POSITION OBJECTIVES

To drive the implementation of the XXX City Council Structure Plan in
accordance with the guidelines detailed in the framework document.

To actively facilitate the redevelopment of XXX City Council including
Council owned land, in line with the principles set out in the Structure
Plan.

To promote the achievement of the objectives, strategies and actions
of the Structure Plan by working collaboratively with other areas of
Council and with key external stakeholders including the State
Government, local resident and business communities.

To provide high-level strategic thinking, foresight and decision-making
advice to Council and the XXX City Council Implementation
Committee, to ensure considered and integrated outcomes.
RESPONSIBILITIES AND DUTIES

Lead, develop and manage projects aimed at delivering the objectives
and catalyst projects of the structure plan.

Develop and monitor an Implementation Plan including funding
strategy for the Structure Plan.

Co-ordinate and develop networks, partnerships, advocacy and
consultative mechanisms with key stakeholders within the public and
private sectors, to help facilitate the implementation of projects within
XXX City Council.

Work with owners of strategically important properties within the XXX
City Council envelope, to develop plans for the future development of
the Centre consistent with the Structure Plan.

Provide high-level advice and strategic thinking to Council’s leadership
team and Managers/Directors.

Identify and implement processes that will improve the delivery of
public and private infrastructure and development in the XXX City
Council.

Facilitate a team environment with colleagues across the organisation
to achieve timely and appropriate outcomes. This will include the
management of the XXX City Council Implementation Committees.

Develop business case proposals for specific purpose funding of
area/place development projects.

Liaise with public sector agencies and the community to advance the
delivery of key development projects.

Ensure Council takes a leadership role as a proactive partner in the
renewal of XXX City Council.

Accountable for:

Providing effective leadership of project teams for the development and
implementation of major projects and initiatives.
Producing outcomes that contribute to the achievement of the goals
and objectives of the XXX City Council Structure Plan.
Providing professional advice and guidance to Executive Management
so that they are fully informed about all issues and able to make
appropriate decisions.
Co-ordinating projects as set out by the Manager Major Projects.
Delivering agreed Key Performance Outcomes within specified
timeframes.
Managing workload, meeting deadlines and managing projects with
minimal supervision.
Preparation of budgets for consideration of management.
Authority to :

Make recommendations and provide advice to Council, staff, public
authorities and the community on XXX City Council Plan
implementation issues.

Act as the Project Lead on major projects as required.

Represent Council in dealings with key stakeholders to advance XXX
City Council objectives and outcomes.

SPECIALIST KNOWLEDGE AND SKILLS

Sound understanding of the principles and legislative requirements of
local government operations and community involvement.

Ability to identify and analyse development opportunities and policy
options, search for creative solutions to complex problems or issues
and recommend appropriate actions.

Understanding of the complexities of metropolitan and local urban
development issues.

Ability to provide leadership and demonstrated experience in managing
and delivering complex multi-disciplinary planning, urban design and
infrastructure projects.

Capacity to negotiate effectively on behalf of Council, establish
productive and positive relationships and communicate information
effectively to and gain co-operation and assistance from a diverse
range of community interest groups in the promotion, pursuit and
achievement of established objectives.

Ability to work closely and collaboratively across a variety of
stakeholders and the organisation to produce outcomes that are
consistent with corporate and Structure Plan goals.

Effective interpersonal skills and ability to communicate well at all
levels.

Well-developed analytical, research and investigative skills.

Ability to prepare consultancy briefs and manage consultants.

Be familiar with the principles and practices of budgeting and applying
relevant accounting and financial procedures with minimal supervision.

Extensive experience in at least one of the following specialist areas is
required: Project Management; Property Development / Economics;
Urban Design; Land Use planning; Economic Development

Ability to produce high quality reports and discussion papers, make
formal presentations and represent Council in professional and
community forums.
MANAGEMENT SKILLS

Ability to manage projects involving highly complex planning, design,
legislative and ownership issues.

Proven ability to think strategically, analyse complex situations,
develop creative solutions and achieve outcomes.

Ensure the delivery of items, projects or actions as set out in any Work
Programs, annual Council Plans or Capital Works programs.

Consult with the Manager Major Projects to allocate resources to
projects to meet project timelines and financial objectives.

objectives.



Ability to build and maintain effective relationships based on integrity
with other Council departments, professional bodies and all external
stakeholders.




techniques to persuade and gain the support of others to achieve
goals.

Ability to build and encourage effective relationships by exchanging
information and working professionally and collaboratively with
significant external stakeholders such as the State Government and
the development industry.

Ability to identify solutions and weigh the value and risks to success of
each in order to determine appropriate actions.

Ability to actively listen plus highly-developed oral and written skills in
the communication of complex issues.

Ability to think through different scenarios to identify all possible
implications of a situation including unintended consequences.

Ability to work effectively in project groups with others across the
organisation and external representatives.
QUALIFICATIONS AND EXPERIENCE

Tertiary qualifications in Project Management, Urban Planning, Urban
Design, Economics, Property or related fields.

Demonstrated ability and experience in complex project management
and the delivery of integrated outcomes.

Demonstrated experience in establishing working relationships with
partnership organisations and businesses with diverse interests to
deliver positive commercial and community outcomes.

Demonstrated ability and experience in working with cross
organisational, multi-discipline groups in a team environment to
develop and implement strategies and plans.

Experience in negotiating with government bodies, industry groups,
individual property developers and community members on major
planning and strategic issues.

Good presentation skills with demonstrated ability to represent Council
at public forums.

Understandings of infrastructure, land use, transport planning and
urban design and their effects on social, economic and environmental
outcomes.

Experience working with structured project management systems such
as ‘Prince 2’, would be highly regarded.

