GENERAL PURPOSE
The incumbent appointed by and serving at the pleasure of the Mayor, is responsible for
the efficient and economic administration of City government through effective
management of available human, financial and material resources.
Other
responsibilities include planning, directing, supervising at direction of Mayor and
evaluating both directly and indirectly through department directors, the day-to-day
administrative work in managing the operations of the City of Fairbanks. Primary staff
advisor for all labor negotiations and economic issues related to City government..
Functional responsibilities interface with Mayor, City Council, City Attorney and City
Clerk to implement the strategic goals and objectives of the organization.
The
incumbent is required to exercise keen judgment, imagination and foresight in making
administrative decisions and in meetings with state and federal administrative officials
and legislators.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1.
Initiates and directs office staff in the research and preparation of special
projects.

Reviews and monitors the annual budget of the Mayor’s office.
3.
Provides policy guidance, direction and evaluates the effectiveness of the
performance of each department as each relates to the development and
implementation of annual City goals, objectives and budget.

Assists the Mayor to ensure the effective administration of city government by
coordination programs among the major departments so that the most effective
degree of unified action may be attained.
Responsible for implementing all matters of policy of City government.
Formulates and/or implements all administrative and City adopted policies and
procedures.
Prepares and reviews all City activities relating to administrative and financial
reporting, both internal and external.
Analyzes administrative actions and other related reports to identify and act on
problem areas, as appropriate.
Under the direction of the Mayor, coordinates work of department heads.
Advises the Mayor regarding the financial impact of proposed issues.
Monitors federal, state, and local legislation and related compliance issues and
regulations.
Respond to request for information made by other government agencies or
officials from the Mayor.
Keeps abreast of economic trends and financial concepts, techniques, and
principles.
Represent the City at meetings and hearing as appropriate. Ability to meet
various locations on short time notice.
Assures that the City of Fairbanks maintains a position of leadership through the
effectiveness of its government by keeping abreast of trends and developments
in city management, ensuring that the basic needs of the public are anticipated
and satisfied.

A Bachelor's Degree in Business or Public Administration, a master’s degree in
Public or Business administration, or an applicable discipline is preferred.
Five years of professional administrative experience in positions of increasing
responsibility and authority, a minimum of four years experience at senior
management level in public or private administration..
Demonstrated ability to communicate effectively with City staff and the general
public, both orally and in writing.
Ability to understand and interpret federal, state and local laws, regulations,
contracts and other issues relevant to City ordinances and State laws.
Ability to function under stressful situations and pressures of short deadlines.
Demonstrated integrity, leadership, and maturity.
Application of modern principles and practices to effectively direct, manage and
motivate personnel.
Understanding of the integration of information technology to actively support the
City’s vision, mission, values and adopted behaviors within the departments.

WORK ENVIRONMENT AND PHYSICAL EFFORT:
Work is performed in an office environment subject to frequent interruptions; may be
exposed to individuals who are irate or hostile; may be subject to long hours due to the
attendance at City Council and Committee meetings and other responsibilities required
at this executive level. Conditions where accidents/hazards are negligible; requires
short periods of light lifting, pushing or pulling (1-26 lbs).
