IMPORTANT GENERAL INSTRUCTIONS FROM ICMR POINT OF VIEW The following additional information is also required for any Indo-Foreign collaborative project by the ICMR from the Indian team. (a) (b) - Nature of work to be done in Indian Lab / Institution and foreign collaborator’s laboratory / Institution. Whether there would be transfer of human biological material from India to the foreign lab, or vice-versa and if so the requisite details for the same, such as: Nature of material and quantity to be sent abroad ; Purpose / need of transfer ; Nature of investigation to be done utilising the material ; Institutions(s) scientist(s) to whom material to be sent ; along with their addresses ; Copy of Material Transfer Agreement(MTA) ; With the progress in the cell biology and molecular biology front, the following points become very important : 1. 2. 3. 4. 5. Safety during transfer – risk of transportation ; National security – the research should not lead to development of biological weapons ; Risk (relative) from the defence and internal security point of view of the country ; Intellectual Property Rights ; Potential for commercial exploitation, such as by development of vaccines, diagnostics, therapeutics, drugs etc. NOTE Guidelines issued by the Ministry of Health and Family Welfare, Govt. of India, New Delhi, vide O.M. No. L.19015/53/97-IH(Pt.) dated 19th Nov. 1997 are to be followed for proposals involving transfer of human biological material for biomedical research purposes. These guidelines have been reproduced in full in the ICMR Bulletin (issue of Jan. 1998). Indian J. Prev. Soc. Information pertaining to likely visits by Indian scientist(s) and by foreign scientist(s) including duration and purpose of each visit. Institutional ethical clearances. Appropriate clearances for research involving human / animal subjects, radio tagged material (for clinical and / or experimental purposes), recombinant DNA / Genetic Engineering Work. Proposed agreement on IPR claims with French partner Your application be submitted to DLR (Germany) and ICMR (Indian Council of Medical Research , Ansari Nagar, New Delhi –110029) prior to deadline. Please enclose : TO DLR (by German Partner) the following : 1. The enclosed form duly filled out. 2. Curriculum vitae of the Principal Investigators of each team along with his role / status / expertise. 3. Justification for foreign collaboration / funding. 4. The list of the 10 best papers of both laboratories published in the last five (5) years. 5. If appropriate, the list of co-published papers by the two applicant teams. 6. A letter of the head of the foreign laboratory showing his/her will to collaborate. TO ICMR (by Indian Partner) - Information on point nos.1 to 6 above 1. 30 copies of project proposal in enclosed format. 2. 3 copies of ICMR summary sheet duly filed upto item no.42 (summary sheet is to be downloaded/obtained by the Indian partners from ICMR).
