You are hereby summoned to a Special Meeting of Trowbridge Town Council to consider the award of the
Honour of Freedom of the Town to be held on Tuesday, 17th September 2013, at 19:00 in the Council
Chamber, The Civic Centre, St Stephen’s Place, Trowbridge, immediately prior to the normal meeting of the
Council.

DECLARATIONS OF INTEREST
To receive Declarations of Interest in respect of matters contained in this agenda, in accordance with the
provisions of the Local Government Act 1972 in respect of officers and in accordance with the provisions of
the Localism Act 2011 in respect of members.

OPEN FORUM
a) To allow questions from the public, which may be answered but not debated.
4.
FREEDOM OF THE TOWN
To consider for approval the grant of honour of Freedom of the Town In accordance with S249 of
the 1972 Local Government Act (as amended by s180 of the Local Government, Planning and Land Act 1980
and Chapter 5 of the ‘Local Democracy, Economic Development and Construction Act 2009’); “persons who
have, in the opinion of the authority, rendered eminent services to that place or area”; to the Royal Regiment of
Artillery in recognition of the service they have given to the town and community of
Trowbridge and in accordance with the in principle resolution of the council at its meeting in May which
RESOLVED:
To approve, in principle, the award of the Freedom of the Town in 2014 to the Royal Regiment of
Artillery, which comprises all Regiments of the Royal Horse Artillery and the Royal Artillery, and in so
doing, grants to the Royal Regiment of Artillery, the right to exercise the grant of such an award by
parading through the Town of Trowbridge, with Colours displayed, Drums beating and Bayonets
fixed.
A special meeting must be convened to consider granting this honour and that there must be a 2/3rds
majority.

a) To elect members of committees to fill the following vacancies:
There are places available on both the Direct Services Committee and the Museum & Tourism
Committee and Councillor Nicola Blackmore has expressed an interest in taking up those
vacancies.

a) To allow questions from the public, which may be answered but not debated.
b) To receive a verbal report from Mr David Baker regarding the recent Campus project
consultation results.
9.
POLICE MATTERS
a) To receive a report from Inspector Lisette Harvey (copy attached), and to note that PS James
Brain will be in attendance in Inspector Harvey’s absence due to annual leave.

REPRESENTATIVES ON OTHER BODIES
a) To consider nominations for a representative for the Friends of Biss Meadows Country Park in
place of Councillor Coop who has rescinded the position.
b) To receive reports from any representatives.

To consider a verbal report from Councillor J Osborn.
