The Center for National Cultural Heritage
Conservation is a non-government organization. Its
main functions are to research, collect, and conserve
cultural heritages of various ethnic groups for the
development of ethnic minorities people in Viet Nam
and other South East Asian countries. The Center
submits to the Ethnic Minorities Working Group and
the NGO Resource Center a proposal to conduct
research for the purpose of conserving and developing
the traditional weaving of Pa Then ethic group in Bac
Quang district, Ha Giang province.

Objectives of the activity:
*Short-term objective:
Conduct research, collect, give wide publicity to
the cultural value in weaving products of Pa Then
women, which are currently in danger.
* Long-term objective:
Assist Pa Then women in restoring and developing their traditional weaving,
create jobs, increase incomes by selling/exchanging weaving products and thus
contribute to the hunger eradication and poverty alleviation.
8. Outputs
 Written report on the research about Pa Then people in general and the
traditional weaving of Pa Then women in particular.
 Initiatives to restore and develop the traditional weaving
 Make known to the public the unique costumes of Pa Then people through
magazines and televisions. This is aimed to seek the market for weaving
products so as to stimulate production, increase income, create jobs and
raise living standard for Pa Then people in general and Pa Then women in
particular.
9. Description of activity
a.
Pa Then people is a small ethnic group in our country. This group has the
population of 5,569 people, belonging to the Mong-Dao system. They mainly
live in My Bac village, Tan Trinh commune, Quang Binh district, Ha Giang
province (formerly Bac Quang district, now divided into two districts of Bac
Quang and Quang Binh). Pa Then women are very famous for weaving skills.
Their weaving products use raw materials from the forest and simple looms.
Everything is handmade, therefore the productivity is low and the price is high.
In recent years, under the influence of the market economy, the mass produced
fabric are abundant even in this high mountainous area with low price. As a
consequence, the local people tend to use this type of material more often. This
makes the traditional weaving redundant and in danger of extinction.
Stemming from this fact and the very interest of Pa Then women, the
Center for National Cultural Heritage Conservation
proposes the activity Conduct research and put
forwards initiatives to restore and develop
traditional weaving of Pa Then people in My Bac
village, Tan Trinh commune, Quang Binh district, Ha

Giang province. We look forwards to receiving the
fund from EMWG/VUFO for implementing the project.
b. A team will conduct fieldwork for 10 days. The
team members have expertise in ethnology, culture,
economics, and commerce. The team will conduct
research, collect, take photographs, and use visual
equipment to restore the traditional weaving, one of
the cultural heritage in danger.
c. Data and information recorded during field work
will be processed. At least one article will be
carried on magazines. A documentation film will be
broadcast on VTV1. The program will last for 10-15
minutes.
d.
Expected outcomes:
 The first outcome will be initiatives to restore and develop traditional
weaving of Pa Then women.
 Unique weaving products of Pa Then women will be introduced on
televisions so that viewers at home and abroad will know of their
existence.
 Pa Then women will be supported in developing their traditional weaving.
This will help creating jobs, increasing income, contributing to hunger
eradication and poverty reduction.
 This project will meet the interest of EMWG/VUFO on the development
of ethnic minorities people in Viet Nam.

For the development of ethnic minorities people, for the restoration of the
traditional weaving in danger, the Center for National Cultural Heritage
Conservation have an honor to ask for the support of fund worth 30,000,000
VND from the Ethnic Minorities Working Group (EMWG) and the NGO
Resource Center (VUFO) so that we can accomplish this research project.
