Meeting Minutes
Members in attendance: Chairman Tom Gray, Bob Bridges, And Mike Beaulieu. .
Also in attendance: Elizabeth Dionne-Town Administrator and Wendy Keane Recording Clerk.
Public in attendance: While attendance was not taken, a large amount of family, friends, and
Townspeople attended.
Tom Gray opened the meeting and thanked all of those in attendance for being present for this bittersweet
meeting . He then asked everyone to join him in the Pledge of Allegiance.
Meeting was recessed for approximately 20 minutes while refreshments were served and folks mingled.
Chairman Gray called the meeting back to order at approximately 6:20.
Chairman Gray stated that this is indeed a bittersweet meeting in that it is not everyday that a sitting Selectman
has such a special occasion to celebrate. Being the fact that we are retiring a Chief who has been around for many
years and have worked very well with, who we have a lot of respect for, enjoyed his leadership style and the way
he led his Department.
Bob Bridges wished Chief Mark McGowan on his retirement.
Tom stated that he would like to thank him on behalf of the Board of Selectmen and the Town. He has
appreciated that he has always put his Officers and Department First. He stated that he would like to present him
with a certificate and gift of appreciation “In appreciation for 13 years of service for the Town of Milton NH, we
wish to present you with a retirement gift of your Glock Model 23 semi automatic pistol, awarded this 5th day of
June 2013 by the Board of Selectmen, Town of Milton, NH”.
Chairman Gray stated that was the bitter part of this bittersweet meeting and then for the sweet part he spoke in
regards to Richard Krauss who has been with the force for many years and hopefully many years to come. He
asked Richard Krauss and his wife to come to the front of the room and officially swore him in.
“I Richard Krauss do solemnly swear that I will faithfully and impartially discharge and perform all the duties
encumbered on me as a Chief of Police according to the best of my abilities agreeably to the rules and regulations
of the Constitution and the Laws of the State of New Hampshire so help me God.”
Mrs. Krauss then pinned Chief Krauss with his new Chief badge.
Chief McGowan wished Chief Krauss good luck. He stated that he has had a great time in Milton and it has been
a wonderful 13 years and cannot believe it has gone by so fast. He has learned so much and met so many amazing
people, had a lot of good time and some not so good, but they had only helped him be a better Chief while he was

here. He thanked the Townspeople and Board for the Police Station that was built. He again wished Chief Krauss
good luck and stated that he was one of his first hires and has had the pleasure of watching him grow as an officer
and knows that the Town of Milton is in good hands.
Chief Krauss said that he is so glad that Chief McGowan hired him because he would not be where he is today.
He likes working in this community and has gotten to know many of the residents of this town. Thankfully
because of his wife and two beautiful daughters he has mellowed out over the years. He cannot wait to work with
this community more and hopefully for the rest of his career. He further stated that he has a wonderful group of
Officers and is looking forward to working with everyone.
Norene Nason said that she has had the pleasure of working with Chief McGowan for the past 12 years and also
the pleasure of watching Richard ‘”grow up”. She works with a great group of people and thanks Mark for all he
has done and has no doubt that Richard will do great. He further announced that after this gathering they will be
meeting at the Granite Steak house to celebrate Chief Krauss’s promotion. Also, there will be a retirement party
for Chief McGowan at the Governors Inn and tickets can be purchased through the PD.
Mike Beaulieu said that this is exciting to be a part of this and feels privileged to see a great man retiring and a
great man taking his place and wished both the best of luck.
Larry Brown spoke and said he also goes back 12 years with Chief McGowan when he started his career at the
NH Farm museum chasing a young goat. He hopes that will be the highest level of perpetrator that he will have to
deal with. More than some, he has appreciation of the dark things that happen in this society and it is no fun being
a civil servant and knowing the things that go on even in a small town. He commented on the oath that Richard
Krauss just took, you serve to the greater good of the United Stated Constitution and the Constitution of New
Hampshire which is very important. Also, the other important item is “community policing” and the difference
between “cops” and community police. This town has been fortunate enough to have officers who are wonderful.
Donna Nelson stated that she is thankful for the wonderful officers that she has been in contact with and for their
knowledge and willingness to help always. She wished both men luck with their future endeavors.
Chairman Gray thanked everyone for their attendance.
MOTION: Bob Bridges moved to adjourn. Seconded by Mike Beaulieu. Motion carried 3-0.
Meeting adjourned at 6:45pm.
