Chapter VII
Administrative offences concerning Environment protection, wildlife management,
protection of history and memorials of cultural heritage, education and upbringing

Article 671 . Violating the rules for regeneration and improvement of recoverable natural
resources in managed nature protected and recoverable areas of national park, managed
nature protected and recoverable areas of Habitat/Species management Area and
Biosphere Reserve
Violation of the rules for regeneration and improvement of recoverable natural resources in
managed nature protected and recoverable areas of national park, managed nature protected and
recoverable areas of Habitat/Species management Area and Biosphere Reserve shall entail the
imposition of an administrative fine in the amount of 200 to 300 GELs.
Article 85. Violating the rules for protection of animals’ dwellings, areas of reproduction,
migration and water stock routes. Arbitrary resettlement of animals in new habitats, their
arbitrary translocation and hybridization.
1) Violation of the rules for protection of animals’ dwellings, areas of reproduction, migration
and water stock routes as well as arbitrary resettlement of animals in new habitats, their arbitrary
translocation (introduction, reintroduction and restocking) and hybridization shall entail the
imposition of an administrative fine in the amount of 300 to 500 GELs.
2) The same offence committed against species of animals included into the “Red List” of
Georgia or within the territory of Wilderness Area, Strict nature Protection Zone of National
Park, Natural Monument, Biosphere Reserve core zone (Strict nature Protection Zone), World
Heritage Area and High Humidity territory of International Meaning shall entail the imposition
of an administrative fine in the amount of 1000 to 1300 GELs. (25.07.2006.#3516)
Article 851 . Violating the norms on using agrochemicals (including chemical substances for
plant protection and soil fertilization) and rules of their transporting, storing and using
which inflicted harm to the animals’ dwelling areas.
Violation of norms on using agrochemicals (including chemical substances for plant protection
and soil fertilization) and rules of their transporting, storing and using which inflicted harm to
the animals’ dwelling areas shall entail the imposition of an administrative fine in the amount of
150 to 200 GELs.
Article 852 . Violating the rules for extraction of animals from wild nature in the process of
creation and maintaining zoological collections of wild species (zoos, zoo gardens,
oceanariums, gene pool reserves of the species included into the “Red List” of Georgia)
Violation of the rules for extraction of animals from wild nature in the process of creation and
maintaining zoological collections of wild species (zoos, zoo gardens, oceanariums, gene pool
reserves of the species included into the “Red List” of Georgia) shall entail the imposition of an
administrative fine in the amount of 100 to 200 GELs.

Article 853 . Eliminating wild animals under the threat of extinction included into the “Red
List” of Georgia or committing actions which may inflict their elimination or lessening, or
destruction of their habitat, selling, buying or catching of the above mentioned animals
without proper authorization.
Eliminating wild animals under the threat of extinction included into the “Red List” of Georgia
or destroying their eggs or dwellings which may cause the death, or reduce the number, or
damage the habitats, of these animals, , as well as gaining, acquisition or selling said animals
without proper authorization or in violation of the terms and conditions provided for by such
authorization, shall entail the imposition of an administrative fine in the amount of 300 to 850
GELs with or without confiscation of the instruments for gaining the animals, as well as of the

Article 854 . Sale of unlawfully acquired wild animals, their products, parts or derivatives
Sale of unlawfully acquired wild animals, their products, parts or derivatives shall entail the
imposition of an administrative fine in the amount to 300 GELs with confiscation of animals,

Article 855 . Violating the rules on regulation of wild animals’ quantity
Violating the rules on regulation of wild animals’ quantity aiming at securing the sanitary-andepidemiological well-being of the population, protection of lives, prevention of illnesses in
agriculture or domestic animals, avoiding harm to natural environment and agriculture shall
entail the imposition of an administrative fine in the amount to 300 GELs.
Article 86. Violation of hunting and fishing rules, or other derivations from the rules on
usage of other resources of animal world
1. Violation of fishing rules in internal reservoirs shall entail the imposition of an administrative
fine in the amount of 50 to 400 GELs, with or without confiscation of fishing equipment, water
transport vehicle and gained animals;
2. Violation of the procedure established by the Georgian legislation for capturing fish or other
living resources of internal sea waters, or of the territorial sea of Georgia with all types of small
transport (boats, semi long boats, boats with a small engine), shall entail the imposition of an
administrative fine in the amount of 200 to 1000 GELs with confiscation of capturing equipment
and capture fish or other living organisms
3. Violation of the rules on hunting or use of animal world objects shall entail the imposition of
an administrative fine in the amount of 50 to 500 GELs with or without confiscation of hunting
equipment and gained animals;
4. The same offence committed repeatedly or using banned equipment or means shall entail the
imposition of an administrative fine in the amount of 500 to 700 GELs with or without
confiscation of hunting equipment and gained animals;

5. Capturing fish or other water living organisms in continental shelf, territorial seas or the
economic exclusion zones of Georgia using instruments for capturing animals or mechanic
transport vehicles, other means of fish or living organism destruction (except the case envisaged
by section 2 of this article) violating the procedure established by the Georgian Legislation shall
entail the imposition of an administrative fine in the amount of 30 000 to 50 000 GELs with
confiscation of unlawfully captured fish or other living organisms;
6. Action envisaged in section 5 of this article committed against fish or other living organisms
within protected area of the sea, during the prohibited period and place shall entail the imposition
of an administrative fine in the amount of 50 000 to 70 000 GELs with confiscation of
unlawfully captured fish or other living organisms; (25.07.2006. N3516)
Article 89. Violating of rules and regime for protection of protected territories and their
territorial-functional zones (8.05.2007 N4713)
1. Violation of the rules and regime for protection of protected territories and their territorialfunctional zones shall entail the imposition of an administrative fine in the amount of 20 to 40
GELs;
2. The same offence committed within the borders of cultural heritage protection zone, strict
nature reserve, strict nature protection zone of the national park, natural monument, biosphere
reserve core zone, world heritage area and high humidity territory of international meaning shall
entail the imposition of an administrative fine in the amount of 25 to 50 GELs.
Article 892 . Importation of weapons, hunting or fishing equipment and all other types of
equipments (except equipment for scientific observation) to the territory of strict nature
reserve, strict nature protection zone of the national park, natural monument, biosphere
reserve core zone, world heritage area
1. Importation of weapons, hunting or fishing equipment and all other types of equipments
(except equipment for scientific observation) to the territory of strict nature reserve, strict nature
protection zone of the national park, natural monument, biosphere reserve core zone, world
heritage area shall entail the imposition of an administrative fine in the amount of 100 to 200
GELs
2. The same offence committed by a person who was imposed administrative punishment for the
offence envisaged by this article during the year shall entail the imposition of an administrative
fine in the amount of 150 to 200 GELs. (25.07.2006. N3516)
Article 893
Unlawful penetration or movement through the territory of Strict Nature Reserve with
weapons, guns and any king of fishing equipments or committing the same offence by means
of boat or giving authorization to persons with weapons and/or fishing equipments to enter
Strict Nature Reserve by personnel of the Strict Nature Reserve
1. Unlawful penetration or movement through the territory of Strict Nature Reserve with
weapons (apart from those who are entitled by the law of Georgia to carry weapon) shall
entail the imposition of an administrative fine in the amount of 200 to 250 GELs with or
without confiscation of weapon;
2. Unlawful penetration or movement through the territory of Strict Nature Reserve with

any kind of fishing equipments or committing the same offence by means of boat shall
entail the imposition of an administrative fine in the amount of 150 to 300 GELs with or
without confiscation of the boat;
3. Giving authorization to persons with weapons and/or fishing equipments (including a
boat) to enter Strict Nature Reserve by personnel of the Strict Nature Reserve (except
directors of administration and management of protected area established as a legal entity
of public law according to the legislation of Georgia) or/and not taking appropriate
measure when committing offence by these persons shall entail the imposition of an
administrative fine in the amount of 300 to 500 GELs.
