POSITION OBJECTIVE(S):

To apply engineering skills in a variety of areas including Design, Traffic, Asset Management,

Subdivisions and Project Management & Supervision to ensure that industry best practices are met.

KEY RESPONSIBILITIES AND DUTIES:

1. ENGINEERING DESIGN

1.1 Prepare engineering designs for roads, carparks, drainage infrastructure, reserves, traffic management treatments, recreational facilities, buildings and other infrastructure utilising CAD software in accordance with relevant design standards, guidelines and codes.

1.2 Undertake engineering surveys for the design and setting out of works.

1.3 Prepare engineering estimate of works.

1.4 Prepare design project briefs for consultants, which clearly state the intent and scope of projects, hold points, the technical requirements and time lines.

1.5 Assess design plans from consultants and other staff to appropriate standards, codes, guidelines, project brief and in conjunction with Council Standards.

1.6 Consult with service authorities, government authorities, companies, community groups, property owners, residents and stakeholders which may be affected by proposed works.

1.7 Coordinate projects, including the supervision of consultants, contractors and liaison with all relevant stakeholders.

1.8 Prepare tender documents for works including schedules, specifications and contract documentation and assist with the evaluation of tenders and quotations for work.

1.9 Check and provide comments on engineering construction plans submitted by

VicRoads and consultants as part of the Planning application process and upgrade of infrastructure.

1.10 Attend, prepare agendas and organise meetings with various parties in relation to projects been undertaken.

1.11 Process applications submitted by service authorities in relation to service renewals, upgrading and installation.

1.12 Undertake the following tasks, which are not limited to:

Stormwater information and investigations

Building referrals – stormwater information

Statutory and service authority applications

Town Planning referrals – drainage investigations

1.13 Carry out other duties as directed by the Team Leader Civil Design, in line with general requirements of this position.

OTHER RESPONSIBILITIES:

Position may need to provide engineering support to the following teams of the City

Infrastructure Division.

2 TRAFFIC ENGINEERING

2.1

Investigate and provide solutions to matters relating to traffic management and transportation ensuring that applications and resident requests are dealt with, within the shortest possible time.

2.2 Prepare reports for presentation at Council and Committee meetings.

2.3 Set out and oversee the installation of traffic management devices including, signs, linemarking and traffic control devices.

2.4 Undertake traffic surveys and interpret data to establish traffic use trends.

2.5 Undertake Local Area Traffic Management and other Traffic studies including consultation with individuals and community groups.

2.6 Co-ordinate traffic and parking control for routine and special occasions.

2.7 Evaluate the likely impact of development applications and consultants reports on transport, traffic and parking.

2.8 Assist with undertaking of Road Safety Audits.

2.9 Supervise consultants, contractors and work experience students as required.

2.10 Assist in the coordination, programming and implementation of the Road Safety

Plan.

2.11 Investigate, provide and promote road safety education.

2.12 Investigate and improve pedestrian and bicycle safety and accessibility, and encourage walking and cycling as a safe alternative to car travel.

2.13 Attend, prepare agendas, keep minutes and follow up actions of various Road

Safety Group meetings.

2.14 In conjunction with the Communications Department, implement an extensive marketing and promotions strategy to disseminate information and promote community responsibility in dealing with road safety issues.

3 ASSET ENGINEERING

3.1 Assist with the development and maintenance of the Asset Registers which relate to

Councils long-term Asset Management Strategy and are linked with the 5-year Capital

Works Program. The Asset Registers must be developed in accordance with AAS 27

Accounting Standards.

3.2 Assist with the condition evaluation of Councils assets including lifecycle and costings, including but not limited to sealed road, gravel roads, drainage network, footpaths, bridges, buildings, parks and open spaces.

3.3 Maintaining Asset Registers by updating all new assets, including subdivisions and

Capital Works.

3.4 Assist with the development and maintenance of a Pavement and Drainage

Management System which is compatible with the Asset Registers and links the condition and future maintenance and construction costs to Council’s Maintenance programs and Capital Works Program, so that the system is able to be used by other areas of Council.

3.5 Liaise with the Building Maintenance Officer to ensure that Council’s building assets are recorded in a manner that is compatible with other asset systems and databases.

3.6 Assist in developing and reporting on the 5-year and annual Capital Works Program.

3.7 Assist in developing Council’s Long Term Asset Management Strategy for periods in excess of five years.

3.8 Carry out other duties as directed by the Coordinator Asset Management, in line with general requirements of this position.

4 SUBDIVISIONS ENGINEER

4.1

Check subdivision drawings and computations prepared by Consultants and arrange for any necessary amendments to ensure compliance with Council standards and specifications and relevant Australian and industry standards and guidelines.

4.2 Monitor current construction practices and new developments in civil and municipal engineering and maintain a thorough working kn owledge of the Council’s specifications and construction standards.

4.3 Liaise with public authorities for forward planning and co-ordination of all installations and alterations associated with subdivisional works.

4.4 Respond promptly to all enquires received by phone, mail or in person from developers, consultants, surveyors, Councillors and the general public.

4.5 Ensure that all civil infrastructure is constructed in accordance with the approved plans and specifications.

4.6 Compile information and prepare reports regarding the progress of works including specific advice when each job reaches practical completion, end of maintenance stages and when works are taken over by Council.

4.7 Inspect subdivisional construction works on a continuous basis during all stages of progress and ensure subdivisional works cause minimal disruption to nearby residents.

4.8 Check the alignment and levels of the works as set out by developers.

4.9 Arrange for the testing of materials and works and monitor their results to ensure compliance with the relevant clauses in the specification or the appropriate

Australian Standards.

5 CONSTRUCTION ENGINEER

5.1 Evaluate construction tenders including the preparation of reports with a recommendation of awarding the contract.

5.2 Un dertake contract administration including monitoring contractor’s performance, programs, progress, quality of work, progress claims, contract payments, assessment of contractor claims and price variations to ensure compliance with contract completion dates and budgets.

5.3 Supervise engineering projects ensuring the compliance of contractors with approved plans, specifications and relevant safety requirements.
