LIVINGROOM and third parties to
negotiate use of car park for waste
storage.
City of Melbourne has explored bin storage in the car park of
Living Room. Living Room has concerns about potential
smell, rodents and managing bin movements in and out of
their facility. They have not supported bin storage in their
facility at this time.
City of Melbourne has also explored the secure area behind
the multi-storey car park. This area is an emergency egress
for the car park and buildings along Flinders Lane. It is not
considered viable for bin storage at this time.
The west side of Rutledge does not have residential or
business entry. As such, the City of Melbourne has identified
this area as being suitable for the storage of waste bins.
Bins approved to be stored in this area will need to meet the
Waste Management Standards and be kept clean and in the
prescribed area.

rubbish within 2 days of being
contacted.
Hosier and Rutledge lanes have street cleaner servicing the
area every morning. They initially inspect and remove any
dumped rubbish, move bins and rake out areas the sweeper
cannot access. The compact sweeper cleans the remainder
of the lane. Stains and oily substances are deodorised and
pressure cleaned on a needs basis.
Spotless has agreed to monitor this laneway on a regular
basis and carry out additional cleaning of the area as
required.
Bagged rubbish is referred to Street Compliance for
investigation before being removed.

a. The City of Melbourne will respond to

businesses and inform them of their
responsibilities under the Waste
Management Standards. If they fail to
comply with the standards, the
appropriate action will be taken.
b. Businesses can ensure that they have
a bung plug in the waste bins.
c. Community members can contact
Council to report a bin that is leaking.
The City of Melbourne will be implementing the Waste
Management Standards and carrying out education.
Enforcement will commence in October once laneway is
prescribed.

When calling, if you observe the
business dumping the rubbish, then
please provide this information.
Compliance Officers respond to customer requests when
bags of rubbish are dumped in the lane. They seldom find
enough evidence to prosecute.
The City of Melbourne Officers also log calls when they find
dumped rubbish.

City of Melbourne (Events) has been working closely with
body corporate groups off Hosier Lane in relation to filming.
They initiated a "No Go Zone" for filming in Hosier &
Rutledge between April 12th and July 12th 2010.
Events work closely with production companies to ensure
they notify residents and businesses facing and backing
onto Hosier & Rutledge lanes.

assessment of the lane to determine if
a syringe disposal unit is required.

Council if they observe syringes
discarded in the laneway.
Council investigate the viability to install a fixed sharps
container in Rutledge Lane. The investigations found there
is no record of syringes being discarded inappropriately in
the area, and as such would not recommend installation.
