2009 Budget Revenues Resources and 2009 Tax Levy
Monday, October 27, 2008-7:00 p.m.
Mayor Plinski opened the public hearing at 7:00 p.m. Present were Mayor Plinski,
Councilmember Schmidt, Councilmember Fisher, Councilmember Kramer,
Councilmember Kolterman, Councilmember Ramm, Clerk-Treasurer Burghard, PWD
Sebesta, Town Marshal Wren, Carmen Weishaar, Jerry Schafer and Ed Crosby.
Information regarding the 2009 budget revenue resources was provided for the public.
Mayor Plinski explained the budget revenues for the 2009 budget and asked for questions
and comments from the public. The public offered no input. The Council reviewed the
revenues for the 2009 budget.

CALL TO ORDER
Mayor Plinski called the meeting to order at 7:37 p.m., immediately following the public
hearings. Present were Mayor Plinski, Councilmember Schmidt, Councilmember Fisher,
Councilmember Kramer, Councilmember Kolterman, Councilmember Ramm, ClerkTreasurer Burghard, PWD Sebesta, Town Marshal Wren, Carmen Weishaar, Jerry
Schafer and Ed Crosby.
APPROVAL COUNCIL MINUTES-APPROVAL OCTOBER BILLS
 The Council minutes of October 13, 2008
 Claims Clearing Warrants No. 13159-13167 totaling $15,679.95
were approved and carried upon a motion by Councilmember Kramer, seconded by
Councilmember Kolterman.
PUBLIC INPUT
No public input was offered.
RESOLUTION 2008-13-RED FLAGS PROGRAM
Resolution 2008-13, a resolution approving and adopting an Identity Theft Prevention
Program was approved and carried upon a motion by Councilmember Kolterman,
seconded by Councilmember Kramer.

RESOLUTION 2008-12-HALL RENT
Resolution 2008-12, a resolution regarding the rental fees for the use of Town buildings
was approved and carried, with correction, upon a motion by Councilmember Kolterman,
seconded by Councilmember Ramm.
SURPLUS EQUIPMENT AWARD
One sealed bid was received for the diesel slip tank. Bid opening occurred at 1:00 p.m. on
October 24, 2008 with Mayor Plinski, Clerk-Treasurer Burghard and Deputy Clerk
Kniola present. A bid of $125.23 was received from Mick Throop, which was accepted
upon a motion by Councilmember Ramm, seconded by Councilmember Kolterman.
COMMUNITY CABLE SYSTEM
Discussion was held regarding renewing Community Cable System franchise. It was the
Council’s decision to renew the franchise with an automatic yearly renewal. The
ordinance is to be ready for the next Council meeting.
COUNCILMEMBERS’ REPORT
No report was given.
PUBLIC WORKS REPORT
R. Sebesta, PWD reported that a water mainline was repaired over the weekend. He
added that thirty water meters had been replaced, with approximately seven left.
POLICE REPORT
Town Marshal Wren reported he would be handing out Halloween treats at the school
this week.
A reminder was made regarding the stop sign at Fourth Ave. and Fairway St. being
changed to Fourth Ave., from Fairway St., on November 3, 2008.
MAYOR’S REPORT
Mayor Plinski reported on the EDC meeting he attended.
Mayor Plinski announced that a garbage rate increase of $1.00 to $4.00 may occur for the
2009 budget. He reported that the Town may now have to pay for the recycling program
offered through Lincoln County. He added that a meeting with Rick Becker from

Lincoln County Public Works would be held tomorrow to further discuss added and
increased solid waste fees through Lincoln County. The increase proposed will be
published in the local newspaper.
Mayor Plinski added that the 2009 preliminary budget has been filed with the ClerkTreasurer and will be available for public viewing on November 11, 2008.
A public hearing for the final 2009 proposed budget was set for November 24, 2008 at
7:00 p.m. upon a motion approved and carried by Councilmember Fisher, seconded by
Councilmember Schmidt.
Councilmember Ramm reported on the airport cleanup, which occurred October 25, 2008
with USKH’s assistance.
BUDGET WORKSHOP
The public was invited to remain at the Council meeting for a 2009 budget workshop.
ADJOURN
With no further matters to discuss, Mayor Plinski adjourned the meeting at 10:22 p.m.
