Net BioCluE Description Net BioCluE ‘NETworking activity for BIOtechnology Clusters in Europe’ Co-ordination action Strategic background The proposed project aims at supporting networking, collaboration and the transfer of knowledge among innovation stakeholders and actors in the biotechnology sector throughout Europe. The project will address innovation in its widest sense including both technological and organisational innovation. The project will research the scale at which clustering realises the most beneficial innovation development, management and transfer. This will be realised as a result of the inclusion of clusters of different strengths and complexity. The NetBioCluE project addresses the following strategic objective as identified in the workprogramme Research and Innovation: the objective of favouring the development of the innovation system at European level by means of setting up the basis of a European innovation system by networking players, promoting co-operation breaking down barriers and encouraging transnational learning. Furthermore the activities foreseen will strengthen networking among the clusters involved to test new approaches in the promotion of innovative activities at European level, with a special focus on entrepreneurial innovation. Objectives of the Net BioCluE project The overarching goal of the Net BioCluE project is to: promote closer co-operation among actors within clusters in order to address the specific needs of the biotech sector at the different stages of development, thus enhancing transnational learning and global competitiveness. This co-operation will be promoted through involving key actors in the relevant clusters reputed for their excellence at the European level. The above goal has been split into eight specific objectives: O1 To carry out a study for the analysis of the evolutionary path of each involved cluster O2 To identify factors that contribute to successful cluster development O3 To identify best practices within the clusters in relation to specific innovation issues relevant to the biotech sector O4 To analyse trans-national factors relevant to the achieving of excellence and increased competitiveness in cluster development O5 To develop a scientific methodology for testing pilot-scale projects within the involved clusters, and to assess the excellence of innovation related activities O6 To design joint programmes and pilot projects which will be carried out in an extended form at a later stage O7 To foster the creation of transnational mega-clusters and joint projects O8 To provide policy recommendations to local, national and European authorities involved in cluster development in the specific sector Page 1 of 2 Net BioCluE Description Work Plan The work plan consists of eight interlinked work packages including one management work package: WP8 – WP1 - BioV WP2 - Sen Analysis of existing bioclusters WP3 - BMF Study of the internal dynamics of bio-cluster evolution Business outlooks for EU bioclusters Project Management and Coordination - CCIAA WP4 - MIP WP5 - CCIE Identification of best practices WP6 - CCIAA Exchange of best practices WP7 - ERBI Design of joint actions Policy recommendations WP1 deals with the collection of data and information on bio-clusters and analysis. WP2 deals with the study of the origin and evolutionary path of biotech clusters and the identification of the major paradigms of cluster development. WP3 provides a study of the existing key technologies in the biotech sector and an assessment of their current market penetration and promising bio-trends. WP4 deals with the identification of best practices in bio-cluster management. WP5 tests the identified best practices in bio-cluster management and sets out to revise the best practices in bio-cluster management. WP6 identifies competency complementarities between participant clusters and sets out to design a broad range of joint programs and initiatives to fully exploit identified complementarities. WP7 deals with the preparation of policy recommendations. WP8 ensures the effective management of the consortium activities. Net BioCluE consortium The Net BioCluE consortium brings together a variety of complementary actors belonging to different bio-tech clusters. Most actors are already active in the development of biotechnology clusters and are therefore fully aware of the strategic importance of networking clusters at the European level.
