REQUEST FOR EMPANELMENT OF STRUCTURAL ENGINEERS
The Executive Engineer, Division M-331, PWD, Delhi, CBM DIVN. M-331 DR. BSA
HOSPITAL, SEC-6, ROHINI, NEW DELHI (Tel.: 011-227062530) on behalf of the
President of India, invites proposals in sealed cover for preparation of panel of Structural
Engineers for rendering comprehensive structural engineering services for structural
designing / retrofitting as well as for certification of structural stability of private buildings
in Delhi.
The detailed Request for Empanelment (RFE) alongwith annexures may be
obtained from the website pwddelhi.com or on e-mail request to pwdhqdelhi@gmail.com.
The proposals duly completed as per prescribed format therein alongwith processing charges
of Rs.1000/- only (non-refundable) by cash/DD/Pay Order are to be submitted in office of
undersigned.

Request for Proposal (RFP) for Empanelment of Structural Engineer (SE) under three
Categories by PWD, GNCTD, Delhi
For List-1 : Oct. 2015
PWD, GNCTD, Delhi intends to create a panel of qualified and experienced Building Structural
Engineers in their personal capacity for rendering structural services for structures within Delhi. Firms
are also allowed to participate. This empanelment is solely for felicitation of information to general
public who may need services of structural engineers. The list of empanelled structural engineers
shall be widely circulated and placed on Delhi Government Website and pwddelhi.com.
The fees chargeable for the services rendered by the empanelled structural engineer shall be
settled mutually for each case with the member of the public.

ELIGIBILITY CRITERIA AND BUILDING TYPES COVERED FOR VARIOUS CATEGORIES
OF EMPANELMENT
A.
Category-I :
Special Buildings - Structural Engineer (SE)
Building types :
Educational Institutions, Public Buildings, Special Structures,
Assembly Buildings where people gather in large number (e.g. Cinema Halls, Theatres, Town
Hall), buildings having basement, stilts etc., Life line buildings (which have importance during
and after earthquake / natural disaster e.g. Hospitals, Control Rooms, Communication Towers
etc.) and all buildings having height more than 15 m.
Note : SE registered in Category-I, shall by default stand registered in Category-II &
Category-III buildings.
Eligibility :
(i)
(ii)
B.E. or equivalent in Civil Engineering (or equivalent as approved by PWD) from a
recognized institute
and
Experience of minimum 10 years in field / structural design of structures after
obtaining the degree
and
Experience of having done structural design work of at least 5 completed projects as
defined in types of buildings for Category-I
OR
M.E. (Structures / Earthquake Engineering) or equivalent or Ph. D in Structural /
Earthquake Engineering
and
Experience of minimum 2 years after obtaining the degree
and
Experience of having done structural design work of at least 2 completed projects as
defined in types of buildings for Category-I.

B.
Category-II : Low Rise Buildings - Structural Engineer (SE)
Building types :
Ordinary buildings with height upto 15 m above ground level
Note : SE registered in Category-II , by default , shall stand registered in Category-III
buildings.
Eligibility :

B.E. or equivalent in Civil Engineering (or equivalent as approved by PWD) from a
recognized institute
and
Experience of minimum 4 years in field / structural design of building after obtaining
the degree
and
Experience of having done structural design work of at least one completed projects
as defined in types of buildings for Category-II
OR
M.E. (Structures / Earthquake Engineering) or equivalent from a recognized university
and
Experience of minimum 2 years in structure design / construction after obtaining the
degree
and
Experience of having done structural design work of at least one project as covered in
types of buildings for Category-II.
Category-III : Most Ordinary Buildings - Structural Engineer (SE)
Building types :
Buildings upto height of 9 m, but excluding types of buildings in
Category-I & Category-II.
Eligibility:
(i)
B.E. or equivalent in Civil Engineering (or equivalent as approved by PWD) from
recognized university
and
Experience of minimum one year in field / structural design of structures after
obtaining of degree.
OR
(ii)
M.E.(Structures/earthquake engineering)
D. Note For Government Buildings : Engineers working in any Government / SemiGovernment Department need not apply for registration as they are exempted from
registration for grant of license for the purpose of issuing ‘structural stability certificate’ for their
Departmental structures where they are working, provided they possesses requisite
qualification as prescribed in National Building Code of India.

2.
SCOPE OF WORK:
Registered Structural Engineer (SE) shall be authorized
2.1
To prepare the structural design, structural drawings for buildings as per BIS codes.
2.2
To certify structural compliance of existing building as per relevant BIS codes.
2.3
Rendering of services for new buildings i.e. structural design, including supervision, issuing of
certificate of compliance for structural adequacy for these buildings after completion.
2.4*
Retrofitting of existing buildings to make them compliance to relevant BIS Codes/sound
engineering practices.

Only those structural engineers be empanelled to undertake work of structural
services for retrofitting, who have completed at least one project of retrofitting of
buildings as defined under particular Category.
3.
PENAL ACTION in case of default :
In case of structural failure, structural inadequacy or devolution from professional misconduct
or mis-statement or suppression of facts, the sole responsibility shall lie on the part of
applicant Structural Engineer as per laws applicable. The Structural Engineer shall be
debarred from list of empanelled structural engineers and his name may be circulated to other
Government departments. PWD Delhi shall not be responsible in any way either directly or
indirectly.
4.
Processing Fees and Security Deposit : Processing fees of Rs. 1,000/- only (nonrefundable) in cash/DD/Pay Order in favor of Executive Engineer (refer para 10 below) is
payable. There is no Security Deposit, no annual license fees.
5.
DURATION OF EMPANELMENT
Empanelment of SE shall be valid for a period upto 31-12-2017

TO WHOM APPLY
Application for empanelment shall be made in the office of Executive Engineer mentioned at
para 10 below, in the prescribed application form annexed “A” alongwith documents as
follows.

8.
TERMS AND CONDITIONS : Offers shall be in physical form as per para 6 & 7 above.
8.1
Conditional / telegraphic / email / incomplete offers would be summarily rejected.
8.2
If the date of receipt of offers is declared as Public Holiday, then the offers would be received
on next working day during office hours also.
8.3
PWD, Delhi reserves the right to reject any or all the offers without assigning any reason
8.4
Applicant should have office/residence in National Capital Region (NCR).
8.5
If any of the data submitted is found to be false, forged at a later stage, the empanelment if
done will be treated as cancelled without giving any notice.
8.6
Jurisdiction of work will be NCT Delhi only.
8.7
In case of dispute the decision of the PWD, will be final

Fees chargeable by the empanelled Structural Engineer shall be mutually settled with the
member of the Public against proper receipt. Service Tax shall be shown separately.

Pre submission comments and suggestions : Intending Structural Engineers may send
their suggestions and comments by email to pwdhqdelhi@gmail.com. Their comments and
suggestions shall be considered and RFP shall be revised. Applications shall be received
again on Revised RFP. Those who have applied earlier based on this original RFP, need not
apply again.
