BILL AS INTRODUCED 2000 1 H.686 Page 1 H.686 2 Introduced by Representative Helm of Castleton 3 Referred to Committee on 4 Date: 5 Subject: Conservation; public water supply; ultraviolet light purification 6 Statement of purpose: This bill proposes to allow ultraviolet light systems to 7 be used as an optional technology to purify water during boil water notices. 8 9 10 11 AN ACT RELATING TO ALLOWING THE USE OF ULTRAVIOLET WATER PURIFICATION SYSTEMS IN LIEU OF BOILING WATER DURING TIMES OF CONTAMINATION OF PUBLIC WATER SUPPLIES 12 It is hereby enacted by the General Assembly of the State of Vermont: 13 Sec. 1. 10 V.S.A. § 1686 is added to read: 14 § 1686. PURIFICATION OF WATER DURING BOIL WATER NOTICES 15 The department of environmental conservation shall adopt rules allowing all 16 residents, businesses, and landowners connected to or serving as a public water 17 supply, during times of contamination, to either boil water or utilize ultraviolet 18 light systems to purify water to the standard for potable water. The rules shall 19 include the following: 20 21 (1) The qualifications of individuals who may install ultraviolet light systems and any plumbing that may be required for the system. (3) The necessary requirements for ultraviolet light systems which shall include all of the following: (A) Shut-off valves to stop the water flow in the event of power failures, system failures, or a drop in the necessary levels of ultraviolet light. 7 (B) Pre-filter treatments to prevent sediment from hiding bacteria. 8 (C) Requirements for use of water softeners prior to exposure to the 9 10 11 12 ultraviolet light system, if the water does not meet the functional criteria of the ultraviolet light system for hardness or iron. (D) Requirements for scheduled maintenance programs, including the changing of pre-filters and bulbs and the cleaning of quartz tubes. VT LEG 116533.1
