Invitation to Tender:
The appointment of six organisations to co-ordinate and deliver
themed events and festivals
Closing Date: 12 noon, Friday 22nd June 2007
Background
The Business and Cultural Animation Programme is an element of the Walled
City Signature Project as designated by the Northern Ireland Tourist Board.
The Programme aims to animate the “Walled City of Derry” thus increasing
footfall and providing an attractive, lively and entertaining environment for
tourists and residents alike.
Derry Visitor & Convention Bureau alongside a number of key organisations
within the city has formed a steering group to direct and manage this
programme until March 2008.
Project Brief
Relevant companies are invited to submit tenders which display the ability to
co-ordinate and deliver six themed events and festivals, through the Business
& Cultural Animation Programme. Events should be themed as follows:






Traditional Music
Busking
Classical
Contemporary
Theatre
Children
Each of these events will aim to:
 Increase visitor numbers and heighten awareness among visitors of the
extent of the offer
 Increase expenditure within the city economy
 Enhance the profile of Derry as a Signature Tourism Destination
 To improve the ‘evening economy’
 Increase the length of stay for visitors
 Offer an exciting listing of events which animate the walls, increase
awareness of the Walled City and create a visual impact for visitors.
Terms of Reference
The selected companies will be required to liaise with Derry Visitor &
Convention Bureau on their individual event, providing details of timings,
scheduling, costings and relevant contacts.
Timescales and Deliverables
The Business & Cultural Animation Programme will run until March 2008.
Duration of events may vary according to individual companies.
Project Proposal
Tender proposals should detail the following:
 Name of the event
 Event plan (detailing the type of event proposed, how it will operate,
venues involved etc)
 Main target audience e.g. Children/Families/Short Break market
 Duration & suggested timetable
 Details of any current projects operating of a similar nature
 Anticipated numbers
 Finance
Please note:
Tender submissions must illustrate that proposed events are in addition to the
current offering within the city i.e. that the event does not duplicate what else
is happening in the city but is complementary and builds on the strength of
the local cultural provision.
Project Management
 Regular liaising with DVCB
 Companies will be required to supply DVCB with accurate and up to
date information on all elements of the event for marketing materials.
 A written final report and evaluation of the event to include visitor
numbers recorded, financial breakdown.
Budget
Up to £20,000 per themed event.
Tender Evaluation
Tender submissions will be evaluated according to the following:
 The ability to complete the project within the allocated time frame
 A clear understanding of the target audiences
 Demonstrate the capabilities to manage the project incorporating
health and safety issues, crowd management etc
 Evidence of creative and innovative ideas
 Previous experience of managing and implementing such an event.
 A clear and concise breakdown of ALL costs involved
 Preparation of a contingency plan i.e. weather permitting the option
of an indoor venue.
 The ability to evaluate and monitor the success of the programme
through providing footfall figures and a final income and expenditure
report.
