REQUEST FOR PROPOSALS
For
Cataloging Available End-Use and Efficiency Measure Load Data Phase 1 of End-Use Load Data Update Project
1. Contracting Organizations
The Northwest Power and Conservation Council’s (Council) Regional Technical Forum (RTF)
and the Evaluation Measurement and Verification Forum (EMV Forum) are jointly issuing this
Request for Proposals.
A. The Council and its Activities
The Northwest Power and Conservation Council is an interstate compact agency representing the
states of Idaho, Montana, Oregon, and Washington authorized in 1980 by Congress in the Pacific
Northwest Electric Power Planning and Conservation Act, 16 U.S.C. §839, et seq.. The Council
is composed of eight Council members, two appointed by each of the governors of the four
states. Congress charged the Council with developing two major planning documents:
 A program for the protection, mitigation and enhancement of fish and wildlife affected by
the development and operation of hydroelectric facilities in the Columbia River Basin,
and
 A plan for meeting the electric energy needs of the Pacific Northwest for the next 20
years that includes an examination of conservation, renewable and conventional energy
sources that are available to meet those needs.
 The RTF is an advisory committee to the Council. It was formed in 1999 at the request of
Congress to:

develop standardized protocols for verification and evaluation of energy savings
track regional progress toward the achievement of the region’s conservation and
renewable resource goals
o provide feedback and suggestions for improving the effectiveness of conservation and
renewable resource development programs in the region.
o conduct periodic reviews of the region’s progress toward meeting its conservation and
renewable resource goals.
B. The EMV Forum and its Activities
The EMV Forum is a regional organization facilitated by the Northeast Energy Efficiency
Partnerships (NEEP) that represents states in New England, New York and the mid-Atlantic.
NEEP is a nonprofit, 501(c)(3) organization. The EMV Forum was launched in July 2008 with
the approval of the NEEP Board of Directors. It is composed of a Steering Committee composed
primarily of representatives of energy and/or air regulatory agencies in the states in the region.
The purpose of the EMV Forum is to support the development and use of common and/or
consistent protocols to measure, verify, track and report the energy and demand savings, costs
and emission impacts of energy efficiency and other demand-side resources implemented
pursuant to state and regional energy and environmental policies and markets in the Northeast.
2. Services Desired by the Council and EMV Forum
The Council and EMV Forum seek proposals to conduct a search for available efficiency
measure and/or end-use load data for typical efficiency measures and/or electrical loads for their
respective regions. The contractor will develop a detailed comprehensive catalog that identifies
available data sets appropriate for the Northwest and the East, respectively. This catalog will
include details associated with each data set to provide analysts a simple method to find data and
guidance on how to properly use them.
In the Northwest, the primary use of this catalog will be to support the work of regional analysts
working for the Council, BPA, regional electric utilities, the Energy Trust of Oregon, the
Northwest Energy Efficiency Alliance, and other entities that implement energy efficiency
and/or provide energy planning.
In the East, for the EMV Forum members, the primary use of this catalog will be to support the
work of analysts and other entities that implement energy efficiency and/or provide energy
planning. However, the EMV Forum members will use this catalog to assist in developing and
supporting demand reduction bids into the New England Forward Capacity Market, other
capacity markets as they develop, and to support air regulatory planning and analysis.
3. Timeline and Budget Expectations
The work is to be completed early in 2009. The work to be performed is detailed in Attachment:
Statement of Work. The Council and EMV Forum anticipate the project cost to be in the range
of $120,000 to $200,000, with anticipated economies of scale from the joint research effort.
However, the Council and the EMV Forum reserve the right to revise the budget estimates and
timeline. The sponsors reserve the right to reject all proposals if funding cannot be secured.
Proposals should be based on time and materials estimates with a not to exceed limit.
4. How to Submit a Proposal
Proposals should be submitted to the Council and the EMV Forum in electronic form by
December 10, 2008, 5 pm Pacific Standard Time (8 pm Eastern Standard Time.) Proposals

Technical and administrative questions should be referred to Gillian Charles. The list of
contractors who received this proposal and questions and answers will be posted to the RTF’s
website at: http://www.nwcouncil.org/rtf/studies/rfp/enduseload/Default.htm (click on the RFP,
then “Questions and Answers”).
Proposals shall include the following elements based on the Statement of Work provided in the
Attachment:
• Contact information and pertinent description of the person or firm submitting the proposal
• A technical and management approach, describing in outline form, the proposed approach for
completion of the Statement of Work
• A budget proposal that details the level of effort, labor costs (hours and rates), and any material
costs for each of the major tasks in the Statement of Work. The budget for each task should name
the primary personnel and their anticipated hours and labor for that task
• A list of previous, similar work for review by the Council and EMV Forum proposal evaluation
team. In particular, web site addresses for similar projects would be extremely helpful
• A list of the qualifications of the personnel who will be working on the project
• Any other supporting material deemed pertinent by the proposer
5. How the Council and EMV Forum will Select a Final Proposal
An evaluation team will review the proposals1. Proposals will be evaluated using the following
criteria:
• Technical approach. The proposer’s technical approach to meeting each of the tasks in the
Statement of Work
• Management approach. The proposer’s approach to managing the project including working
with Council, the RTF subcommittee group, and stakeholders
• Price. This contract will be awarded on a not-to-exceed basis
• Team Qualifications/Experience. Demonstrated experience with similar work as well as
knowledge of the electric utility and energy efficiency environments

The team will include Council staff from the conservation group, forecasting group, and contracts group, and
members of the RTF’s End-Use Load Data subcommittee. It will also include forecasting and energy efficiency
program administrators in the Northeast from the EMV Forum’s Loadshape Project subcommittee.
