Hosier Lane & Rutledge Lane Project LANEWAY STAKEHOLDERS REPORT RECOMMENDATIONS COMMENTS PRIORITY STATUS 1. WASTE MANAGEMENT Management of Living Room & Youth Projects. Waste service providers. COM 1.1. Provide & link resources, including design expertise, to support feasibility study and start-up of neighbourhood waste management facility at Living Room. a. Facilitate discussions between LIVINGROOM and third parties to negotiate use of car park for waste storage. City of Melbourne has explored bin storage in the car park of Living Room. Living Room has concerns about potential smell, rodents and managing bin movements in and out of their facility. They have not supported bin storage in their facility at this time. City of Melbourne has also explored the secure area behind the multi-storey car park. This area is an emergency egress for the car park and buildings along Flinders Lane. It is not considered viable for bin storage at this time. The west side of Rutledge does not have residential or business entry. As such, the City of Melbourne has identified this area as being suitable for the storage of waste bins. Bins approved to be stored in this area will need to meet the Waste Management Standards and be kept clean and in the prescribed area. Tenants & OC of Macdonald Building. Tenants & OC of Cavendish House. Management of The Living Room & Youth Projects. COM 1.2. Provide and link resources for immediate support to tenants of Macdonald Building and Cavendish House as first customers of neighbourhood recycling facility. Focussed support for frail, elderly and low-income tenants who have limited capacity to adjust to challenges of new waste management practices. a. Clarify impact that Waste Management Standards will have on frail, elderly and low income tenants. No action taken at this time. Tenants & OC of The Cosmopolitan building. COM. 1.3. Some groups have a gap in understanding of their responsibilities around dumping of hard waste. Focussed education programs for CALD groups and international students - a large population is known to stay at The Cosmopolitan building is needed to increase understanding and reduce dumping in Hosier Lane & Rutledge Lane. a. Provide neighbouring residents with educational material to assist them with understanding their responsibilities for managing and disposing of waste materials. Remove or recommission derelict bins in Rutledge Lane - likely to be exCavendish House & Macdonald Building - with involvement or collaboration of Cavendish House OC and Macdonald Building OC. a. Residents to notify Council of any bins they observe to be derelict or overfilled. b. City of Melbourne will respond to customer requests and carry out an assessment of bins. Derelict bins in Hosier & Rutledge lanes have all been removed. Any new bins that residents identify as not being maintained, should be reported to Council. Bins not meeting the Waste Management Standards will be dealt with. Derelict bins will be removed. Residents or businesses which adjoin or use Hosier Lane and Rutledge Lane. Management of the Forum Theatre. COM. 1.5. Initiate daily street cleaning including litter removal from hard to reach spaces - must treat these lanes as any other high traffic areas of the city. Inform and consult with local stakeholders as an opportunity for positive contact between parties. Involve the Forum Theatre whose fire exits are often blocked by dumped hard waste. a. Hosier Lane & Rutledge Lane will be cleaned to the Melbourne Standard with daily street sweeping regime. b. Residents and businesses will be encouraged to remove litter and waste from private property. This includes areas that are hard to reach. c. The City of Melbourne will respond to customer requests to remove dumped rubbish within 2 days of being contacted. Hosier and Rutledge lanes have street cleaner servicing the area every morning. They initially inspect and remove any dumped rubbish, move bins and rake out areas the sweeper cannot access. The compact sweeper cleans the remainder of the lane. Stains and oily substances are deodorised and pressure cleaned on a needs basis. Spotless has agreed to monitor this laneway on a regular basis and carry out additional cleaning of the area as required. Bagged rubbish is referred to Street Compliance for investigation before being removed. Management of local hospitality businesses. Waste service providers. COM. 1.6. Leaking oil from bins stored in Rutledge Lane. Engagement (education) now with local hospitality businesses to plug holes. If no compliance into future then enforcement with penalty. a. The City of Melbourne will respond to customer requests to contact businesses and inform them of their responsibilities under the Waste Management Standards. If they fail to comply with the standards, the appropriate action will be taken. b. Businesses can ensure that they have a bung plug in the waste bins. c. Community members can contact Council to report a bin that is leaking. The City of Melbourne will be implementing the Waste Management Standards and carrying out education. Enforcement will commence in October once laneway is prescribed. Management of offices fronting Flinders Lane. COM. 1.7. Problem with dumping in Hosier Lane by offices fronting Flinders Lane. Engagement (education) now to stop dumping. If no compliance into future then enforcement with penalty. a. The City of Melbourne will respond to customer requests about dumped rubbish. If the dumped rubbish is in bags, attempts will be made to identify the offender and take enforcement action. b. Residents and businesses can contact Council when illegal dumping occurs. When calling, if you observe the business dumping the rubbish, then please provide this information. Compliance Officers respond to customer requests when bags of rubbish are dumped in the lane. They seldom find enough evidence to prosecute. Consult with state government on local issues, particularly relating to heritage and street art matters. City of Melbourne is involved in discussions with Heritage Victoria. a. The City of Melbourne will continue to work with the TV & Film Industry to ensure they formally notify businesses & residents when they plan to film in Rutledge & Hosier Lane. b. City of Melbourne will provide the Hosier Rutledge Community Group with information about Councils’ policy relating to filming. c. Residents and businesses will notify the City of Melbourne if filming is observed in the lane. City of Melbourne (Events) has been working closely with body corporate groups off Hosier Lane in relation to filming. They initiated a "No Go Zone" for filming in Hosier & Rutledge between April 12th and July 12th 2010. Events work closely with production companies to ensure they notify residents and businesses facing and backing onto Hosier & Rutledge lanes. a. The City of Melbourne will conduct an assessment of the lane to determine if a syringe disposal unit is required. b. Residents and businesses will notify Council if they observe syringes discarded in the laneway. Council investigate the viability to install a fixed sharps container in Rutledge Lane. The investigations found there is no record of syringes being discarded inappropriately in the area, and as such would not recommend installation. a. The City of Melbourne will provide advice and assistance to residents and businesses interested in exploring local Green infrastructure on private property. b. The City of Melbourne will assist with preparing applications for funding. City of Melbourne is available to provide advice to property owners planning to install Green infrastructure on their property. FILM & TELEVISION Residents or businesses which adjoin or use Hosier Lane and Rutledge Lane. Film and TV industry. COM. 4. 2.1. Continue to develop this area as a major focus for street art, encouraging participation of diverse groups. 3.1. Better communication of needs of local stakeholders to visiting film & TV industry - support neighbourhood association and film & TV industry stakeholders. HEALTH & SAFETY Injecting drug users. COM. 5.3. Improve access for disabled and frail to Hosier Lane and Rutledge Lane. Extend footpath at least 1metre width for full length of Hosier Lane. Integrate with traffic calming and better management of loading zones in Hosier Lane, and bike racks and seating for Hosier Lane and/or Rutledge Lane. Retain existing material palette where possible. a. The City of Melbourne will conduct a traffic and pedestrian study of the area to evaluate the existing use of Rutledge & Hosier Lane.
