SPECIAL CONDITIONS
Some out of hours work may be required.
From time to time the Residential Care Manager may be required to perform all or part of the
responsibilities of the Director of Care or be required to take on other short term assignments
appropriate to the position.
SUMMARY OF ROLE
The Residential Care Manager is responsible for the day to day delivery of innovative, high quality
aged care services to residents at RSL Villas in accordance with the service delivery protocols and
policies of RSL Care SA. The RSL Care SA philosophy is one based on a holistic approach to the
best possible quality of life for individual residents underpinned by good clinical care and respect for
residents’ rights. The role is not just about meeting clinical outcomes - it is about ensuring each
resident has the opportunity to experience the best quality of life possible.
The Residential Care Manager provides leadership and is a role model to the staff located at RSL
Villas including their professional development. The Residential Care Manager is responsible for
ensuring timely compliance with care standards and regulatory obligations, accreditation expected
outcomes, satisfaction of residents and their families and for ensuring RSL Care SA is appropriately
remunerated for the care it provides to residents. The position will contribute to the development of
the model of care and continuous improvement initiatives. The position will liaise closely with other
managers to ensure the administrative, hospitality and other support functions are effective and meet
the needs of residents and their families. The position will foster relationships with the ex service
networks and the local community.
Critical to this position is the ability to create a positive work environment, combined with sound
industry knowledge and awareness of expectations in the aged care environment. The position is
expected to work with minimal direct supervision but in accordance with a mutually agreed work
program.
The position is part of the senior management team.
KEY RESPONSIBILITIES
1. Resident Clinical Care & Wellbeing
a. Ensure the provision of high levels of clinical care to all residents in ways that support the
development & maintenance of physical, psychological and social wellbeing & reflects
contemporary practice.
b. The development and maintenance of strong resident satisfaction levels,
c. Oversight of resident admissions in accordance with RSL Care SA criteria
d. In collaboration with the Manager Hospitality and Facilities ensure that dietary needs of the
residents are met in a way that enhances resident choice & wellbeing.
e. Ensure all assessments, documentation, care plans and reviews are carried out within a
professional, efficient and timely manner so as to meet the objectives of good clinical care,
accreditation and funding requirements.
f. Ensure all residents’ rights, responsibilities, confidentiality and privacy are maintained in all
matters, paying particular regard to resident choice
g. Manage the relationship with contracted service providers
h. In consultation and under the direction of the Director of Care;
o Ensure the identification and introduction of evidence based practice.
o Participate in the review of relevant journals & conference papers for emerging ideas to be
trialled and, if found successful, implemented.
o Undertake qualitative and/or quantitative research aimed at improving resident outcomes
and or supporting RSL Care SA philosophy of service

Staff (Clinical & Care Teams)
a. Provide leadership and direction to the clinical & care teams to ensure high levels of service,
competency and staff morale.
b. Encourage a culture of initiative, learning, innovation and accountability.
c. Ensure that workplace health and safety is effectively managed on the site to minimise risks
and avoid harm to people.
d. Carry out periodic performance reviews in the context of professional and personal
development.
e. In conjunction with the Director of Care ensure that appropriate orientation, education and
training is provided for staff.
f. In conjunction with the Director of Care ensure the effective and efficient deployment of staff

Organisational Viability
a. Ensure that all relevant outcomes, as per the Age Care Act accreditation requirements, for
which the Residential Care Manager is responsible are demonstrably met at all times.
Proactive support to maintenance of accreditation standards which are the responsibility of
other managers.
b. Ensure that costs and income for which the Residential Care Manager is responsible are
managed so as to enhance long term financial viability.
c. In conjunction with the Manager, Hospitality and Facilities ensure that the facilities are
maintained in accordance with RSL Care SA protocols
d. Ensure that resident related documentation accurately reflects care needs for the purposes of
ensuring RSL Care SA is appropriately remunerated for the care it provides.
e. Ensure that all management & accreditation related documentation is maintained in an
accurate and timely manner.
f. Actively participate in the development of annual operating plans including financial,
professional development and asset sustainment.

c. Contribute to continuous quality improvement processes to ensure a high standard of practice
and service delivery.

f. Making sound judgements in allocating time & resources to tasks so as to achieve the
requirements and outcomes required of the role.

Compliance Requirements
a. Ensure compliance at all times with:

o Relevant legislation and mandated polices & procedures pertaining to all aspects of the
delivery of services to residents in an aged care facility.

b. Exercise delegations in accordance with the RSL Care SA Delegations of Authority Policy.
c. Actively maintain compliance with the requirements of AHPRA in both the spirit and
administrative aspects of registration.

b. Undertake any other duties as directed by the Director of Care or CEO.

PERSON SPECIFICATION
ESSENTIAL CRITERIA
Experience:
o Minimum 5 years post registration experience.
o Working with older people in a clinical or aged care setting.
o Supervision & leadership.
o Quality Improvement Processes.
o Leadership & management experience
o Establishing & monitoring work flow control & monitoring processes.
o Practical application of the Aged Care Funding Instrument
Knowledge:
o Commonwealth Aged Care accreditation processes.
o Aged care environment and reforms.
o An understanding of age related frailties and illnesses, including experience in dementia
care.
o An understanding of the distinction between medical based models of care and wellbeing
based models of care and the importance of good clinical outcomes for older people.
o A sound knowledge of contemporary aged care nursing, care & lifestyle practices and
workforce management principles.
Skills, abilities:
o Demonstrated skills in contemporary clinical nursing theory and practice.
o Ability to function as both a leader and as member of the leadership team.

Qualifications:
o Registered Nurse or another relevant clinical discipline – current registration with AHPRA.
o Current driver’s licence

o Past experience in managing within a residential aged care facility would be highly desirable
o Tertiary qualifications in management or a related field
o Experience in managing research projects
o Experience in quality improvement systems
o Experience in the provision of community (home) care services
