DECISION OF THE GOVERNMENT OF THE RUSSIAN FEDERATION NO. 205 OF FEBRUARY 24, 1999 ON THE FEDERAL STANDARDS FOR SWITCHING TO THE NEW SYSTEM OF PAYMENT FOR HOUSING FACILITIES AND UTILITY SERVICES IN THE YEAR 1999 For the purposes of implementing the Decree of the President of the Russian Federation No. 425 of April 28, 1997 on the Reform of Housing and Utility Facilities in the Russian Federation (Collection of the Legislation of the Russian Federation, item 2131, No. 18, item 2568, No. 22, 1997) as well as determining the amount of financial aid to be rendered to the subjects of the Russian Federation out of the federal budget (primarily in the form of transfers) the Government of the Russian Federation hereby resolves: 1. To establish the following federal standards for switching to the new system of payment for housing facilities and utility services in the Year 1999: the federal standard of the level of payment to be effected by citizens for provided housing and utility services as a whole for all the kinds of these services at a rate of 60 per cent of their value in 1999 to be used solely as an instrument of inter-budgetary relationships for the purposes of computing transfers; the federal standard of a maximum permissible share of 19 per cent of citizens' own expenses towards payment for housing facilities and utility services in the aggregate income of the family within the limits of the federal standard of social housing facility floor space rate and of utility services consumption rate; the federal standard of the cap on the price of provided housing and utility services per 1 square meter of total housing facility floor space per month on the average for the Russian Federation at 11.5 roubles and differentiated by the economic area of the Russian Federation as per annex hereto. 2. The bodies of state power of the subjects of the Russian Federation are hereby recommended to: proceed from the federal standards specified under item 1 of the present Decision in the computation of the minimum amount of the funds of the budget of a municipal entity allocated to cover the expenses of housing and utility enterprises and organizations; correlate the variations in the payment for housing and utility services with the level of income of the population and the system of measures aimed at providing social protection to low-income categories of citizens as well as the implementation of measures aimed at cutting production costs in housing and utility sphere and increasing the quality of the services provided to consumers.
