Panhandle Flooding 2009 Incident Action Plan # 6 Operational Period: 0800hrs 04-06-09 to 1700hrs 04-06-09 Mission: To support county and state operations. Areas of Operation: Panhandle, Big Bend and Suwannee Valley of Florida SERT Activation Level: 2 Rainfall throughout the Florida Panhandle, the Big Bend area, Suwannee Situation: River basin and South Georgia has caused and is predicted to cause significant flooding. This has resulted in damaged and destroyed homes, businesses, roads and bridges. In addition there have been road closures, power outages, and evacuations. The State Emergency Response Team has been activated to support response activities. River forecasts indicate that Interstate 10 and Highway 90 could be closed as early as Wednesday. Weather Update Scattered showers and isolated thunderstorms will occur across the Peninsula today ahead of a strong cold front. The main hazards will be gusty winds and cloud-to-ground lightning. Maximum rainfall amounts are forecast to be around one quarter of an inch. Across North Florida, winds today will increase to around 15-25 mph as the front passes. Wind Advisories are in effect through this evening for the Panhandle and Big Bend. Temperatures in the 70s during the morning will begin to fall into the 60s by this afternoon and into the 30s overnight across northern Florida. A Freeze Watch is in effect tonight for the interior western Florida Panhandle. Red Flag Warnings are in effect this afternoon for the Florida Panhandle and Big Bend due to lower humidity levels and high winds. Many North Florida rivers will remain at or above flood stage through the next several days. General Operating Objectives: Planning Assumptions Issues and Constraints: 1. Support county emergency evacuations. 2. Support flood control and response operations. 3. Support Recovery. Counties have indicated that their resources are limited. Extended flooding event. Extended area of operation and impact. Georgia State Road 84 will not be usable as a traffic detour or evacuation route. Budget and staffing constraints. Uncertainty in the timing and impacts of the river forecast. Objective 1: Support county emergency evacuations. Tasks: 1. Continue to monitor availability of high-water vehicles and rescue vessels. 2. Support of modified traffic plans and detours. 3. Continue to support shelter operations. Planning for possible use of heavy equipment and personnel for repair and flood control. 4. Provide support for sandbag request. 5. Support local law enforcement operations. 6. Prepare and plan to task and support search and rescue operations. 7. Support potable water missions. 8. Provide modeling to forecast potential impacts. 9. Prepare to deploy additional State Management Teams and Mobile Command Vehicles. 10. Coordinate with private sector on flooding impacts. Objective 3: Support recovery. Tasks: 1. Conduct and report on initial damage assessments. 2. Conduct preliminary damage assessments in Santa Rosa, Okaloosa, Holmes, Walton, Washington and Jackson Counties. 3. Identify and prepare to deploy assistance to impacted communities. 4. Deploy State Management Team and Mobile Command Vehicle.
