Town of Enfield Special Town Board Meeting Minutes Enfield Community Building Wednesday, March 30, 2011 6:45 p.m. Present: Town Supervisor Roy Barriere, Town Councilperson Ron Clark, Town Councilperson Chris Hern, Town Councilperson Jean Owens, Town Councilperson Debbie Teeter, Town Highway Superintendent Barry Rollins, Town Clerk Alice Linton, Chuck Feizli of Resources Associates engineering firm. Town Supervisor Barriere opened the meeting at 6:45 p.m. by leading the assemblage in the Pledge of Allegiance to the Flag. Town Supervisor Barriere stated bids on the highway facility were opened March 16, 2011 and the Facility Committee met to consider and review the bids. Councilperson Owens moved, with a second by Councilperson Teeter to aprove the following resolution: Resolution #2011-24 Enfield Highway Facility Bid Awards Whereas, after careful consideration and review by the Facility Development Committee of the bids submitted for the proposed new Enfield Highway Facility, and Whereas, Resource Associates has thoroughly reviewed the bids and checked references of the low bidders and agrees with the Facility Development Committee’s recommendations for bid awards, and Whereas, the Facility Development Committee recommends the following bid awards including cold storage, backers, and 26 gauge steel deducting all other bid alternatives, numbers 2-9; D. Hillman in the amount of $952,900; Avolio in the amount of $42,464; D’Amico in the amount of $82,676; and Shishler in the amount of $108,660, for a total of $1,186,700, NOW THEREFORE BE IT RESOLVED, the Enfield Town Board awards the bids as recommended by the Facility Development Committee. Discussion: Councilperson Hern expressed concerns that if the cold storage space was included in the project there might not be enough money left for finishing the road. He feels the road should be built before the building. Councilperson Owens responded the committee figured out the total amount of the cost of materials and other costs and came in at 1.6 million if the town purchased item 4. Town Highway Superintendent Rollins asked what funds will be available to buy oil and stone for the road. Councilperson Owens responded that is not in the works at this point. She feels no additional work will be done on the road for a year or so and the most important thing at this point is to get the facility built. Councilperson Teeter asked when blacktopping can be done. Highway Superintendent Rollins responded about one year. He feels the cost will be $200,000 or more. If everything is Enfield Town Board Meeting, March 30, 2011 2 blacktopped as originally planned, the cost could be $350,000. It will cost about half that for oil and stone. Councilperson Hern stated he feels the cold storage is redundant. The new facility will have more than twice the space of the old building, and unless the old building will be demolished soon, it could be used for cold storage. Chuck Feizli feels if we go back out to bid, many contractors will shy away from the project because of the fact that it sends out a message that maybe we weren’t prepared and they won’t want to go through the whole process again. Highway Superintendent Rollins is concerned that if the bank gravel doesn’t work out to be what is needed, we’ll be short money for gravel. There is a lot of work to be done to get to the gravel – Buddy’s guys have been working to clean it out, and they have found all the stakes. Supervisor Barriere feels if the storage building is not put up now, in a few years it will cost a lot more to build it. Right now it will cost about $20/square foot, with the concrete floor. Councilperson Hern asked if it’s more important to have stone on top of the mud, or cold storage, because it doesn’t seem like there are funds for both. Councilperson Clark stated, from his perspective working for Ithaca College, every time a building has to have something cut, it ends up being storage. Then the college ends up renting storage space off campus. He asked how soon the gravel can be tested. Councilperson Hern also wondered if there will be enough gravel for the entire project on the site. He is concerned that if there is a 2% tax cap, it will be very hard to find funds to oil and stone the road next year, in addition to making the loan payments. Chuck Feizli stated that if he’s given the go-ahead they can start gravel testing next week. Once the bids are awarded, there won’t be a signed contract for at least 20 days. Hillman had really good references. Once the bid is awarded, it is negotiable if there is a change. If the gravel is tested next week and it’s no good, we could go back to Hillman and ask to have the cold storage removed and he would probably go along with that. Chuck will get in writing from Hillman consent to take out the cold storage if the gravel is not good. Vote: Councilperson Clark, aye, Councilperson Hern, aye, Councilperson Owens, aye, Councilperson Teeter, aye, Supervisor Barriere, aye. Carried. Councilperson Owens moved, with a second by Supervisor Barriere to approve the following resolution: Resolution #2011-25 Soil Testing Whereas, the Town of Enfield has need of materials for construction of roads and other projects such as site work for the new Enfield Highway Facility, and Whereas, the Town of Enfield owns property at the site of the new Enfield Highway Facility that has had materials removed and used in the past by the Town and Tompkins County for construction of roads and other projects such as site work, NOW THEREFORE BE IT RESOLVED, the Enfield Town Board hires SJB Services, Inc. to perform construction material testing inspection services on the new Enfield Highway Facility project location, and Enfield Town Board Meeting, March 30, 2011 BE IT FURTHER RESOLVED, that the Enfield Highway Department open up the locations at the site where materials have been found so the testing services can gain access. Vote: Councilperson Clark, aye; Councilperson Hern, aye; Councilperson Owens, aye; Councilperson Teeter, aye; Supervisor Barriere, aye. Carried.
