Psychological Therapies Implementation & Monitoring Group Terms of Reference June 2011 Introduction The Scottish Government has a continuing commitment to improving the mental health of all age groups and in improving the quality and availability of mental health services for those who need them. We are therefore working collaboratively with NHS Boards and their partner agencies towards the implementation of all policy relevant to Psychological Therapies, including the Delivery of faster access to mental health services by delivering 18 week referral to treatment for Psychological Therapies from December 2014. The Psychological Therapies Implementation and Monitoring Group, a new group which has been established to provide a focal point for this collaboration, will bring together key stakeholders from a wide range of delivery and support settings to work closely with each other and with the Scottish Government Mental Health Division. What is the group for? The Psychological Therapies Implementation and Monitoring Group is a Scottish Government group which will be chaired by the Head of Mental Health or nominated deputy. The broad purpose of this group will be to: Support Health Boards in the delivery of the Psychological Therapies HEAT target Ensure that we are meeting existing commitments to deliver. Monitoring change over time (using feedback from performance. measurement, benchmarking and relevant other measurements of change) Provide a forum to consider any questions on moving forward. How will the group achieve this? By establishing and maintaining a focus on those areas which are most pertinent. By ensuring that that work is properly coordinated and integrated. By ensuring that all monitoring and improvement support work is properly informed by expertise from clinicians and partners, from NHS managers, from information specialists, and from quality assurance and improvement specialists. By agreeing on additional actions which are deemed necessary to improve the effectiveness of Psychological Therapies related monitoring and improvement support work which is being led by the Scottish Government. By the development of a shared understanding, through analysis of all the relevant information, of the determinants of successful implementation and improvement, both nationally and locally. By agreeing on ways in which information being gathered can be made more meaningful, more accurate and more useful. By providing a context for an analysis of data. The Psychological Therapies HEAT target to improve access to mental health services by delivering an 18 week referral to treatment for psychological therapies from December 2014. What are the parameters for this work? The primary focus for the group is on areas of work being led by NHS Boards, specialist psychology services and their partner organisations. Where it has an impact on national Psychological Therapies policy implementation the group will seek to identify where other policy agendas overlap and propose national solutions for maximising the synergy from integrated service delivery. Desired Outcomes 1. 2. 3. The Scottish Government will have better intelligence about implementation progress, both nationally and locally to enable support to be targeted to where it is most needed. The Scottish Government and its partners will have a better understanding of some of the cause and effect relationships, inter-relationships and on other key determinants of successful implementation and improvement. There will be established and sustainable mechanisms in place for ensuring that Psychological Therapies implementation and monitoring support continues to be an effective component of the Psychological Therapies improvement and change agenda.
