated to primary schools as per Table 2 below. Teacher Entitlement A school’s secondary teacher staffing entitlement is the total of: general scale entitlement-Years 7-10, ie, General Scale Lower (GSL) general scale entitlement-Years 11-12, ie, General Scale Upper (GSU) part-time students’ formula entitlement allowances and supplements General Scale Entitlement-Years 7-10 The teacher entitlement for Years 7-10 is established by multiplying the total number of students in Years 7-10 (excluding those enrolled in approved support classes) by 0.05272. The smaller schools’ supplement (if applicable) is added to this entitlement. General Scale Entitlement-Years 11-12 The teacher entitlement for Years 11-12 is determined from the total student enrolment in Years 11-12 in accordance with the table below. Total student enrolment is a combination of the total of full-time enrolments together with the equivalent part-time student enrolments. Table 5 Total Student Enrolment 0 - 30 More than 30 to 50 More than 50 to 70 More than 70 to 110 More than 110 to 210 More than 210 General Scale Upper Entitlement Teacher Entitlement FTE 0.129 for each student 3.9 plus 0.097 for each additional student over 30.0 5.8 plus 0.079 for each additional student over 50.0 7.4 plus 0.069 for each additional student over 70.0 10.2 plus 0.053 for each additional student over 110.0 15.5 plus 0.058 for each additional student over 210.0 The Years 11-12 general scale entitlement calculation is rounded off to one decimal place and then added to other school entitlements. -7- NSW Department of Education and Training - Teacher Staffing Entitlements Part-time Student Enrolments in Years 11-12 A student in Years 11-12 is part-time if the student: is enrolled in less than twelve units of study (Year 11) or ten units of study (Year 12), eg. students accumulating their HSC under Pathways or students repeating Year 12; or undertakes courses external to the school so that the school staff directly resources less than twelve units of their study (Year 11) or ten units of study (Year 12), eg. students enrolled in external VET courses (including TAFE delivered HSC VET Courses TVET), distance education, the Open High School, the Saturday School of Community Languages. External VET units studied are added to the total school delivered units for the allocation of executive staff, SASS entitlements, concessional allowance, careers and library entitlements and principal classification. The factors in the following tables are used to convert part-time student enrolments to an equivalent full-time student enrolment. For example, for four part-time students, two studying 6 units and the other two studying 8 units, the equivalent full-time student enrolment is (2 x 0.544 + 2 x 0.696) = 2.480. The equivalent full-time student enrolment is added to the full-time enrolment before calculating the Years 11-12 general scale entitlement. The equivalent full-time student value is not rounded off. -8- NSW Department of Education and Training - Teacher Staffing Entitlements Executive Allowance Executive allowance covers the non-teaching periods of the promotions positions. An allowance of 1.0 FTE is provided for the principal. The allocations for deputy principals and head teachers are detailed below. An additional 0.4 FTE executive allowance is allocated to schools with 1400 or more students. Head teachers are allocated to schools on the basis of the number of classroom teachers. The number of classroom teachers does not include distance education teachers, teachers in Intensive English Centres, itinerant teachers, teachers of substitute care, support teachers supervised by a head teacher support, HSLOs, district school counsellors or unique and emergent teacher supplementation. Each secondary school is provided with a base allocation of one head teacher position. Each new and developing secondary school is provided with four head teacher positions. Concession Allowance A concession allowance of 0.1 FTE per 100 (or part thereof) of the total school enrolment (Years 7-12) is provided to cover a range of functions by teachers and executives in the school. Approved Support Class Supplement For IM, IO, IS, H, V, P, BD, ED and AUT approved support classes the normal period load of a teacher allocated to a support class is supplemented. The 0.4 supplement is provided to enable the load of a support class teacher to be retained at 28 periods. - 10 - NSW Department of Education and Training - Teacher Staffing Entitlements Smaller Schools’ Supplement A further supplement dependent on enrolment is provided to central schools, community schools and smaller high schools. The supplement is determined from the total Years 7-10 enrolment and the school category. The smaller schools’ supplement allocations are detailed in the following table. Extended School Year Additional teacher entitlements are provided to Education and Training Units in Juvenile Justice Centres, where that Unit is conducting classes over an extended school year. The allocation is based on the number of additional teaching days required by the Unit and the total teaching staff entitlement using the following formula. Entitlements are adjusted each term as new arrivals enrol and exit throughout the year. In determining the number of classes required the following class sizes apply: regular classes: 18 students special needs classes: 10.22 students Each Intensive English Centre class attracts the appointment of 1.4 FTE teachers. - 19 - NSW Department of Education and Training - Teacher Staffing Entitlements DISTANCE EDUCATION CENTRES Secondary Distance Education Centres Classroom Teacher Entitlement Classroom teacher staffing for secondary distance education centres, both autonomous and integrated, is based on the full-time equivalent (FTE) student enrolment. Classroom teacher FTE entitlement is the sum of: Years 7–10 FTE student enrolment multiplied by 0.159; Years 11–12 FTE student enrolment multiplied by 0.203; and Executive/concessional allowance of 0.014 per student FTE. Executive Entitlement In addition, head teacher positions are established based on the FTE teacher entitlement and deputy principal positions are established based on student FTE enrolment. Each of these positions includes both teaching and executive release time. The number of head teacher positions is calculated as follows. Each head teacher has 0.2 FTE executive release. FTE teacher entitlement 21 FTE or less Number of head teacher positions FTE teacher entitlement divided by 5, rounded off to nearest whole number FTE teacher entitlement divided by 5.98, rounded off to nearest whole number Over 21 FTE There is one deputy principal position when student enrolments are 150 FTE or more. The deputy principal position has 0.5 FTE executive release. Primary Distance Education – Autonomous Centres Classroom Teacher Entitlement For primary classes, teachers are provided on the ratio of one teacher to 14 students or part thereof. For preschool classes, teachers are provided on the ratio of one teacher for every 18 students or part thereof. Principal and Executive Entitlement A principal position is established with classification based on the student enrolments multiplied by 2.14 and the resulting notional enrolment related to the primary classification structure. - 20 - NSW Department of Education and Training - Teacher Staffing Entitlements Executive staff are based on the number of teaching positions.
