Summary of the broad purpose of the position, in relation to organisation goals The Senior Asset Management Officer is responsible to the Manager, Road Property Management for: providing a range of services that supports the strategic and operational management and maintenance of the Department’s Commercial and Residential Property and land assets held for future road infrastructure purposes contributing to the continual improvement of competitive property management services that meet customer needs and best practice standards assisting in the provision of training and advice to other Property staff members, as required which contributes to the achievement of Directorate and Agency goals and objectives. 2. Reporting/Working relationships The Senior Asset Management Officer reports to the Manager, Road Property Management and: liaises with management and staff within the Directorate. liaises with internal and external stakeholders, when required. 3. Special Conditions This role has been classified as a position of trust. The incumbent is subject to a satisfactory criminal history/record check in line with departmental policies and procedures. Some work outside normal hours and some intra and interstate travel involving overnight absences may be required. A current drivers licence is essential. 1 Senior Asset Management Officer ASO-3 4. Statement of Key outcomes and associated activities 1. Provides a range of services that supports the strategic and operational management and maintenance of the Department’s Commercial and Residential Property assets held for future road infrastructure purposes by: a) assisting with a range of lease and tenancy administration and control matters, as required, including the negotiation, preparation and administration of leases and licenses in line with Departmental processes and standards b) participating in processes for the implementation and review of systems and procedures related to the provision of comprehensive property management services which may include: the administration of leases, licences, rent reviews and receipt of rentals tenancy administration and control building and land maintenance and inspections meeting all statutory obligations relating to Departmental property 2. 3. 4. c) contributing to special projects and investigations, as required, including preparing and/or assisting in the preparation of written reports with recommendations d) maintaining and providing appropriate financial information to the Manager, Road Property Management, as required e) contributing to reviews of property management related systems and procedures to support compliance with relevant legislation and other legal and environmental obligations f) preparing a range of correspondence, replies and other documents, as required, to support the Unit’s goals and obligations g) contributing to the maintenance of computerised and manual information and associated procedures h) providing efficient support and assistance for Unit projects and investigations, as required, including preparing clear and accurate written reports. Contribute to the continual improvement of competitive property management services that meet customer needs and best practice standards by: a) assisting with the monitoring and review of work practices and to improve efficiency and the Section’s quality management processes b) assisting with the provision of consistent, high quality property management services from external providers including liaising with contractors to provide information and advice and resolve straightforward issues, as required c) contributing to the conduct of liaison and collaboration with a range of stakeholders, including tenants, to support the provision of accurate and timely information and responses to queries and to obtain feedback that supports service improvement d) assisting with asset inspections to identify maintenance and other issues, priorities and requirements e) contributing timely administrative support and assistance for the review of annual maintenance and capital works programs f) assisting in the achievement of environmental and energy management best practice for the Department’s assets in line with Whole of Government strategic objectives. Contribute to the effective and efficient operation of the Unit and Directorate by: a) assisting with Section and corporate planning activities and processes b) participating in a range of activities aimed at achieving industry best practice c) contributing to processes for the marketing of Unit and Directorate Services including participating in activities aimed at developing and implementing an effective internal communication and marketing program d) assisting in the provision of training and advice to other Property staff members, as required e) maintaining close communication with staff within the Section and Directorate to ensure consistency of operation and contribute to the continual improvement of services. Essential Minimum Requirements 1. Educational/Vocational Qualifications a) 2. Nil. Personal Abilities/Aptitude/Skills/Experience/Knowledge a) Demonstrated experience in working in a property related environment, particularly in the administrative aspects of property management including preparing lease and property related documents, management of revenue collection, initiating of maintenance requests and correspondence and managing property related information and data. b) Demonstrated knowledge of property management and leasing industry trends, processes, policies and practices. c) Demonstrated sound interpersonal and written and verbal communication to collaborate and liaise effectively with a diverse group of stakeholders, provide accurate and clear information and prepare a range of documents. d) Proven ability to work independently, or as part of a team, under limited direction and to plan and organise varying workloads to achieve deadlines. e) Proven ability to exercise flexibility and respond positively to changing requirements and situations. f) Demonstrated knowledge of the Residential Tenancies Act g) Proven commitment to the principles and practice of: EEO, Ethical Conduct, diversity and OHS&W; Customer Service; Quality management and client oriented service; Risk management. 3 Senior Asset Management Officer ASO-3 2. Desirable Requirements 1. Educational/Vocational Qualifications a) 2. Appropriate post-secondary qualifications in a property business or related field.
