WSU Chinese Student & Scholar Association’s Constitution Article I – Name of Organization The name of the organization shall be WSU Chinese Student & Scholar Association, abbreviated to WSU CSSA. Article II – Affiliation The constitution and by-laws shall not be in conflict with Washington State University policies and procedures. WSU policies and procedures shall take precedence over the constitution. Article III – Purpose The purpose of Chinese Student & Scholar Association shall be to serve Chinese students and scholars, offering opportunity of communication and promoting Chinese culture, as well as establishing a bridge of connecting with students of WSU. Article IV – Membership Section 1: All Chinese students and scholars shall submit application at the beginning of fall semester. Once verified, they will be notified to become members of CSSA. Members of this organization shall consist of enrolled full-time undergraduate, graduate students and scholars of Washington State University. Section 2: All members in this organization shall have the rights to vote and be selected. All members are entitled to participate in decision-making of all activities and execute the missions that they are responsible for. Section 3: Non-discrimination clause. Consistent with all applicable federal and state laws and University policies, this organization and its subordinate bodies and officers shall not discriminate on the basis of race, color, age, religion, veteran’s status, sex, national origin, sexual orientation or disability in its selection of members. Article V – Officers Section 1: Officers of the organization are as follows: President, Vice President, Officer and Vice Officer. Section 2: The president shall be elected and voted upon the CSSA members at the end of every spring semester and the other officers shall be elected and voted at the beginning of every fall semester. Section 3: Officers shall take their positions for the whole year, starting from fall semester to next fall semester. Section 4: Officers shall not be on academic or University probation at the time of their elections and throughout their term of office. Section 5: Officers failing to fulfill the given responsibilities and duties may be removed by the active organization. Section 6: The removal of an officer requires a majority vote of (three thirds at least) organization members following notification of the officer in question. Such notification shall be provided in writing no less than seven days prior to the vote. Article VI – Advisor Section 1: Advisors for student organizations shall be selected from among the faculty, staff, administration, or qualified Teaching and Graduate Assistants. Section 2: The advisor must take an active role in assisting the student organization achieves its mission and purpose. Section 3: The advisor shall act as a liaison between Campus Involvement and the organization he/she is advising. The advisor shall also assist the club in events and duties. Article VII – Meetings Section 1: A regularly scheduled general meeting shall be held at least once a month. The officers may call additional meetings when the need arises. Any member who cannot be present at meetings shall submit written notification. Any member who has been absent more than three times without appropriate excuses shall be removed by the organization. Section 2: A quorum shall consist of more than three thirds of the present amount of voting members present at any regular or special meeting to conduct official business. Official business shall include election of officers, setting of dues, and any other major decisions. Article VIII – Standing Committees Section 1: There are seven standing committees: activity committee, publicity committee, arts committee, financing committee, public relation committee, sports committee, and academic committee. Each committee consists of an officer and two vice officers. Section 2: Vice presidents are responsible for committees, and standing committee is responsible for what they are supposed to do. Each committee has the right to submit proposals to vice presidents and then the discussion meeting shall be held to vote for the proposal. Generally each committee shall be work together to fulfill one task or hold one activity. Article IX – Quorum Section 1: Quorum is defined as three thirds of the organization’s total membership. Section 2: Quorum is necessary for any voting that occurs within the organization. Article X – Method of Amending Constitution Section 1: Any amendments to this constitution require notice of (specify time) prior to being discussed and voted upon. Section 2: The constitution may be amended by a vote of (two-thirds or three-quarters) majority membership at any regular or special meeting.
