Chief of Party
Avian and Pandemic Influenza Project in Vietnam
Chemonics International, a U.S. global development firm, seeks a chief of party for an
anticipated three year, USAID-funded project to provide technical expertise in avian influenza
prevention programs in Vietnam. The three year project is aimed at increasing capacity for
preventing and controlling avian and pandemic influenza (API) in Vietnam. Specifically, this
task order aims to improve Vietnam’s public and private sector capacity to prevent and rapidly
detect and respond to API and other emerging zoonotic diseases; and begin to prepare for a
possible human influenza pandemic. Technical focus includes prevention of AI transmission
among animals and humans; overall supply chain management and biosecurity practices related
to poultry product raising and processing; infection prevention, case management and infection
control; analysis and use of surveillance and data for decision-making.
Headquarters will be in Hanoi and travel will be required within Vietnam and Southeast Asia.
All applicants must have played important coordination and support roles in past and current
population and health programs.
Qualifications:







Advanced degree in public health or other related field
Minimum 10 years of experience managing large, complex programs including
coordination with multiple program partners; preferably experience in large-scale
zoonotic and infectious disease prevention and control efforts
Demonstrated familiarity with Vietnamese political, social and political context;
preferably experience in management and operation of API projects and familiarity with
policies and laws
Demonstrated managerial, administrative, and/ or reporting skills. Ability to build
positive work environments and foster team approaches. Includes demonstrated strong
mentoring, leadership, and networking abilities.
Experience building capacity of public and private sectors
Experience working for USAID-funded or other donor funded health projects in Vietnam
or neighboring countries highly preferred.
Fluency in spoken and written English, with excellent written and oral communication
skills, and Vietnamese required.

Technical Specialists

anticipated three year, USAID-funded project to provide technical expertise in avian influenza
prevention programs in Vietnam. The project is aimed at increasing capacity for preventing and
controlling avian and pandemic influenza (API) in Vietnam. Specifically, this task order aims to
improve Vietnam’s public and private sector capacity to prevent and rapidly detect and respond
to API and other emerging zoonotic diseases; and begin to prepare for a possible human
influenza pandemic. Technical focus includes prevention of AI transmission among animals and
humans; overall supply chain management and biosecurity practices; human case management
and infection control; analysis and use of surveillance and data for decision-making. This project
is expected to run for three years, with approximately $11 million.
Headquarters will be in Hanoi and travel will be required within Vietnam. All applicants must
have experience in prevention and control of zoonotic infectious disease programs.
Coordination Specialist – improve the coordination and information-sharing among GVN,
USAID implementing partners, other key policy and programmatic stakeholders, including other
USG. Support – and lead as necessary – coordination among USAID-funded API implementing
partners in focus provinces to ensure optimal effectiveness and smooth implementation of
activities. Participate actively in key technical and other working groups to share lessons learned,
disseminate best practices among a broader community of stakeholders.
Infectious Disease Health Specialist – coordinate with WHO and other key actors, particularly
US-funded partners, to improve case management and infection control capacity building, and
develop, test and validate pandemic preparedness plans, particularly at the district levels.
Findings from these exercises are expected to help inform national policy and direction.
Illustrative activities include:
 Disease surveillance
 Case management and infection control capacity building
 Pandemic preparedness
Animal Health Specialist - improve system-wide risk identification and reduction and improve
the capacity of Animal Health Workers, Agriculture Extension Workers and other stakeholders
in API prevention and response; to improve biosecurity practices; and to improve poultry
product supply chain biosecurity. Illustrative activities include:
 Zoonotic Disease Surveillance
 Improve the capacity of Animal Health Workers and Agriculture Extension
Workers in API prevention, response and biosecurity
 Biosecurity improvements
 Foster evidence-based and sustainable approaches to raising poultry and ducks
 Poultry production and processing Supply chain improvement
Behavior Change and Communications Specialist – strengthen the capacity and commitment
of GVN and key stakeholder groups at both the national and local levels to plan and manage
communication activities on API and other zoonotic threats; increase awareness and improve the
practice of key API prevention and containment measures for animal and human health workers,
local authorities, farmers, supply chain participants, etc; increase the capacity of human health
workers, animal health workers, agricultural extension workers and local authorities, and farmers
in communication; and share lessons learned and best practices with policy and technical
stakeholders to promote replication and to enhance sustainability. Illustrative activities include:
 Communications for epidemic Planning and Preparedness
 Communications for Prevention of infection among risk populations
 Communications for prevention and control of zoonotic diseases
 Communications to improve management of Supply and processing of poultry
products.
Qualifications:
 Minimum five years of experience in related area of specialty with a background in avian
influenza.
 Minimum of a graduate degree in health.
 Experience working for USAID-funded or other donor funded health projects in Vietnam
or neighboring countries.
 Demonstrated familiarity with Vietnamese avian influenza policies and laws.
 Demonstrated managerial, administrative, and/ or reporting skills.
 Ability to build positive work environments and foster team approaches.
 Demonstrated strong mentoring, leadership, and networking abilities.
 Fluency in spoken and written English and Vietnamese highly desirable
