Stephen Yale-Loehr Bio Info
Steve Yale-Loehr has practiced immigration law for 30 years. He is co-author of Immigration
Law and Procedure, the leading 20-volume treatise on U.S. immigration law. He also teaches
immigration and asylum law at Cornell Law School as an adjunct professor and is of counsel at
Miller Mayer in Ithaca, New York. He also founded and was the original executive director of
Invest In the USA (IIUSA), a trade association of EB-5 immigrant investor regional centers, from
2006-2010.
Mr. Yale-Loehr received his B.A. degree from Cornell University in 1977 and his J.D. cum laude
from Cornell Law School in 1981. He was editor-in-chief of the Cornell International Law
Journal. After graduation, Mr. Yale-Loehr clerked for a federal judge.
From 1982 to 1986 Mr. Yale-Loehr practiced international trade and immigration law at a large
law firm in Washington, D.C. From 1986 to 1994 he was managing editor of Interpreter
Releases and executive editor of Immigration Briefings, two leading immigration law
publications.
Mr. Yale-Loehr is the coauthor of many books, including Green Card Stories, America’s
Challenge: Domestic Security, Civil Liberties and National Unity After September 11, Balancing
Interests: Rethinking the Selection of Skilled Immigrants, J Visa Guidebook, Understanding the
Immigration Act of 1990, and Understanding the 1986 Immigration Law, and numerous law
review articles.
Mr. Yale-Loehr is a member of the New York and District of Columbia bars, the U.S. Court of
Appeals for the D.C. Circuit, and the U.S. Supreme Court. He is a member of the American
Immigration Lawyers Association (AILA) Business Immigration committee. He is also a
founding member of the Alliance of Business Immigration Lawyers, www.abil.com, a global
consortium of top business immigration attorneys.
Mr. Yale-Loehr is annually listed in Chambers Global, Chambers USA, and An International
Who's Who of Corporate Immigration Lawyers as one of the best immigration lawyers in the
world. He is frequently quoted in the press on immigration issues and has often testified before
Congress. He is the 2001 recipient of AILA’s Elmer Fried Award for excellence in teaching and
the 2004 recipient of AILA’s Edith Lowenstein Award for excellence in advancing the practice
of immigration law. He is also a Fellow of the American Bar Foundation.
ROSANNE MAYER
Rosanne Mayer has been a practicing attorney since 1979. She received her B.A. degree from
Cornell University in 1975, where she was elected to Phi Beta Kappa. In 1978, she received her
J.D. from New York University.
Ms. Mayer is a partner at Miller Mayer, where she practices exclusively immigration law. Prior
to joining the immigration group at Miller Mayer, she practiced in the area of litigation at law
firms in New York City, Washington, D.C., and Ithaca, NY, and with the U.S. Department of
Justice in Washington, D.C. She is a member of the New York bar, all U.S. District Courts in
New York, several U.S. Courts of Appeals, and the U.S. Supreme Court. Her current practice
focuses primarily on business-based and EB-5 matters. Her clients include large and small
companies, health care providers, universities, individuals in the high-tech, academic and
medical fields, and EB-5 investors. She is listed in The International Who's Who of Corporate
Immigration Lawyers as one of the best business immigration lawyers internationally, and in
New York Super Lawyers in the area of immigration law.
HILARY T. FRASER
Hilary T. Fraser graduated cum laude from Cornell Law School in 1991, where she was an editor
of the Cornell Law Review and president of the Public Interest Law Union. She received the
Dubroff Award from the American Immigration Lawyers Association (AILA) for her law review
article on H-1B nonimmigrant workers.
Ms. Fraser received a B.A. in Chinese History from Middlebury College in 1982. Following
college, she lived and worked in Taiwan and the People's Republic of China, where she learned
to speak Mandarin Chinese. From 1984 to 1988, she worked in New York City for several nonprofit organizations on China-related and environmental issues. Since 1991, Ms. Fraser has
practiced immigration law at Miller Mayer, where she is currently a partner. She is a member of
the New York and Connecticut bars, and the U.S. District Court for the Northern District of New
York.
CAROLYN SUNGWON LEE
Carolyn Sungwon Lee graduated cum laude from Williams College in 1993, where she received
a B.A. in political science and English literature. She received her J.D. with a specialization in
international legal affairs from Cornell Law School in 1999 where she was the Chancellor of the
Moot Court Board.
After graduation from Cornell Law School, Ms. Lee practiced at the law firm of Hunton &
Williams in New York City, representing U.S. equity participants in cross-border leveraged lease
transactions. Ms. Lee has been with Miller Mayer since 2002, where she is currently a partner
practicing immigration law. Ms. Lee’s immigration practice focuses on EB-5 regional centers
and investors, foreign medical graduates, high-tech boutiques, and researchers. She is a member
of the New York bar and the U.S. District Court for the Northern District of New York.
Ms. Lee is listed in An International Who's Who of Corporate Immigration Lawyers as one of the
best business immigration lawyers in the world. She is the 2008 recipient of American
Immigration Lawyers Association (AILA)’s Joseph Minsky Young Lawyer Award for excellence
in advancing the practice of immigration law. She is a past member of AILA’s Investor
Conference Committee (2009, 2010), and a current member of AILA’s EB-5 Committee (2009,
2010, and 2011).
NICOLAI HINRICHSEN
Nicolai Hinrichsen graduated from the University of California at Berkeley in 1994, where he
received a B.A. in philosophy. He received his J.D. from Boston University Law School in 1998.
After graduating, Mr. Hinrichsen practiced as in-house counsel in the Paris office of Case
Corporation, focusing on international M&A transactions and international corporate law. Mr.
Hinrichsen moved to San Francisco in 2000 and practiced corporate and securities law at Sidley
Austin. Mr. Hinrichsen is admitted to practice in New York and California and is a member of
the New York Bar Association, the California Bar Association and the American Immigration
Lawyers Association. He is an immigrant from Denmark and is conversant in both Danish and
French.
KRISTAL OZMUN
Kristal Ozmun is an associate attorney at Miller Mayer. She concentrates her practice in
immigration and corporate law. Ms. Ozmun specializes in the representation of EB-5 immigrant
investors and EB-5 regional centers. Her EB-5 regional center practice includes advising clients
on matters related to both immigration and corporate and securities law, including designation,
governance, compliance, and private placements. Ms. Ozmun is admitted to practice in New
York and Massachusetts and is a member of the New York Bar Association and the American
Immigration Lawyers Association.
Ms. Ozmun received her J.D. from Suffolk University Law School in 2008, where she was a
member of the Journal of Health and Biomedical Law. She was a visiting student at the
University of Lund in the summer of 2006, where she studied international human rights law and
international contracts law. She received her B.A. in biology from the College of Charleston in
2004.
