F63 Version 1 (January 2010) JOB DESCRIPTION General Information Job Title Heritage Services and Programme Manager- waiting grade Reporting To Head of Museums, Libraries and Archives General Purpose To be lead voice for heritage across the city To increase participation in Heritage, Libraries and Archives activity utilising (in the first instance) Vivacity venues and subsequently across the Peterborough district, ensuring excellent customer service, To work collaboratively with staff at all levels to ensure that all activities within the remit stimulate & promote participation and achieve agreed business outcomes. To ensure the development, implementation and delivery of a creative, innovative and relevant programme of heritage and library events and activities To lead in creating developing learning and education programmes across Museums, Libraries and Archives To contribute to the effective operation and delivery of a comprehensive Museums, Libraries and Archives service as a member of the divisional management team Responsible for any Financials or Direct Reports The post holder is the nominated cost centre manager for the services detailed below and responsible to the budget holder for the effective use and delivery of service within this resource: Archaeology Development Events Education The post holder has line management responsibility for: Event and Programme Manager Education Officer Archaeology Development Officer Externally funded posts (if applicable) The post holder has indirect management responsibility for the following categories of staff (Permanent, Casual and Seasonal): Volunteers Casuals Finance: Accounting for: up to £400,000 Accountable for up to £200,000 F63 Version 1 (January 2010) JOB DESCRIPTION Key Deliverables To maximise and market the heritage role locally and in the region by acting as an ambassador and key advocate, in order to attract usage, finance and regional significance for Vivacity and the city To develop wide reaching and effective partnerships, both internal and external, to ensure maximum customer and public benefit To lead on the integration of a programme of development and educational opportunities across Vivacity’s portfolio of activities including, heritage, libraries, archives, arts and sport To deliver agreed outcomes and performance targets as specified in the Business Plan in a timely and effective manner, advising Head of Museums, Libraries and Archives of any predicted variances as they arise. To establish Flag Fen as a major visitor attraction in the East of England To manage heritage programmes and projects (including the Peterborough Heritage Festival), which meet the aims, strategic vision for Peterborough To work collaboratively with stakeholders and organisations to support and encourage them to: o provide access to the wider community o develop effective programmes of activity o link services to citywide service specific strategies o embrace relevant initiatives To ensure a project based approach to all development initiatives recording measurable inputs, outputs, exit strategies, sustainability and performance. To take the lead on large scale capital and other major heritage projects To be responsible for the effective deployment of staff resources, recruitment of staff, their training and development and to ensure that the performance of individuals is monitored and reviewed through supervision meetings and the performance development and review process. To take an overview of the management of cost centre budgets for the team, monitoring spend against budgets and taking prompt action to address any deviations, including to develop and deliver annual revenue and income generation targets. To maximise external funding opportunities by researching funding sources and initiatives and developing bids to provide new and improved services in line with Vivacity’s vision and priorities To maximise sponsorship opportunities by working in partnership with Vivacity’s Head of Marketing and Communications To work in close partnership with local, regional and national agencies, such as the /arts Council, English Heritage and Heritage Lottery Fund. To lead, manage, develop and consult with employees to ensure broad and effective service delivery To keep up to date with industry best practise and developments where these may impact upon the libraries and heritage services provided by Vivacity. F63 Version 1 (January 2010) JOB DESCRIPTION Requirements - Experience Knowledge of the heritage industry and of national and regional developments in heritage Experience of managing museums/heritage or visitor attraction spaces (2 years) Proven track record of managing the successful development of visitor attractions Demonstrable experience of managing and developing a high quality heritage experience/programme Delivery of large scale (5,000+ people) events Business planning and managing performance to deliver results for customers Business and budget management (Revenue £500,000, Capital £500,000) Excellent interpersonal skills, including oral and written communication skills. Consultation with customers including “hard to reach” groups. Analytical and conceptual thinking High level skills in handling press and public relations. The post holder manages a comprehensive Museums, Libraries and Archives programme development service with a significantly increased shift towards enabling and supporting others to deliver services as opposed to direct delivery. The service is delivered through a small team of officers, grant funded posts and casual staff. The service is key to developing life skills, social, health & well being related activity and assisting individuals and organisations to maximise their potential. Vivacity has benefitted from significant capital investment in its properties including the refurbishment of the Museum. The role is integral to developing the business and increase occupancy whilst raising standards and quality of service provided. The post holder will have responsibility for stakeholder engagement, partnership working, budgetary control and a relatively small staffing resource. The post holder will have discretion to act within the broad area of programme development without recourse to a senior manager. The post holder will manage staff located in a number of different locations.
