Mr. Broad and Mr. Herget, on behalf of Secretary Benitez, submitted the
following bill:
A BILL
To Amend the First Title of the Statutes of the Associated Students of the
University of Nevada

Be it enacted by the Senate of the Associated Students,
2
That the Statutes of the Associated Students are amended as follows:

Chapter 101
4
SAS 101.01, 101.02, 101.03, 101.04, and 101.05 shall become SAS 101.08,
5
101.09, 101.10, 101.11, 101.12, respectively.

A new section, Section 01: Composition, shall be inserted after the Chapter
7
title and shall read,

SECTION 01: COMPOSITION
9
The Legislative Branch is comprised of the Speaker of the Senate,
10
twenty-two elected Senators, Chairs of Standing Committees, Vice

Chairs of Standing Committees, the Parliamentarian, the Secretary
2
of the Senate, the Legislative Clerk and Committee Secretaries.

A new section, Section 02: Speaker of the Senate, shall be inserted after
4
Section 01 and shall read,

Section 02: Speaker of the Senate
6
a) In General: The Senate shall elect from its membership a
7
Speaker of the Senate who shall act as Chair of the Senate, the
8
Committee on Oversight Operations and the Committee on
9
Interim Operations.

b) Duties:

A new section, Section 03: Senators, shall be inserted after Section 02 and
12
shall read,

Section 03: Senators

a) In General: A Senator, elected by peers in the college of his or
15
her major, serves a broad set of functions within the
16
Association. However, the primary role of the Senator is that of
17
legislator, amending and generating bills and resolutions which
18
best reflect the needs and voices of the students during his or
19
her term as Senator.
20
b) Duties: Being in the prime position to communicate between
21
students and heads of college, the Senator is encouraged to:
22
a. Host four office hours within a two week period
23
b. Attend the convening of the Senate and its committees
24
to which the Senator has been assigned.
25
c. Serve as liaisons between conflicting parties, resorting
26
to the generation of legislation under conditions in
27
which a compromise cannot be resolved outside
28
government.
29
d. Engage in the sustainability of the Association, fully
30
aware of the viewpoint of past, present and future
31
students and goals of the University of Nevada.

A new section, Section 04: Chairs of Committees shall be inserted after
33
Section 03 and shall read:

Section 04: Chairs of Standing Committees

a) In General: One Senator shall be elected to the position of chair
2
per committee of the Senate; any individual Senator who is not
3
the Speaker may not chair more than one committee.

b) Duties: The duties of the Chairs of Standing Committees shall
include, but are not limited to, the following:
1) Write agendas which reflect the intentions and projects
7
of the Committee;
8
2) Sit on the Committee on Oversight; and
9
3) Deliver a report of the proceedings to their respective
10
Committee during the weekly meeting of the Senate
11
which will include highlights of Senators, topics
12
considered, and results of interviews and audits
13
performed in committee.

A new section, Section 05: Vice Chairs of Standing Committees shall be
15
inserted after Section 04 and shall read:

Section 05: Vice-Chairs of Standing Committees
17
a) In General: A vice chair is elected by each standing
18
committee to serve as a substitute for the chairperson in
19
his or her absence.

b) Duties: The duties of the Vice Chairs of Standing
Committees include, but are not limited to the following:
1) Assume the responsibility of the Chair person in
23

his or her absence.
2) Serve as the secretary in the absence of a
25
committee secretary.

A new section, Section 04: Parliamentarian, shall be inserted after Section
27
03 and shall read,

a) In General: The Speaker shall appoint from the membership of
30
the Senate a Parliamentarian, subject to the majority approval of
31
the Senate, who shall advise the Speaker and individual
32
Senators on matters of Senate procedure, the law and the
33
Constitution of the Associated Students.

b) Duties:

Section 04 and shall read,

A new section, Section 06: Legislative Clerk, shall be inserted after Section
7
05 and shall read,

Section 06: Legislative Clerk

c) In General: The Legislative Clerk shall serve at the discretion of
10
the Speaker of the Senate upon appointment by the Speaker and
11
confirmation of the Senate of the Associated Students.

d) Duties: The duties of the Legislative Clerk shall include, but are
not limited to, the following:
1) Compile, edit and maintain the Public Laws,
15
Resolutions and Statutes-at-Large and Statutes of the
16
Associated Students in accordance with the laws
17
governing such, and do so in conjunction with the
18
Archivist of the Association.

2) Assist the Secretary of the Senate with the enrollment of
20
Public Laws and Resolutions of the Associated
21
Students. In the event of vacancy or incapacity of the
22
Secretary of the Senate, the Legislative Clerk shall
23
assume the powers and duties of the Secretary.
24
3) Provide officers of the Association with copies of
25
legislation, statutes and codes upon request of said
26
office.

A new section, Section 07: Committee Secretary, shall be inserted after
28
Section 06 and shall read,

a) In General: The Committee Secretary, selected by the Speaker
31
of the Senate with input from the Secretary of the Senate, shall
32
assist the Secretary of the Senate in all matters concerning the
33
committee meetings.

b) Duties: The duties of the Committee Secretary shall include but
are not limited to the following:
