TERMS OF REFERENCE International Technical Consultant (Contract Package No-S 52) A. BACKGROUND 1. The Government of the People’s Republic of Bangladesh has undertaken the “Rural Electrification and Renewable Energy Development II (RERED II)” Project with the financial support from the International Development Association (IDA). Power Cell, Power Division, Ministry of Power, Energy and Mineral Resources is one of the implementing agencies of the project. One of the components of the project is “Sector Technical Assistance” which intends to provide consultancy support to power sector organizations in the country. Part of the proceeds of this project will be used to hire an International Technical (Power Distribution) Consultant. The Technical Consultant will work with Bangladesh Rural Electrification Board (BREB). 2. The Government of the People’s Republic of Bangladesh has undertaken the “Rural Electricity Transmission and Distribution (T&D) Project” with financial support from the International Development Association (IDA) with the objective of reducing systems losses and enhancing capacity in the rural distribution network in the eastern part of Bangladesh. The Project has been designed to address the investment gap in: a) the medium-voltage rural primary distribution network (33 kV) and main 11 kV lines; b) high-voltage (132 kV) transmission network. The project will cover construction of new lines, rehabilitation/upgrading of lines and construction of substations to complement the rapid expansion of the lower-voltage network that occurred over the last decade. The project will be implemented by BREB and PGCB. 3. The Bangladesh Rural Electrification Board (BREB) is a semi-autonomous body responsible for planning, financing and installation of the rural electrification network of the country. Once constructed, responsibility for the distribution system is transferred to rural electricity cooperatives (Palli Biddyut Samities, or PBSs), which provide retail services, as well as operate and maintain the system and are overseen by BREB. BREB currently owns and operates about 2,48,000 Km. distribution lines, 477 No. of 33/11 KV Sub-stations to serve 9.70 million consumers through 72 PBSs throughout the country. B. OBJECTIVES 4. The objective of the consultant service is to prepare/review upstream design, prepare/review specifications, assessment and technical evaluation of the potential supplier(s). The consultant will act as quality assurance advisor to the project and provide necessary and relevant advice and inputs to the BREB in preparing/reviewing the design, developing the bid documents (technical part) and providing support from bid invitation to shipment (including pre-shipment inspections). C. SCOPE OF WORK 5. The consultant will conduct the services on behalf of BREB to ensure that appropriate specifications are developed and that the quality of the electrical materials and equipment procured under the project are in full compliance with the technical specifications and performance testing requirements of the contract document with supplier(s)/manufacturer(s). 6. In particular, the consultant shall undertake the following tasks: i) Support BREB in preparing/reviewing the bid documents (Technical part), the qualification criteria to be used to allow for participation by only genuine bidders with proven track record of supplying required quality electrical materials and equipments and the technical parameters to be tested before acceptance of goods for shipment; ii) Specify information to be sought by BREB from each bidder as part of the clarification on manufacturing process to ensure that bidder has the appropriate quality control mechanism in place to be able to supply the required quality electrical materials and equipments as claimed in the bid document; iii) Prepare/Review of bid documents (technical part) which includes technical specifications, drawings and materials requirements for bidding purpose, schedule and forms for bidding purpose, with due coordination of guidelines of BREB and WB. The bidding documents will be for procurement of line materials, turnkey contracts for substations, switching stations and river crossing towers; iv) Assist BREB for pre-bid conference and replying bidder’s question and in issuing addenda to bid documents; v) Support BREB in the bid evaluation process in approximately 20 international competitive bidding (ICB) packages as a member of the bid evaluation committee; vi) Check and approve factory testing procedure and factory test results of suppliers; vii) Review ToR for Pre-shipment inspection (PSI) agent (to be hired by BREB separately) and provide comments and suggestions for its improvement (The PSI reports, including testing reports from certified labs, in connection of the delivered electrical materials and equipments in the first phase consignments will be made available to the consultant, which may be used for ready reference); viii) Assist BREB in determining the correct size of the samples to be tested by PSI agent; D. ix) Assess BREB needs, review design for selection of equipment/material, analyze problems involved and recommend type of equipment after value analysis; x) Prepare updated cost estimate (if required); xi) Collect basic data from BREB or PBS for the designing of the Project and if necessary, make site surveys; xii) Perform: a) layout design of distribution network and field equipment, b) installation design for substation, switching station and river crossing by tower facilities, c) design aspects like fault current, insulation level, lightning surge, voltage fluctuation, outdoor conditions etc. in selecting equipment/material; xiii) Review and certify to approve drawings and documents of the Project submitted by contractors and suppliers; xiv) Check and review the status of installation as per detailed design and supervise the work of contractors during the implementation stage, if required; xv) Prepare reports and documents like: a) inception report, b) engineering report, c) construction schedule, d) study report on baseline survey etc., if required; xvi) Co-ordinate with Management & Supervision Consultant (to be appointed separately) and provide them data, drawing, design, information etc. as required; xvii) Carrying out any other tasks assigned by the Project Management Unit (PMU) or BREB authority. COUNTERPART SUPPORT 7. Power Cell and BREB will provide office space, logistics and institutional supports. E. REPORTING ARRANGEMENT 8. The Technical Consultant will report to the Director General of Power Cell. He/she will work closely with the project director of BREB. F. QUALIFICATIONS AND EXPERIENCE 9. The consultant must have the following qualifications: i) At least Bachelor’s degree in Electrical Engineering; ii) Candidates having advanced academic/professional qualification procurement/purchasing and supply chain will be given preference; iii) Minimum 20 years of experience in planning, design and construction of electrical distribution and transmission system out of which minimum 10 years in distribution system; in iv) At least five (5) years work experience in the field of government procurement or have had responsibilities with a substantial content of his/her position in the procurement are i.e. use of internationally accepted contract documents for goods, works and consulting services; sound understanding of principles underlying good procurement practices and international guidelines. Understanding of GOB’s procurement rules and procedure ability in identifying and resolving procurement issues will be an added advantages; v) Experienced in preparing technical specifications for the procurement of electrical materials and equipments used in distribution and transmission systems using the relevant international standards systems such as BDS, ASTM, BS, IEC, ANSI, UL, NEMA, IEEE, ASCE, AWPA, AISC, AWS etc., vi) Knowledge about testing procedure of the electrical materials and equipments; vii) Experience in prepartion of procurement plans for Government projects, bidding documents, RFPs and evaluation reports following donors guidelines shall be an added advantage; viii) Experience in construction supervision and testing and commissioning; ix) Experience in determining the size or capacity requirements layouts of arrangement of components, selection of equipment and material; x) Experience in the design of MV (Medium voltage) substations, switching station and river crossing by tower and in preparing specifications for implementation under turnkey contracts; xi) Must be computer literate with a good knowledge of standard software; xii) Excellent communication skills in English, both written and spoken. G. TIME FRAME 10. The duration of the assignment will be approximately 200 (two hundred) days over a period of 24 months. However the duration of the assignment may be increased or reduced according to the availability of the consultant and project needs.
