TRAFFIC CONTROL AND WORK ZONE PRODUCTS
The following sections provide a description for the items we would like to offer through the
Procurement List.
Please note: You do not need to bid on every item. You are able to bid on only those items that
you distribute.
1. ARROW BOARDS AND ARROW STICKS
VEHICLE-MOUNTED ARROW BOARDS
Vehicle-mounted arrow boards have a heavy gauge aluminum alloy panel with flat black enamel finish.
Boards are available with 15 or 25 LED bulbs. The boards can run on a battery or 12 volt system and
the control console circuitry is housed in a compact cabinet which mounts in the cab of the vehicle for
easy operation. The applicable matching control panel, mounting brackets and assemblies for the bed
rail rack mounting option should be included in this bid price. Mounting options should be available for
manual tilt, power-tilt frame, bed floor rack, or tailgate mounting. Please note if there is a difference in
cost to alter the mounting method.
All boards must meet Federal Part VI of MUTCD requirements for arrow panels. Boards should be
visible for one mile and at a minimum of 18 degrees horizontal angle and 8 degrees vertical angle. The
bulbs should be sealed beam type lamps with yellow lenses or amber bulbs behind clear lenses and
should be equipped with an upper hood that surrounds not less than 180 degrees of the lamp.

WORK AREA SOLAR ADVANCE WARNING BOARDS
Solar panels are all aluminum and are mounted to a heavy-duty, welded steel construction open deck
stable trailer. Amber lamps have an automatic intensity control to ensure maximum visibility. Signs
come equipped with 4-D deep-cycle batteries (L-16 battery). Signs must be equipped with an on-board
24-amp battery charger unless priced separately below. Standard models have 24 degree horizontal x
8 degree vertical angularity. Wide angle models have a 33 degree horizontal x 11 degree vertical
angularity. Signs can come with 15 or 25 lights and both models are 48” x 96”.

ARROW STICKS
Traffic indicator bars/arrow sticks shall be available with either Halogen or LED lights and are encased
in heavy gauge aluminum with a non-reflective matte black finished panel. Bulbs shall be sealed beam
type lamps with yellow lenses or amber bulbs behind clear lenses; shall be equipped with an upper
hood that surrounds not less than 180 degrees of the lamp. The indicators are to be available in a solid
box or split box Flashing modes for the solid model are left or right arrow, double arrow and caution bar.
Flashing modes for split model are left or right arrow and double arrow caution. Solid arrow sticks shall
be a minimum of 54” in length and 13” in height; there shall also be a minimum of 10 lights. Split arrow
sticks shall be a minimum of 22” in length and 16” in height per side; a minimum of 5 lights shall be in
each side.

Products shall be visible for a minimum of one-half mile. Shall also be visible at a minimum 18 degrees
horizontal angle and 8 degrees vertical angle, measured from a plane perpendicular to the arrow board
plane.
Arrow sticks shall be powered by a battery, solar array and components, or a circuit that connects to a
12V vehicle electrical system. Applicable control panel, mounting brackets and assemblies shall be
included. An optional magnetic mounting kit shall also be available.

2. TRUCK MOUNTED ATTENUATOR
This specification is for a Truck Mounted Attenuator (TMA) that has been tested for minimum speeds of
60-mph. TMA’s are used for protecting county highway department personnel and equipment and the
general public from injury and damage caused when errant vehicles crash into highway department
equipment that is used in state highway maintenance operations.
TMA’s must meet NCHRP Report 350, test level 3 criteria; shall be able to withstand damage and
remain in service without repairs after incurring a collision on the rear of the TMA from a vehicle
traveling not more than 5 mph, weighing up to 4,400 pounds. TMA’s shall minimize, upon impact, the
acceleration and roll ahead distance of a stationary TMA support truck weighing no more than 22,000
lbs (actual weight).
After an impact, the TMA shall be completely self-contained (no exposed parts) and shall retain its
structure with no solid debris present from the system that can create a hazard on the roadway. The
TMA must be capable of tilting a minimum of 5 degrees from the horizontal. Refurbishment shall be
possible with hand tools. Welding to the truck must be done by, or under the direction of, a certified
welder. If self-installation is necessary, that must be noted.
The maximum width of the TMA shall be 7’9” and the maximum height from the ground shall be 45”.
The TMA shall be no more than 19’3” in length and shall weigh no more than 2,650 pounds.

3. TRUCK MOUNTED MESSAGE BOARDS
Truck mounted message boards allow for a high degree of portability for incident management. Multiphase message boards are programmable to show text and arrows. Boards are designed to be
powered off of 12VDC vehicle electrical system. Boards shall be made of steel and aluminum or all
aluminum with a black finish. The board face shall be made of polycarbonate. All boards shall be wind
tested.
LEDs shall be amber in color and self contained and in a sealed LED unit. All LEDs shall be high
density, have adjustable brightness and have a viewing angle of 15 degrees. There shall be 4 LEDs per
pixel and LEDs shall work in temperatures from -40o to 140o F. The message display shall be full
matrix. Variable width and height fonts must be compliant with MUTCD guidelines.
A handheld controller, allowing operating from within the vehicle, shall be provided with each message
board. Owners shall be able to create, edit and display messages and the unit shall be able to store up
to 99 unique sequences.
Boards shall be visible from a minimum of one-half (1/2) mile; shall also be visible at a minimum of an
18 degree horizontal angle and 8 degree vertical angle, both measured from a plane perpendicular to
the arrow board plane. A flexible rail mounting system, developed to fit any vehicle type and size, shall
come with the message boards.

4. BARRICADES AND LIGHTS
BARRICADES
Reflective sheeting must be adhered to all barricades. Barricade reflective sheeting must be designed
specifically for use on rigid traffic control devices; conform to type H reflective sheeting, ASTM D4956
Type III or IV, class I or better; and have received a good or better rating in 1-year NTPEP tests for
shrinkage, cracking, blistering, colorfastness, reflectivity, adhesion and impact resistance. Barricades
must also conform to the crashworthiness criteria of NCHRP Report 350, test level 3. Certification, in
writing, may be required.
Barricades can be constructed of wood boards with angle iron legs, plastic boards with angle iron legs
or 100% low density polyethylene. Barricades must have a top rail that is punched to accept and
support a barricade light. . Stripe widths may be 4” (only for use when permitted by MUTCD) or 6”.
Sheeting must be high intensity grade (meets ASTM D4956 spec type II, class I), high intensity grade
prismatic (meets both ASTM D4956 Type III and Type IV specifications), diamond grade (exceeds
ASTM D4956 spec type IX standards), or diamond grade fluorescent.

VERTICAL PANELS
Vertical Panel sheeting should be at least 8 inches wide and either 24, 29 or 36 inches tall. Sheeting

BARRICADE/DRUM LIGHTS
Lenses must be constructed of tough polycarbonate and the case must be made of high impact
resistant polycarbonate. Net weight is less than 2 pounds. Lights must have been tested in
temperatures ranging from -40oF to 175oF. Lights modes are flashing, steady burn or both with a threeway switch and are available in 6V or 12V with an optional photocell. Some lights are also available
with a LED circuit or may be solar powered. Lens color is amber with other options available as well.

5. TRAFFIC CONES AND CONE LIGHTS
TRAFFIC CONES
All traffic cones must meet the crashworthy requirements of NCHRP-350. All cones must include high
intensity grade reflective sheeting bands (which meet ASTM D4956 Spec Type III, Class 1) at 6” and 4”
from the top of the cone as specified by the MUTCD. Cones should be stackable. Cones shall have a
mounting hole at the top for a light and/or sign.

28” and 36” Cones - cones shall be made of low density polyethylene material and have a
weight of 7 or 10 pounds.

28” and 42” Grabber Style Cones with Handles - cones are made of a low density
polyethylene material. Have a handle or notch to grab onto at the top of the cone. The base
shall be removable and be available in weights of 10, 11, 15, 16 or 30 pounds.

TRAFFIC CONE LIGHTS
The cone lights, which shall have an amber, red, blue, green or white lens and will fit in the top of 18”,
28” and 36” cones with a minimum opening of 1-3/8”. Lens shall be a minimum of 6.25” long with a
head diameter no smaller than 3.75” and shall weigh no more than 0.75 pounds. Light source shall be
2-LED 4600 mcd, 20 mA. Lights may utilize 2-AA size batteries, 4-D size batteries, one D size battery,
solar powered NiMH battery, two 6V lantern batteries, or a 12V battery and battery will be included.
Battery compartment shall be screwed on. Lights must be visible from a minimum distance of 1,000
feet.

6. DRUMS
Drums are certified to meet the crashworthy requirements of NCHRP 350 and the MUTCD. Reflective
sheeting must conform to type H and have a good or better rating in 1-year NTPEP tests for shrinkage,
cracking, blistering, colorfastness, reflectivity, adhesion, flexibility and impact resistance. Drums should
be designed to inhibit roll after impact and have a rounded top to inhibit the buildup of any dangerous

materials. Drum handle should have holes for mounting one or two lights with standard size bolt and
bolt protector. Drums shall be designed to inhibit roll after impact.
Drums are made of a high density polyethylene, are available with no base, with a tire ring, with a
plastic base (to use with sandbags), with a hollow plastic base (to be filled with sand) or with a 25,
30, 35 or 40 lb. rubber base, and drums are to be filled with sand bags.
Drums have either 4” or 6” high intensity retroreflective bands in the following grades:

7. DRUM WARNING LIGHTS
Drum lights must conform to NCHRP Report 350, test level 3.
Drum lights shall be available in Type A (flashing), Type C (steady burn) or Combination (flashing and
steady burn). The power source can be a LED source with 3V battery, 6V battery, 12V battery or four
D-type batteries. Lights should have a photocell.

8. CHANNELIZER CONES/POSTS
The cones/posts must satisfy all standards outlined in MUTCD and NCHRP Report 350 for
channelizing devices.
Cones/Posts are available at 28” high and 42” high, with 42” devices being the norm. A rubber base
shall be attached to the cone/post and shall be either 16 lb or 30 lb. There must be a handle at the top
that allows users to pick up the cone/post and allows for mounting of lights and signs. The reflective
sheeting must be on a 5 tier design and available in high intensity grade and diamond grade;
cones/posts should also be available with no reflective sheeting. Cones/posts must be telescoping.

9. FLEXIBLE DELINEATOR POSTS
Flexible delineator posts must meet the crashworthiness criteria of NCHRP report 350, test level 3.
They must be resistant to ultraviolet light, ozone, hydrocarbons, stiffening with age and a series of
direct wheel impacts with speeds varying up to 65 mph and rebounds to a vertical position if struck by a
standard vehicle. The weighted rubber base shall hold to the post securely using locking pins or other
devices and shall have high intensity reflective striping. The delineators must be tested for
temperatures ranging between -20oF and 160oF. Delineator posts shall be available in multiple heights
and multiple base weights as listed in the table below.

11. ROAD FLARES
Road flares must conform to Underwriters Laboratory UL912 and DOT and ICC specifications. Flares
shall be coated in protective wax and have a lifetime limited warranty. Burn time shall be approximately
30 minutes or longer. Flares may come with a wire stand or without a stand.
LED flares must have a minimum crush resistance of 20,000 pounds. LED flares can use alkaline
batteries or be rechargeable. If rechargeable, the charger must come with each flare unless otherwise

12. FLASHLIGHTS AND FLASHLIGHT WAND
Flashlights shall have a 10 watt bulb with an adjustable beam from spot to flood. Functions are
recessed, push button, self-cleaning and with a 3-position switch (on/off/blink). The flashlights shall be
made of anodized machined aluminum with knurled design. All must have a minimum 125 Lumen LED
output and a minimum 51,700 Peak Beam Candlepower. Flashlights are water and shock resistant, are
0-ring sealed throughout, and come with a battery pack (where stated). Please include flashlight
lengths in the bid price.

Rechargeable Flashlights - shall have a 5-cell (1/2-D) Nickel-Cadmium battery pack and a 60
minute run time per charge.


13. LIGHTED TRAFFIC WANDS
Lighted traffic wands can be utilized to direct motorists away from a scene or potential hazards. These
wands are especially useful at night and during inclement weather. All wands shall be visible for no less
than one-quarter (1/4) mile. Shall have knurled handle to allow for better grip.
Large LED wands shall be about 21” in length (including the handle). There should be a minimum of 6
LEDs per wand and each should take 2-C or 2-D size batteries. Compact wands shall be 16” in length
(including the handle). Wands shall have a minimum of 4 LEDs and shall accept 2-C or 2-D size

Pants must be Class E ANSI/ISEA 107-2004 compliant. The material is waterproof polyurethane coated

16. PERSONAL PROTECTION BEACONS
All personal protection beacons shall come with a LED bulb and have a 3-way switch for steady burn,
flashing or off functions. All beacons shall be visible for up to one mile at night.
Arm/ankle bands require 2032 lithium watch battery which will be sold separately unless otherwise

22. VEHICLE BEACON LIGHTS
Vehicle beacon lights shall be available with LEDs. A minimum of 6 LEDs is required. Beacons must
work in temperatures ranging between 34o C and 55o C. The light shall be contained within a thick
metal case that is durable in all weather, waterproof, and resists corrosion. Working power is 50W
maximum; working current is 3.5A maximum. The beacon shall use 12V or 24V DC power. The
approximate size of the beacon shall be 6.50”D by 5.25”H. These dimensions may vary.
A 10’ (minimum) cord to connect with the vehicle’s 12V (cigarette lighter) outlet must be included with
each beacon light. Beacon lights shall have a magnetic base to mount to the vehicle. J-Bolt hardware

26. ROLLUP SIGNS AND STAND
Rollup signs are convenient for incident management personnel to store in their vehicles for easy
access when incidents occur. Signs are available in 36” or 48” sizes. 48” width must be used in
freeway and expressway applications and in all locations with posted speeds above 45 mph.
The signs must meet MUTCD standards and NCHRP 350 compatibility crash test requirements. Signs
shall be able to withstand winds up to 65 mph and shall have four corner pockets. The frame is to be
made of aluminum and steel construction with a wind relieving system. Legs shall be telescoping

The spring stands must meet MUTCD standards and NCHRP 350 compatibility crash test
requirements. Signs shall be able to withstand winds up to 65 mph. The frame is to be made of
aluminum and/or steel construction with a wind relieving system. Legs shall be telescoping aluminum
with at least two position height adjustments and anti-skid foot pads. Legs should be equipped with an
easy to use kick-release system. The minimum height from the ground is 12”. Sign stands shall be able
to hold 36” and 48” signs.

29. SLOW / STOP PADDLES
Slow/Stop paddles are to be MUTCD compliant, octagonal, made of aluminum and are printed with
letters a minimum of 6” high. STOP is to have a red background with white letters and border. SLOW is
to have an orange background with black letters and border.
Paddles are to be available in High Intensity Grade (Meets ASTM D4956 Spec Type III, Class 1), High
Intensity Grade Prismatic (Meets both ASTM D4956 Type III and Type IV specifications), Diamond
Grade (Exceeds ASTM D4956 Spec Type IX standards) and Diamond Grade Fluorescent.

31. VEHICLE CONSPICUITY TAPE
Vehicle conspicuity tape should meet NHTSA's rule under 49 CFR, Part 571 for enhanced visibility and
detection, and also meet all FMVSS 108 Requirements. Coefficients of reflectivity for the white and red
sections at 0.2° observation angle and -4° entrance angle will exceed the values of 250 and 45
candlepower/foot candle/square foot, respectively, when sections cleaned with soap and water. Tape
should be durable for 7 years. Tape is available in high intensity grade or diamond grade.
