Purpose of the Post
The successful candidate will be required to take up duty no later
than three months from date of offer for external applicants or no
later than six weeks from date of offer for internal applicants.
The post holder will:
a) Carry responsibility for clinical caseload in neonatal
resuscitation management throughout the hospital
b) Be responsible for the provision of a midwife/nursing, education
and management consultation service in all areas of neonatal
resuscitation.
c) Provide a service, which optimises quality and continuity of care
for neonates and their families.
d) Provide an informed resource for midwives, nurses, doctors and
other allied health professionals.
e) Provide a programme of education and training for multidisciplinary staff that benefits patients/clients.
f) Comply with all national guidelines, An Bord Altranais guidance,
Hospital Policies and HSE – Western Region policies.
g) Contribute to service development in terms of research and
audit.
Principal Duties and
Responsibilities
The Clinical Midwife Specialist, Neonatal Resuscitation, will
embrace the five core concepts of the clinical Nurse / Midwife
Specialist role to ensure the provision of a high quality service for
the patient / client. The Clinical Midwife Specialist will be responsible
for assessing current trends, protecting, promoting and supporting
neonatal resuscitation, and supporting practice development and
education in relation to neonatal resuscitation , whilst working
closely with all professions to ensure a seamless and integrated
service. Working towards the delivery of best practice for all clients

will include the planning and provision of in-service training of
midwifery/nursing colleagues and other healthcare professionals
when appropriate.
1.
Clinical Focus
1.1 The role includes the assessment, planning and delivery of
neonatal resuscitation care
1.2 To attend at risk deliveries in delivery suite, operating theatre
and assist staff in the assessment, planning and delivery of care
1.3 Act as a Specialist Neonatal Resuscitation care resource for
healthcare professionals in the hospital
1.4 Anticipate the many varied neonatal resuscitation needs of staff
and devise and implement strategies to meet their needs and
evaluate their effectiveness
1.5 Establish and maintain good working relationships with
nursing / midwifery staff and all other multidisciplinary staff
involved in neonatal care, to provide good quality
resuscitation needs for neonates
1.6 Act as neonate advocate within the multi-disciplinary team
1.7 Take responsibility for making often complex and difficult
decisions in the area of resuscitation management of
neonates, including when ethical dilemmas arise in
consultation with the Consultant Paediatrician on duty
1.8 Manage the provision of supportive counselling service for
parents especially in the event of prolonged neonatal
resuscitation and refer on to more formal counselling services
as necessary
1.9 Address family dynamics and support counselling when
appropriate. Ensure that the dignity of the patient is ensured and
maintained at all times having regard to the ethics and philosophy of
the hospital
1.10 Ensure patient confidentiality is maintained at all times

2.1 Provide a safe clinical environment with due regard to health
and safety and risk management strategies
2.2 Effectively manage the resuscitation requirements of a caseload
of neonates
2.3 Establish and maintain clear referral lines
2.4 Manage personal and team workload effectively
2.5 Participate actively in the development and strategic planning of
the neonatal resuscitation in the hospital
2.6Identify the need for implementing and evaluate innovation in
specialised Neonatal Resuscitation in the hospital.

2.7 Maintain accurate records, including statistical data relevant to
all aspects of Neonatal Resuscitation and submit activity data as
required
2.8 Establish and maintain an education database on all training
provided
2.9 Represent the Neonatal Resuscitation care team at local,
national and international meetings as required
3. Advocacy
3.1 Enable parent(s) to participate in decisions about Neonatal
Resuscitation
3.2 Act as patients advocate within the multi-disciplinary team
3.3 Establish and provide guidance and support within the
multidisciplinary team during and following Neonatal Resuscitation.
Initiate debriefing intervention when required
3.4 Compile a directory of supports and make available to parent(s)
and family as appropriate on discharge
3.5 Refer parent(s) to specialist organisations or groups in the
community following discharge from hospital as necessary and as
appropriate
4. Education and Training
4.1 Act as a role model in the clinical area
4.2 Promote the role of specialist Neonatal Resuscitation services
amongst appropriate healthcare professionals throughout the
hospital
4.3 Identify the neonatal resuscitation care, education and training
needs of staff and initiate strategies to meet these needs including
the health professionals in the community
4.4 Liaise with the relevant education department and participate in
teaching to nurses, midwives and other healthcare professionals of
Education Programmes in Neonatal Resuscitation
4.5 Attend study days and conferences in order to update
knowledge in the field of Neonatal Resuscitation and related
subjects
4.6 Keep abreast of new developments in Neonatal Resuscitation
through published specialist Neonatal Resuscitation literature
4.7 Identify own Continuing Professional Development needs and
engage accordingly
5. Research and Audit
5.1 Undertake an audit of each neonatal resuscitation event and its
outcome in association with midwifery, obstetric and neonatal staff
5.2 Promote and disseminate Neonatal Resuscitation research

5.3 Set standards to offer a quality service.
5.4 Act as a nursing research resource in Neonatal Resuscitation for
nurses and midwives and other multi-disciplinary staff throughout
the hospital
5.5 Initiate and participate in research projects in Neonatal
Resuscitation
5.6 Advise on the implementation of appropriate research findings

Consultancy
6.1 Inter and intra-disciplinary consultations both internal and
external are recognised as part of the contribution of the clinical
midwife / nurse specialist to the promotion of improved patient
management
6.2 Provide clinical expertise to nursing / midwifery staff regarding
Neonatal Resuscitation and contribute to patient care in accordance
with set protocols
6.3 Act as a specialist Neonatal Resuscitation resource for health
care professionals within the hospital and community on all matters
relating to Neonatal Resuscitation
6.4 Demonstrate specialist knowledge of and clinical expertise in the
delivery of patient care relative to Neonatal Resuscitation
65 Be aware of all hospital policies and procedures and collaborate
with other healthcare professionals to ensure these are observed
6.6 Be actively involved in the preparation and implementation of
policies and nursing / Midwifery guidelines in relation to the
management of Neonatal Resuscitation

6.8 Provide support to members of the multidisciplinary team on
Neonatal Resuscitation issues when required

Eligibility Criteria
Qualifications and/
or experience,
Candidates, on the latest date for receiving completed application
forms for the office, must:

Be registered in the relevant Division of the Register of
Nurses kept by An Bord Altranais or be entitled to be so
registered
And
 Have at least 5 years post registration experience of which 2
must be in the speciality or related area
And

Have the ability to practice safely and effectively fulfilling
his/her professional responsibility within his/her scope of
practice
And
 Must demonstrate evidence of continuing professional
development
And
 Have undertaken formal recognised post registration
education relevant to his/her area of specialist practice at
higher diploma level or equivalent (level 8) on the NQAI
framework.

competent and capable of undertaking the duties attached to the
office and be in a state of health such as would indicate a
reasonable prospect of ability to render regular and efficient service.
Character
Each candidate for and any person holding the office must be of good
character.

classified as a new entrant (within the meaning of the Public Service
Superannuation Act, 2004). A candidate who is not classified as a

Terms and Conditions of Employment
Tenure
The appointment is 0.5 WTE, permanent and pensionable.
Appointment as an employee of the Health Service Executive is
governed by the Health Act 2004 and the Public Service Management
(Recruitment and Appointment) Act 2004.
Remuneration
The Salary scale for the post is: €47,089 to €55,852 (as at
01.01.2010)

Working Week
The standard working week applying to the post is: 18.75 hours
Annual Leave
The annual leave associated with the post is: minimum of 12 days
per annum
Superannuation
All pensionable staff become members of the pension scheme
Probation
Every permanent appointment of a person who is not already a
permanent officer of the Health Service Executive or of a Local
Authority shall be subject to a probationary period of 12 months as
stipulated in the Department of Health Circular No.10/71.
