By Madden, McCall H.B. No. 1625 A BILL TO BE ENTITLED AN ACT relating to the composition of certain state representative districts. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Sections 66 and 67, Article II, Chapter 2, Acts of the 72nd Legislature, 3rd Called Session, 1992, are revised to read as follows: SECTION 66. District 66 is composed of Collin County tracts 0316.01, 0316.03, 0316.08, 0316.09, 0316.10, 0316.12, 0316.13, 0316.16, 0316.17, 0316.18, 0316.19, 0316.20, 0316.21, 0317.02, and 0317.98; and that part of Collin County tract 0316.15 included in block groups 4, 5, 6, and blocks 104, 105, 106, 111, 112, 113, 115, 116, 317, 318, 319, and 320; and that part of Collin County tract 0318.02 included in block groups 1, 2, 3, and blocks 401, 402, 403, 404, 405, 406A, 406B, 407, 408, 409, 410, 412A, 412B, 414A, and 414B; and that part of Collin County tract 0318.03 included in block groups 1 and 2 and blocks 301, 302, 303, 304, 305, 306, 307, 308, 309, 310, 311A, 311B, 401, 402, 403, 404, 405, 406, 407, 408, 409, 410A, 410B, 412, 413, 414, 415, 416, 417, 418, 419, 420, 421, 422, and 423; and that part of Collin County tract 0319 included in block 105. SECTION 2. Section 1, Article III, Chapter 2, Acts of the 72nd Legislature, 3rd Called Session, 1992, is amended by adding Subsection (d) to read as follows: (d) In this Act, "block group" means all the blocks in a tract or BNA that have the same first digit, according to the Redistricting Map Data Base for the State of Texas described by Subsection (a) of this section. A block group is designated by the common first digit of all the blocks in the block group. For example, blocks numbered 301, 342A, 342B, and 399Z located in a single tract would all belong to the block group 3 for that tract, and all the blocks in that tract beginning with a 3 would constitute block group 3. SECTION 3. (a) The changes made by this Act apply to the election of the members of the Texas House of Representatives beginning with the general election in 1996 for members of the 75th Legislature. (b) The changes made by this Act do not affect the membership or districts of the Texas House of Representatives of the 74th Legislature. If a vacancy occurs in the office of a member of the Texas House of Representatives of the 74th Legislature and a special election is held to fill the vacancy, the election shall be held in the district as it existed when the vacating member was elected. SECTION 4. The importance of this legislation and the crowded condition of the calendars in both houses create an emergency and an imperative public necessity that the constitutional rule requiring bills to be read on three several days in each house be suspended, and this rule is hereby suspended, and that this Act take effect and be in force from and after its passage, and it is so enacted.
