Ulanov accreditation director Doctor of Science in engineering 3 INTRODUCTION RIGA AERONAUTICAL INSTITUTE is a private institution in the structure of the jointstock company “RIGA AERONAUTICAL INSTITUTE”, “AO RAI” (register AO No 000300328), founded on the basis of Riga High Aeronautical School of Civil Aviation. RAI is based on Resolution of the Cabinet of Ministers, No 146, 23.04. 92. In accordance with this resolution and decision of the Ministry of Transport in the Republic of Latvia No 36, 04.05.92. and Ministry of Education and Science in the Republic of Latvia Republic No 95, 18.08.92. License No 04025 is issued to Riga Aeronautical Institute for training organization and practice. RIGA AERONAUTICAL INSTITUTE is one of the oldest aviation educational institutions. It was founded in 1942 and devoted their resources to the nation in its war effort. Later it has been training radio technicians and radio operators for aviation. But for a long time the main speciality was traditionally considered to be Air Traffic Control. RAI (earlier called Riga Flight Technical School of Civil Aviation, then revising the curricula it was renamed to Riga Flight Aeronautical School) was a monopolist in training Air Traffic Controllers for the needs of former USSR. About 75% of ATC controllers in ex-USSR territory have received training in RAI. RIGA AERONAUTICAL INSTITUTE activities are accomplished in accordance with RAI Constitution “Satversme” (annex 1). RAI partners are - International Flight Aviation Safety Foundation; - Federal Aviation Department of Russia; - International Academy of Transport; - University of North Dakota, USA and etc. Since 1996 RAI is included into International Civil Aviation Organization (ICAO). Training Directory. RAI has an agreement with Riga Technical University about cooperation in the sphere of fundamental training subjects, mutual usage of material and technical basis and a library (annex A). RIGA AERONAUTICAL INSTITUTE STRUCTURE Professional Training in RAI is accomplished in two specialties: - air traffic control - engineering department; - international transportation management - department of economics. Training forms are full-time learning, distance learning, intensive distance learning. Institute has branches in Russian Federation in International Airports Sheremetevo and Vnukovo (Moscow) as well as in Samara Airport. Institute enables tuition in the International Commercial College as well as in advanced courses and retraining courses, connected with air traffic control, technical services and aircraft maintenance, international transportation organization and professional English language. RAI governing body is Convention, President and Senate. Convention introduces motions to the Ministry of Education and Science about the necessary changes in Constitution it elects and dismisses the President, it listens to Presidents report, elects Senate, Inspection Commission and Arbitration Tribunal, Approves the Budget as well as Senate, Inspection Commission and Budget Regulations. Senate examines and affirms professional study and curriculum plans. Senate also takes decisions about the scientific research subject and its financing. Senate approves Methodical Council and Heads of the Departments, listens to personnel reports about appropriate service activities, takes decisions and gives its motions to Convention. President is an official representative of RAI. The President leads Institute activities and is responsible for them respecting Higher Education Law and Constitution of RAI requirements as well as other Latvian Legislative Documents, Ministry Cabinet and Ministry of Education and Science Requirements. OBJECTIVES AND TASKS RAI professional study objectives to provide mastering of technical and professional subjects and obtain practical skills meeting high-level professional education requirements, to prepare specialists able to work in local or international institutions in appropriate specialities , use own initiative and responsibility cooperating with partners. The objective of retraining and advanced courses is to provide the students with necessary knowledge in new technologies, to master practical skills in appropriate fields. Realization of these aims is interacted with research work of the educational staff, if fact it is done in experimental-constructive way. The main of activities of the graduates are: - international aviation institutions; - different economy branches. Tasks to obtain the aims: ● The values of the programmes are: - professional study programmes; - the interest of appropriate institutions in well-trained students; - qualified academic staff; - corresponding training facilities. ● Local and international peculiarities in the special subject training programmes. ● Special subject training correspondence to the current and future requirements in the spheres of activity of the graduates. ● In fundamental and general subjects mainly used traditional classes, seminars and practical methods, but in professional subjects- the situation analysis, group work, simulation practice. ● To provide the possibility of choice of subjects corresponding their interests and needs. ● To provide the programme with a qualified academic staff and technical, informative facilities. ● Its important to make the real working conditions using practice on different simulators and individual training. The management of the programmes takes the programmes directors, Engineer Section together with Air Traffic Control Department and Economic Section with Economic Department. They follow Latvian Republic Higher Education Law, Professional Education Law as well as Institute Convention and Senate Requirements. International Commerce Coledge and Course managers direct the refreshment and retraining courses. 6 PERSONNEL The Staff in RAI consists of constant and provisional members. Constant members are full-time students, academic educational personnel to whom RAI is the primary working place, accompanying personnel (laboratory assistants, technicians, masters, simulator instructors etc.) administration and services people. . Provisional members are: distance learning students, retraining, refresher course students, academic and other staff members to whom RAI is not a primary working place. RAI staff, according to Constitute requirements can take part in Institute managing institutions elections in working out management and requirements elaboration and can be elected in appropriate positions. The Professor Council elects professor and associated professors according to Higher Education Law Senate elects assistant professors and lectors. The staff is displayed in Annex 1. PROFESSIONAL STUDIES AND TRAINING Professional Studies Air Traffic Control From 1945 when RAI was founded it traditionally was educational institution, training air traffic controllers for USSR main airline “AEROFLOT” as well as other countries such as Mongolia, Cuba, Hungary, Bulgaria etc. Now continuing usual activities – the main customers for training air traffic controllers are Russian Federation Airlines of UIC countries. Every year RAI admits about 25 applicants in the programme “Air Traffic Control” specialists in accordance with airlines requirements and agreements with Russian Federation, Armenia, Georgia, Moldova and other UIC countries as well as individual contracts (annex 2). Those students are given temporary residence permit. RAI receives many good references not only from Russian Federation Airlines, but Latvian Airlines are also satisfied with the air traffic controllers quality of training. As Latvian Eurbassador in Moscow says – Riga Aeronautical Institute is a recognized educational institution. Russian Federation Ministry of Education admitted that educational level of students trained in RAI corresponds to Russian Federation Ministry requirements and approves RAI diplomas until 13 oct 2007. Lithuanian Palanga air Traffic Service Director A.Balchiunas expresses his gratitude saying that except professional knowledge specialists are skills in aviation phraseology in English, what is very important working in Air Traffic Control (annex 2). International transportation management Every year RAI admits 25 students in the programme “International Transportation Management”. Students are Latvian inhabitants, but parts of them are trained according to Agreements with Russian Federation and UIC countries. RAI activities are of commercial tendency, but it is useful from Latvian point of view, because it’s a small contribution to Latvia budget working places for people and a good international prestige. A trained specialist oriented to transportation functions realization is necessary to Latvian economy. Specialists are able to work in different transportation institutions (surface, air und marine) connected with export and import of goods. The specialists in international transportation Management are oriented to the increasing centralization of transport services what leads to decreasing of personnel and expenses and centralization of logistics’ functions. 7 Professional training, retraining and advanced courses provide training for aviation services personnel in the new technologies in air traffic Control, cargo and passenger transportation management, aircraft maintenance and transportation management. RAI provides professional English language courses for different spheres of activity connected with aviation and transportation. Graduates The effectiveness of professional programmes shows the graduates of 5 last years “Air Traffic Control” programme graduates amount to 750 air traffic controllers which mainly were trained according to airlines of individual contracts. After graduation they usually start working in airlines that had contracts with RAI. Mainly they are Russian Federation and UJC countries’ airlines. Professional study programme “International Transportation management” graduates amount to 448 specialists. Part of them – 30% works in Latvia Transport institutions, but the rest-in Russian Federation and UJC countries with which RAI had made training contracts. 256 specialists finished refreshment and advanced courses concerning aircraft maintenance and air traffic control. It’s very important in air traffic control to know English phraseology in radio exchange perfectly well. 655 specialists (annex 3) have finished different English language courses for air traffic Control and aircraft maintenance. TRAINING PROGRAMMES Graduates, who got the qualification of “Air Traffic Control engineer” and work for ATC services at any airport providing efficiency and safety of aircraft flights, gain knowledge and practical skills due to the programme “Air Traffic Control”. The total programme duration is 5 academic years consisting of 10 terms and 200 credit points. Training activities are planned and implemented by Aeronautical and Air Traffic Controls Department and it’s Head, Engineering Section and Instructional Side. It’s very important for Air Traffic Controllers to have good knowledge, reaction and good evaluation of situation in the air, to take fast decisions and inform the crew. That’s why the main attention is paid to practical skills when training students on appropriate simulators, as well as in real Airlines and Air Traffic Control Centers. That’s why individual training at the simulators consisting of credits begins from the first term and continues till the end of training. The practice at simulators includes the English language special phraseology in the international air traffic process, using the special “grand-air” phraseology. Besides, consolidation is practical at the 2-nd and 5-th terms and it comprises 8 weeks. The air traffic practice at aviation institutions is provided by the programme at the 3-rd, 6-th and 7-th terms (18 weeks). Total practical training consisting of 42 credits or 21 % of total training volume helps students to receive the appropriate professional skills (annex 4). Professional study programme “International Transportation management” gives its graduates the opportunity to work in different spheres, connected with transportation, marketing, tourism services management. The total programme duration is 5 academic years (10 terms) and 200 credit points. Training activities are planned and implemented by Economic Department and are controlled by its Head, Economic Section and Instructional Side. In providing the humanities and natural history Subjects the Language and Engineering Departments take part. We can make a conclusion that in most cases students gain importation only during classroom hours, but practical work is insignificant. It’s necessary to pay attention to self studies increasing the number of practice hours (annex 5). The aims, volume and themes of classes and 8 practice hours, indications to the expected knowledge and skills, training aids are described in subjects annotations. The connection of the training subject with other subjects is shown in the curriculum and stipulates for logic Sequence of them and excludes subject doubling. The descriptions and annotations of training subjects are enclosed into self-evaluation reports. Finishing the professional study programme “Air Traffic Control” after successful passing the examinations and diploma defending the specialist is given qualification “Air Traffic Control Engineer” and an appropriate diploma. Professional study programme “International Transportation Management” graduates are given an appropriate qualification and diploma International Transportation Manager. Refresher and advanced courses students receive an appropriate certification where his skills and experiences are showed. The students of English language courses receive the certificate which gives students the permission, to work as Air Traffic Controllers in English. The planned number of students It’s planned to enroll 25 students every year to professional study programmes until 2005. Taking in consideration students eliminations – in Air Traffic Control Programmes are planned 200 and in “International Transportation Management” 220 until 2005 year. The planned number of students in refresher and advanced courses – 264 in Spoken English Courses – 64 % (annex 6). RAI Senate Regulations regulate the training process and order. The study Contents and volume is reflected in the curriculum and in subjects descriptions. The obligatory subjects, limited choice and free choice. subjects are also shown. Study programmes and subjects’ contents at first are discussed in appropriate Departments then after study prorector acceptance they are handed to the Senate to approval. Then the President authorizes them . The training programme is being fulfilled in accordance with planned schedule including practice period, time-table at simulators, on-the-job training, defense of the term and diploma projects. The main objectives of the training programm are: to achieve the programme strategic main objective; to get the profound knowledge and stable practical skills; to educate students so that they can have the professional duty and dignity feeling, responsibility for their professional activity; to provide the necessary physical and psychological training; to form natural and scientific outlook and humanities, humane common to all mankind cultural values. The continuous quality and capacity evaluation control system is worked out in RAI. The current control (seminars, laboratory and practice works, control works), examinations and tests term and diploma projects defense, evaluation of practical skills. The current evaluation-marks are recorded in the group register. The existing system provides rather objective evaluation of knowledge and skills. Examinations are taken orally. The study results are analyzed in Methodical Commission and Senate sitting. The main discussed items are: - the fulfillment of curriculum and study programme (contents and volume); - the evaluation level of students’ knowledge and skills, their correspondence to qualification and stander requirements of ICAO; - the economy and financial study process correspondence to the requirements of self-financing; The control of students knowledge and skills and their quality is continuous; 9 - current control – the task fulfillment quality (seminars, laboratory and practice works, controlworks, homeworks). Given marks are recording in the group register. Tests and examinations are taken orally; - practical skills evaluation (the evaluation given by simulation instructors and practice supervisors); - term projects defense – the contents of the work and defense are evaluated; - final study evaluation – diploma project contents and defense complex examination. Complex examination combines tasks concerning air traffic control, economic and natural sciences. For evaluation two types of marking systems are used – two point and ten point evaluation. Existing system allows to evaluate knowledge and skills objectively. The work of academic staff is controlled by: - Head of the Department pro-rector or an administration appointed person; - academic staff mutual visiting of the classes; - special committee checking academic staff training system; - checking the open lesson or demonstration lesson; - analyzing academic staff activities; - analyzing lesson summaries educational and methodical devises; - listening to academic staff reports at the open department sittings; - paying attention to students and graduates references (questionnaires). RAI pro-recror investigates control materials and analysis them in Methodical Commission and Senate sittings. It shows objective and subjective factors which positively or negatively affective the training process. If also helps to receive the necessary information working out necessary decisions to improve the training process. The main attention when analyzing is paid to the level of gained knowledge and skills and its correspondence to ICAO requirements. In annual study programme analyzing the economic calculation is shown that helps to evaluate the financial securing. 10 FINANCING The sources for financing RAI are the agreements and contracts With the Republic of Latvia and foreign Ministries, enterprises, organizations and private individuals. Institute activities are also supported by sponsors donations and profits of business activities. RAI makes financial assessments of training programs, payment for research and experimentally constructive activities and then being approved by financial department of stock company “RAI” and the Convention regulates funding for these purposes. All financial procedures dealing with the institute activities are being performed by financial department of stock company “RAI”. Tuition fee is regulated by the agreement drawn up for individual customer (private individual) and determined by the period of training and payment system etc. Tuition fees for private individuals depend on the form of training and usually are from 350 up to 950 lats per year. The payment can be made monthly or each term. In RAI there is a list of discounts determined by administrative regulations. Discounts are applied also to medical service, services of Fitness Center. Students-residents have not used credits granted by the Government of the Republic of Latvia yet, students-nonresidents are not granted such credits. Students-nonresidents receive scholarship (in case the customer agrees to pay it). The amount of scholarship depend on the customer’s financing support. When the cost of living becomes higher in the Republic of Latvia RAI advises the customers to increase scholarship. At present students-nonresidents are granted 45 lats per month. The budget for the training programs implementation is presented in annex 7.1. TRAINING FACILITIES Classrooms, rooms for practical works and seminars. There are 13 rooms in RAI for currying lessons, practical works and seminars with a floor space of 16 kv.m. to 75 kv.m. which are partially equipped with audio-video TV and computers, Floor space corresponds to the number of students in the group for seminars or practical works (10 to 14 students). Rooms for lectures corresponds to the number of students in the stream – from 20 to 30. The are 16 computers and 8 printers in the classrooms and rooms for practical works and seminars, one room is considered as computer classroom with 6 computers, a printer and a scanner. Training laboratories. There are laboratories 50 kv.m. and 25 kv.m. equipped with all necessary laboratory testing grounds, measuring instruments and all the devices necessary for mastering physics and other special professional subjects. Simulators. Individual procedural (controllers) simulators and complex simulator are arranged in 2 rooms @ 65 kv.m. with 12 working places in each. Library. Library together with a reading room takes 80 kv.m. of a floor space. There are 2 computers with an Internet connection. There are 11 working places and the possibility for students to use Internet. Administration and academic staff. Administration and academic staff rooms takes floorspace of 16 kv.m. to 32 kv.m. and are equipped with good furniture and appropriate office equipment. For managing the training process and for work organization there are 3 computers and printers , Xerox, binding machine and other necessary devices. Medical Center. Medical Center is located in 10 rooms. There are rooms for Head physician, therapeutics, surgeon and dentist as well as x-rays, physiotherapy and hygienic with all necessary equipment. Recreational area. Sauna, swimming –pool and shower as well as relaxation rooms are in this area. 11 Cafeteria. There are 50 seats in the institute cafe. The bar has a musical center. The kitchen is provided with modern electrical devices and furniture. The service personnel always provide order and clean rooms. THE TRAINING PROGRAMME ADMINISTRATION The quality of education depends on the training course presentation, sources of information as well as student’s ability to adopt the knowledge. The quality also depends on the results of student’s creative activities in his career field. The training quality evaluation and the system of managing of the training programme include the internal and external evaluation (annex 8.). Students and graduates take part in the external evaluation. They fill in the questionnaires, as well as the customers-employers who give their evaluation of the of the graduates work. Experts from other higher educational institutes are invited to RAI. The internal evaluation and management of the training programme are performed strictly in accordance with the adopted in RAI structure of management (annex 9.). All the decisions approved by the Convention and the Senate and the rector of the institute are implemented by the pro-rectorate, who performs the academic and administrative governing. The scheme of quality control structure: Administration ► programme director ► section ►department► academic staff. The scheme of management ensures the vertical and horizontal links of all administrative branches, the programme executives and students. The vertical links are realized by the pro-rectorate and programme director in accordance with the decisions approved by the Convention and the Senate of RAI. The academic staff, the representatives of the departments and other structures, students delegated by the student selfgoverning constitute the Senate of RAI and the Convention. The administrative management reveals in the stating the standards, like tuition fee, academic hours of the lecturers and instructors, their payment, their proportion of participation in the research activities or advanced courses. Academic management is implemented by the Administration together with the academic staff. This is recurrent adjustment of the training programme, curricula, syllabi, conducting scientific and methodical conferences, inter-department seminars. Educational programe can be changed, adjusted at the end of academic year. The reasons are: the results of the students interview, as well as interview of graduates, academic staff, customers. The decision to change the programme is taken after the throrough analysis of the results of the discussion at the department sitting and the Methodical Commission and approved by the Senate. The horizontal links pf the programme management is accomplished at the Methodical Commission sittings, department sittings and student’s meetings. Students have the right to introduce their proposals how to improve the system of education to the institute authorities, programme supervisors, instructors. At the end of every term the students fill in the questionnaires and express their opinion as far as the educational programme is concerned. The results of the interview are analyzed to make the adjustments to a training process. The members of the Convention and the Senate talk to the students and discuss problems dealing with the programme four times a year. 12 Aiming at programme implementation on the basis of favourable international experience RAI A administration encourages appropriate scientific and research contacts with the institutions of the similar qualification and provides teachers and students exchange. For efficient management improvement the RAI library stock should be supplied by the Higher education publishing from the West and Central Europe, esp. Great Britain, Germany, France, Sweden and other countries. ACADEMIC STAFF The average age of the RAI Academic staff – is 52 years (annex 10). The are 11 Doctors of science in the academic staff, 6 of them are RAI full-time employees and their average age is 57 years. 32 % of all planned academic hours are conducted by the doctor of science. 75 % of all academic hours are intended for lecturers and instructors who work in the institute permanently. The Department of Aeronautics and ATC is headed by assistant professor, Doctor of Science in engineering Ivan Kuznetsov, academic staff of the department ensure special professional course training as well as on-the-job training at simulators. The main training subjects in engineering are by the instructors of the Engineering department. The humanities, social and economic training subjects are conducted by the lecturers of the department of Economics. ` It is important for the academic staff to know all the new and advanced information in the field of aviation technique and ATC. Academic staff and instructors have completed western countries aviation centers courses, obtained their certificates. ATC training lectures are also provided by academic staff from SAS Flight Academy and Lufthansa technical training. The department of Economics is headed by the Doctor of Economics Leonid Plevako. The lecturers of the department provide special training subjects. An important aspect of academic staff activities is their knowledge of modern international demands and local peculiarities in International Transportation Management. Academic staff of Language Department provide English language training, as well as conduct special English courses, such as phraseology of pilot/ controller exchange (radio telephony). Mastering of special English is accomplished at simulators, where controllers are required to reveal the knowledge and skills to understand the crew, to control the traffic promptly, professionally, safety. Academic staff also provide Latvian language training. RAI administration is going to advertise a vacancy of lecturers position to renovate the academic staff. It is desirable to widen the range candidates to the vacancies by means of inviting young prospective scientists and patricians from abroad too. RESEARCH ACTIVITIES Research activities mainly reflect deeper analysis of the professional study programmes’ involving students in solving questions related with aviation , surface and railway transportation and transport systems; marketing research and transport logistic as well as international commercial rights. Research work is reflected in student’s reports and degree theses. Academic and technical staffs of RAI carry out the research in two directions: in the theory of science in the experimental 13 Separate research works are being worked out by technical personnel and prospective students are also involved into some research activities. In the sphere of scientific research RAI collaborates with the research and training centres of Lufthansa, TRO Learning (UK) Limited and with the Academy of Civil Aviation (St. Petersburg). The contact of the scientific collaboration, the list of executors and the reports about the fulfilled work see in annex A. The Main Themes of scientific research executed by the RAI staff: optimization of methods of air traffic autocontrol; forcasting of demand for aviation transportation and contact within the period of 2000 y.; basic methods of definition of the attractions “boundaries towards the airport Liepaja” within the regional transport system; Dzelzceļa un automobiļu transporta izmantošanas vietēja satiksmē ekonomiski regionāla sfēru noteikšanas metodiskie pamati; Dzelzceļa pasažieru pārvadājumi sociāli ekonomiskā koncepcija un finansēšanas avotu pamatojums. The result have been published in local as well as specialized foreign magazines. Copyright have been received for experimental research. The result have been reported at the local international conferences (annex 11). The main part of academic staff (84%) participate in research and experimental activities and 4 persons, instructors of Humanities work out methodical recommendations. Academic and technical staff provides practical implementation of 200 rationalization recommendations for improvement of the institute facilities. The students of the institute take part in the scientific and research activities together with the lecturers. Some of them go on with the research after graduating from the institute preparing publications for RAI collections of technical works. It should be mentioned that not all the lecturers and instructors conduct the scientific and research work. And comparatively small number of students participate in the research. There some ways how to attract the staff to the scientific and research work: The instructors without master’s degree should be encouraged to join the Magistrate; The holders of master’s degree should be persuaded to join the Doctorate; To pay more attention to the institute applicants who are able to do the research work during the entry examinations. STUDENTS’ OPPORTUNITIES The students are supplied with the necessary training and methodical documents for all training courses. They may use the institute library and the reading hall with the personal computers. The students have free access to the Internet system. The training places in the computer classroom are meant for the individual work of the students. The equipment of the halls and classrooms corresponds to the European standards and creates the specific business-like atmosphere. The students have the opportunity for physical training and sporting games. Fitness centre of the institute with the sauna, swimming pool and the relaxation hall (equipped with individual simulators). 14 The students use the RAI medical centre and have regular medical examination, for ATC students it is mandatory. The students are able to master their English terminology and phraseology in the lingaphone classrooms and ATC simulators. Students have special Latvian language training. The RAI students have also their own self-government, they have their representatives in the Senate; they are able to defend their interests and democratic principles when contacting the authorities of RAI. The students have the right to take part in the interview where they give their evaluation of the quality of education, filling in questionnaires and to dispute their interests in the Senate, as well put veto. The academic staff take part in the student’s activities. For example the instituteleaving and diploma giving parties are great celebrations. The authorities and academic staff participate in these parties. The RAI student’s hostels are situated at the same place was RTU hostels. It makes possible to organize joint sports competitions, games etc. It is planned to build institute hostel for students in the premises 9, Mezkalnu street. A Student as a Customer. A customer is an enterprise or an organization that directs a student to the institute. A student himself may be the customer. A student as a customer can have an influence on the training process. A student is oriented to the continuously improving program of the institute and to its advanced equipment. The demand at the market of education is determinated by the level of professional training of the specialist, meeting the training program demands, the demands of the curricula and their quality. The student’s attitude towards the content and quality of the training program is shown by the students interview. The RAI the III-rd and the IV-th year students (speciality ATC and ITM) have been interviewed. The purpose of the interview is to clear up the student’s attitude towards the training courses, the relationship between the students and the instructors, and the student’s suggestions how to make the training program perfect or what to change (if necessary). The results of the interview show that the students are able to evaluate the work of the lecturer and to state the necessity of training subject. The evaluations of the lecturer and the training subject may differ. First of all the students want to be good specialists with perfect experience. That quality is highly evaluated. In addition, the students evaluate the lecturer or the instructor being educated, cultured, good-hearted, intellectual, responsive, respectful as far as the students are concerned. The students offer the administration to control the lectures, to add some special training materials and training aids to the library to recheck the curricula and program, to prolong practical training at the simulators. The questionnaire has reveled that more thorough preparation should be done, the results of the interview should be given to the lecturers, and students suggestions should be discussed at the meetings of the Senate and departments . 15 CONCLUSION The analysis of the content of training programs, in comparison with the similar programs of training institutions prove the fact that programs correspond to the specified purposes. Positive aspects. 1. Favourable references from Latvian and foreign airline and aviation industry representatives about RAI graduates - ATC engineers, as well as economists – managers. That the part of RAI trainees are foreign students, who get an opportunity to study the culture and national traditions of the Republic of Latvia during the period of 5 years of their studies at RAI. After graduating the institute and returning to their countries RAI graduates contribute to the formation of attractive image of Latvia abroad. 2. The process of the control over fulfillment of the tasks concerning advancement of professional knowledge and skills as well as practical training benefit to successful results of specialists training. 3. Recurrent analysis of objective and subjective factors has an effect on the training program implementation. Information received as a result of conducting questionnaire of students, graduates, customers is discussed at Departments meetings. Revision and analysis of training program fulfillment is also discussed by the methodical Commission and the Senate of RAI. The results of the discussion and analysis are put at the basis of further advancement of the program. 4. The level of training of RAI specialists in ATC and international transportation management meeting international requirements is favourably influenced by the methodical and research contacts with the schools of the same qualification as well as student’s and teacher’s exchange. 5. A successful implementation of the program is owing to good facilities - simulator system and computer laboratory of the institute. The institute library stock provides necessary literature 6. Vertical and horizontal control system over the training level provides fulfillment of the whole training programs. Aspects to be advanced and developed. The program of Air Traffic Control has potentialities for development and advancement according to the following directions: 1. Making the training program and qualification of ATC engineer and program of international transportation management more popular among the young people of Latvia by more active promotion in Latvian mass media as well as more close professional contacts with airport Riga and Latvian airlines, aviation and transport enterprises. 2. Insufficient usage of computer technique is one of main short comings. The institute training facilities need new upgraded equipment. There is a strong demand for modern measuring and control equipment, modern computers and software for them, updated audio and video cassettes. The Convention and Senate aim at providing sufficient supply of the institute facilities in the nearest future. 3. As far as students inquiry shows the quality evaluation system should be improved, activating administration part in it. 4. Supplement of the library stock with new text-books and methodical documents, professionally-oriented magazines, fiction, as well as to expand the possibility for the students to use Internet. The Convention of RAI has resolved to supply the library stock with newly-published text-books, magazines dealing with the problems of transportation and publications of higher educational establishments from West and Central Europe starting from the year of 2001. 5. Recruiting of the academic staff, advancement of its qualification. The Senate of RAI is going to organize a competition to fill the vacancies for recruiting the academic staff. It is 16 preferably to increase the number of applicants drawing in promising young scientists and practical workers. 6. The choice of themes for scientific research and experimentally constructive activities should be arranged to make the teachers without Master’s Degree join magistracy, and Masters work for degree of Doctor. The teachers of all professionally-oriented subjects of the training program should be involved into the research activities. Special attention should be given to the student’s participation in the research activities. As a result of the analyses of institute training activities a plan of development for the period of 2000 – 2005 years has been worked out (annex 12). Strategic development plans of professional training programs are enclose to corresponding program self-evaluations. The Program self-evaluation was discussed at the session of the Senate of RAI on 30 of May 2000 year and considered to be satisfactory. Critical remarks and proposals have been included into the final variant of the report. The main objectives and trends of RAI activities 6. The principal mission of RAI is to provide academic and professional training related to technology and economics. Training is carried out on the basis of professionally-oriented programmes, and applied research is being conducted. 7. RAI purpose is to provide: 7.1 secondary and higher education on the recognized level for aviation specialists and specialists for other industries; 7.2 vocational training for specialists of associated qualifications; 7.3 retraining, refresher and advanced courses for aviation specialists and specialists for other industries. 19 8. RAI offers to obtain education and professional qualification to all residents of the Republic of Latvia without regard to age, social status and position, race, political belief or affiliation. Residents of any other countries may become students of RAI. Training at RAI is conducted in accordance with the orders and agreements with juristic organizations and private individuals. 10. III. Constitution (Satversme) of RAI, the procedure of its acceptance and changes 11. Constitution of RAI and its name can be approved, changed or cancelled only by the Convention of RAI. 12. Satversme of RAI becomes effective after having been approved by the Cabinet of the ministers of the Republic of Latvia. The regulations of Satversme and its changes are handed in to the Cabinet of ministers of the Republic of Latvia for being approved by the Ministry of Education and Science. IV. Representation and Administrative Institutions of RAI 13. Representation and Administrative Institutions of RAI are: the Convention the Rector the Senate 14. In order to hold the Convention the Chairman and a secretary are elected. The Convention approves and makes changes of Satversme of RAI, elects and withdraws the Rector, hears the Rector’s Report, elects the Senate, the auditing commission and the arbitration tribunal. It approves the budget of RAI as well as the regulations of the Senate, the auditing commission and the arbitration tribunal. The Convention makes resolutions determining the plans and the strategy in matters of specialists’ training, academic and professional education and research. 15. The Senate is a collective management of the personnel and a decision-making institution, that is elected by the Convention for the period of 3 years. The academic staff constitutes 75% of the Senate. 16. The activities and the competence of the Senate are determined by the Regulations approved by the Convention. 20 17. The Senate makes decisions concerning the formation of the structural subdivisions of RAI, their cancellation and reorganization: approves all appropriate standard documents(except for the documents in the competence of the Convention) and submits the documents for consideration at the Convention meeting; gives consideration of training and professionally-oriented programmes, curricula, Syllabi of RAI; gives close attention to the research projects and to the structure of their financial support; appoints the Committee for Diploma Certification and respectively for providing examination; approves Methodical Commission, the Heads of the structural subdivisions (the Deans, the Heads of the Departments and research labs etc.), the members of the academic staff; awards academic degree “Professor of RAI”, “Senior Lecturer of RAI”; hears pro-rectors, the Heads of the structural subdivisions and reports of the other personnel of RAI concerning training process and the activities of the Service Departments, as well as makes appropriate decisions and submissions to the Convention. 18. The meetings of the Senate are regularly held once a month. 19.The Rector is elected by the Convention for the period of 5 years upon the recommendation of the Minister of Education and Science, is approved by the Cabinet of the Ministers: The Rector performs general administration and without any special references represents RAI in all external institutions; is responsible for observation of the laws of the Republic of Latvia in RAI activities, for the documents about education given and corresponding to the established quality training standards, for financial activities of the educational institution and its activities in accordance with Satversme. 20. The auditing Commission is elected by the Convention. The auditing Commission makes revision of all aspects of RAI activities in accordance with the legislation of the Republic of Latvia and the other standard documents. 21. The arbitration tribunal is elected b the Convention. The arbitration tribunal gives consideration of the reports from the academic staff and other employees and students about nonobservance of their rights from the side of administration or the Heads of the structural subdivisions as well as disputes and conflicting situations between the administration and the structural subdivisions. 22. The Students Council provides students’ self-government. Its activities are regulated by the Regulations about students’ self-government of RAI. Students representation is at the Convention and the Senate. V. The personnel 23. The academic diet of RAI is constituted by: the personnel of the higher education institution; invited members. 24. The personnel of RAI is constituted by: full-time students; full-time academic staff; 21 personnel assisting in training (lab assistants, technicians, instructors, etc., who participate in the training); RAI employees of other services. 25. Invited members of RAI: part-time students and correspondence students, as well as the others not mentioned in p.24; academic staff - professors, lecturers and research staff for whom RAI is not the main employer; the other personnel for whom RAI is not the main employer. 26. The personnel of RAI in accordance with Satversme and according to accepted procedure have the right to participate in the institute management and organizing representative institutions, in decision making and preparing standard documents for management and selfgovernment, to participate in the elections of the self-governed institutions and be elected in them. 27. Academic appointments in RAI: Professor of RAI, Senior Lecturer of RAI, lecturer and assistant. A person with Doctorate may be elected Professor of RAI. To become Senior Lecturer of RAI a person should have Doctorate or may be without Doctorate, but his job experience should be not less than 10 years. To be elected as a lecturer or an assistant it is not compulsory to have an academic degree, but appropriate job experience of 5 years is required. 28. Academic staff - Professors, Senior Lecturers, Lecturers and Assistants are elected by the Senate of the Institute for the period of 5 years. 29. The Personnel of RAI is responsible for fulfillment of its duties in accordance with the standard documents of RAI. VI. The Structure of RAI and structural subdivisions management 30. Structural subdivisions of RAI are: faculties, departments, training centres and labs, research centres and labs. 31. The Heads of the structural subdivisions are elected by the Senate of RAI for the period of 5 years and are approved by the Rector. 32.The general administration is carried out by the Rector of RAI. 33. Executive management of training and research activities within the periods between the meetings of the Senate is carried out by the Pro-rector in charge of training and research, the Pro-rector in charge of Correspondence learning and Methodical Commission. The meetings of Methodical Commission are held if necessary upon requests of the Pro-Rectors. Methodical Commission is constituted by: the Pro-Rector, training and research, the Pro-Rector, correspondence learning, the Head of the Planning Department, the Academic Secretary, and other invited specialists. The Commission functions in accordance with “The Regulations of Methodical Commission of RAI” approved by the Senate. 34. A department of RAI is a primary(basic) unit of the process of training, functioning on the principles of Satversme and “The Regulations of RAI Departments”, approved by the Senate of RAI. Departments are organized upon the decision of the Senate. 22 The Head of the department is in charge of conducted training and research activities in all their aspects. The members of the department may solve the problems concerning academic, research and methodical activities, that in accordance with Satversme are not in competence of the Senate of RAI. Research laboratories at the departments are organized upon the decision of the Senate of RAI. 35. Research laboratories are the basic units of science research and experimentally constructive activities that are determined by Satversme and “The Regulations of science laboratories of RAI”. The science laboratories are functioning in accordance with the research plans that are approved by the Senate. The chief of the laboratory represents its activities in all aspects. The laboratories are organized upon the decision of the Senate. 36. Faculties enclose structural subdivisions performing training of specialists and arrangement of research activities in the designated training sphere. A faculty is under the supervision of the Dean, elected by the Senate for the period of 5 years from the leaders of the appropriate field of knowledge. Faculties are organized and reorganized upon the decision of the Senate. Faculties function in accordance with “The Regulations of the Faculties of RAI”, approved by the Senate of RAI. VII. Students and trainees 37. Students of RAI are the individuals trained according to the undergraduate academic or professionally oriented programmes, gaining higher or professional training. 38. Trainees of RAI are the individuals attending variety of courses provided by RAI. 39. Training at RAI is carried out in accordance with the professionally-oriented training programmes and curricula, recommended by the Senate and approved by the Rector. VIII. Students’ Self-Government 40. Students’ self-government provided for the students of RAI is regulated by the principles worked out by the students and approved by the Senate of RAI. 41. Students’ self-government of RAI : represents students of the institute; supports and represents the interests of the students concerning their training, financial and cultural life; defines the procedure for a student being elected into the Convention and the Senate. 42. Resolutions of students’ self-government of RAI after being approved by the Senate are compulsory for all the students. 43. Students are entitled to put a veto in case their interests are involved. After putting a veto the subject is investigated by the Consent Commission that is organized by the Senate on the basis of parity.The resolution of the Consent Commission is approved by the Senate with the majority vote (2/3). 23 44. Students’ self-government is entitled to request and obtain information from the administration of any structural subdivision of RAI concerning situations where students’ interests are involved. 45. The representatives of students’ self-government are entitled for collaboration in management of RAI on all levels as well as for participation at the examinations and tests as observers. IX. Other forms of activities 46. RAI is entitled to undertake any activities dealing with training and research. to arrange lectures and courses, conferences, contests, symposiums and establish societies; to sign agreements with other training, research and industrial enterprises in Latvia and abroad. X. Property, finance, business, record-keeping in RAI 47. RAI makes assessment for self-repayment of training programmes, payment for conducted research and experimentally constructive actions and after having agreed with the finance department of joint-stock company “RAI” and the Convention provides money for these purposes from received funds. All transactions dealing with RAI activities are carried out by the finance department of joint-stock company “RAI”. 48. Donors of RAI: agreements and contracts with Ministries, enterprises, organizations and private individuals in Latvia and abroad; state order; sponsors’ contribution; operating income from training structural subdivisions; other income. 49. Latvian Embassy in Moscow. 25 GENERAL CO-OPERATION IN AVIATION TRAINING MEMORANDUM OF UNDERSTANDING GRANDFORKS 20 December 1999 North Dakota USA RIGA LATVIA This Agreement is made to certify that the period of December 14 and 17, 1999 the talks between representatives of the UND Aerospace Foundation (UNDAF) – Richard Nelson, Interim President and Riga Aeronautical Institute Mikhail Beilis, Vice-president – were held about possible joint training activities at the University of North Dakota, (UND) Grand Forks, and Riga Aeronautical Institute (RAI) for aviation specialists within the Baltic States, the Russian Federation and other countries. The parties have agreed to state the following intentions: 1. To get acquainted with location, the training facilities and the services in UND and RAI, to study the training programs of “Air Traffic Control Management” and “International Transportation Management” courses. 2. According to the results of analysis made by both parties to produce a business plan treating RAI as a UND subsidiary. 3. To consider possible ways of joint training, coordinating training standards and issuing Diploma (Certificate) to UND and RAI graduates. 4. To use and implicate into training both parties’ experience of new methods, technologies and technical aids. 5. To work out the joint program of teacher and students exchange and conducting joint research activities. 6. To arrange scientific conferences in UND and RAI in order to exchange the views and ideas on problems of possible joint activities serving common interests. 7. To provide promotion and marketing of aviation training opportunities of UND and Riga educational establishments within the above – mentioned regions. By signing this Memorandum of Understanding, the parties agree to use reasonable efforts to reach agreement on the definitive terms and conditions for participation in the aviation training activities or any other definitive agreement(s) to be reached under this Memorandum of Understanding. Each party shall be responsible for its own expenses as related to any work done as part of this Memorandum of Understanding. Practical- and simulator training is performed in SAS Technical Academy/SAS Airline facilities in Copenhagen, Oslo and Stockholm. However, the separate training elements are performed by both parties separately (designing schedules, organising the working day etc.) 4.2 Training duration should meet the customers request. 4.3 "Institute" and "SAS Academy" shall jointly work out long- and short -term plans for delivery of the various elements in the training process. "Institute" informs "SAS Academy" about the number of trainees in each group, time of delivery, dates of arriving to "SAS Academy" and the result of evaluation of theoretical part of the course. 4.4 "SAS Academy" informs "Institute" about evaluation results at the end of the practical/simulator course . 29 4.5 Training is performed in English, Russian or any other language on clients request. Interpreter assistance will be provided when needed and paid by the customer. Courses conducted in Scandinavia will normally be given in English. 4.6 A Course Certificate is issued to the trainee according to the results of tests and evaluation. The Course Certificate is signed by SAS Technical Academy, Managing Director and the President of Riga Aeronautical Institute and assured by joint-venture stamp. 4 5. Costs and payment. 5.1 The full cost of the course is paid by the customer on the joint-venture account according to the Agreement between the Customer and the "Institute". 5.2 "Institute" is given a sum corresponding the theoretical part of the course. Payment is settled according to the "Institute's" direct costs for that particular course, (salaries for instructors, student accommodation, training materials etc.) 5.3 "SAS Academy" is given a sum corresponding the practical- and simulator training part of the course. Payment is settled according to the commercial prices specified in SAS Academy product catalogue and pricelist. 5.4 After deduction of (5.2 and 5.3): - "SAS Academy" is given 50 % of joint-venture profit. - "Institute" is given 50 % of joint-venture profit. 5.5 All expenses related to hotel and accommodation of trainees during the parts of courses taking place at SAS Academy premises shall be covered by the customer. 5.6 Reimbursement of "SAS Academy" expenses related to delivery of training of "Institute" instructors should be paid by "Institute" separate from this agreement and according to specifications under Appendix A. Payment shall take place within 30 days after delivery of various units of "lnstitute"instructor training. All payment are made in USD. 5.7 All payment received from customers shall put on a separate Joint -Venture account. 6. Inspection 6.1 Both Parties are liable to regular inspection of all joint venture activities noticed herein. Special inspection is appointed : when there is a reason for claims to the joint-venture activity from the customers of International Aviation Authorities in case of documentary proved transgression of any kind of activity of any Party, the inspection is appointed by the Party which has the claims. The number of inspection members is not limited. AH inspections expenses are paid by the inspecting side. 5 6.2 On the step of training "Institute" instructors, SAS Academy is liable to certify the instructors, training material and working place. Certification of instructors is understood 30 as acceptance to perform as instructors/teachers within specified subject areas according to "SAS Academy"/ ICAO standards. 7. Indemnification. 7.1 Neither of the Parties are allowed to share given information, technical and educational aids , manuals etc.- developed under this joint venture agreement to the third Party. The Party that brakes this rule must pay all the expenses and settle all the claims of the offended Party. All documents - professional and economical - related to the joint -venture,shall be kept open between the Parties. 7.2 Both Parties provide the Performance of the Courses with skilled instructors, relevant training material and -if used -computer based training, aircraft for practical training, simulators and other training material for quality training. 7.3 Both Parties are fully responsible for their part of activities appointed in this Agreement. 8. Force majeure. 8.1 If any acts not imputable to the Parties occur, such as those attributable to force majeure as fire, flood, earthquake, war etc. and is impossible to fulfil this Agreement, neither Party shall make any claim and is released of obligations. 8.2 The Party which can't fulfil the obligations as noticed herein, should inform the other Party immediately about the situation that occurred, but not less than 10 days from it started. 8.3 The notices from appropriate services will confirm the herein mentioned situations. 6 9. Arbitration 9.1 Any dispute between the Parties hereto arising under or in connection with this Agreement, will be settled by negotiations between both Parties. 9.2 The present Agreement shall be governed by and construed and performance thereof shall be determined in accordance with the laws of the country in which the Joint-Venture is formally registrated. 9.3 In the event of a dispute arising from the interpretation, performance, breadth of this Agreement, said dispute shall fall within the jurisdiction of the court identified above. 9.4 In case of disagreement the case should be settled in the court or shall be submitted to arbitration for resolution. The Arbitration act is obligatory for both Parties. 10 Additional terms. 31 10.1 "SAS Academy" and the "Institute" appoint a Board of the Jont Venture composed of 2 representatives from both Parties (4). The President of "Institute" and Managing Director of "SAS Academy" constitute 2 of the Board members. Chairman of the Board shall be appointed among the Board members and alternate between the two Parties. 10.1 The Parties - through the Board - periodically, but not less than twice a year, shall analyse and evaluate the joint-venture activities. Both educational- and economic aspects should be monitored and evaluated. 10.2 The Parties assist in performing training activities, share necessary information, evaluation results to contribute to the fulfilment of this agreement. 10.3 The Parties will assist the trainees in the visa application process. 10.4 The Parties will advertise the joint-venture activities. Appx. 10 % of the total yearly profit shall be allocated to advertising activities. 10.5 In case of claims, both Parties are responsible for their part of activities noticed herein. 10.6 The Parties promote all kinds of legal commercial activities to increase the joint-venture profit. 11. RTU provides support to RAI with training programm, helps to make study programmes and methodical material according to accepted standards to accreditation. 1.3. RAI and RTU uses educational and technical recourses for providing scientific and research work including library of RAI and RTU for joint usage. 1.4. Arranges joint students activities in olympiads and competitions, etc. RTU provides RAI students with places for social and other needs. 2. Payment 2.1. According to item 1.1. RAI pays to RAU academic staff for given classes accepted rates. 2.2. According to item 1.2. RAI pays RTU the sum of 3000 Ls which will be paid in the following parts: 1/3 of the sum in 3 bank days affer signing the agreement; the rest of the sum in two equal parts in 6 month period. 3. Operation 3.1. This agreement will be legal from the date of signature and is volid until both sides decides about finishing the activities. 3.2. Kuznetsov ________________________ GENERAL CO-OPERATION AGREEMENT This Co-operation Agreement (hereinafter referred to as the "Agreement") is made and entered into between TRO Learning (UK) Limited, having its place of business at Brook House, Riverside Park, Poyle Road, Colnbrook, Berkshire SL3 OAA, England (hereinafter referred to as TRO) and Lufthansa Technical Training GmbH, having its place of business at Weg Beim Jager 193, D-22335 Hamburg, Germany (hereinafter referred to as LTT) and Riga Aeronautical Institute, having its place of business at 1 Mezha Street, Riga, the Republic of Latvia (hereinafter referred to as RAI) and may be referred to as "Party" individually and as "Parties" collectively. WHEREAS TRO is a leading developer of software programs for interactive computer based training and simulation systems for the commercial airline industry. WHEREAS LTT is an established leader in aircraft maintenance training and the provision of consultancy services for the commercial airline industry. WHEREAS RAI was a premier aviation training organisation. Union and wishes to continue to be a leading provider of aviation and related training technologies in the Baltic states and the Russian federation using western technology. WHEREAS all Parties have common interest in entering into a marketing agreement whereby RAI will be assigned marketing rights to offer the individual and combined Products and Services of both TRO and LTT within the Baltic states and the Russian federation "The Territory". WHEREAS all Parties have common interest in entering into a license agreement whereby RAI will be entitled to use the Products and Services of both TRO and LTT in its Riga institute for the purpose of third party training. NOW, THEREFORE, the Parties agree that this Agreement shall take effect in four (4) phases as follows: 49 Phase 1 1.1 RAI, TRO and LTT have agreed to complete the amount of work specified in Phase 1 by 1 July, 1995. 1.1.1. According to the results of analysis made by RAI on 25 January, 1995 and additional information given on 28 February, 1995 concerning western types of aircraft in the Territory RAI, TRO and LTT will produce a business plan for the Territory identifying the training concepts, target clients, staffing levels (RAI, TRO and LTT), anticipated revenues, profit sharing, funding and timescales to implement phases 2 and 3 as outlined below. 1.2. RAI, TRO and LTT will produce a marketing plan for the Territory identifying the marketing activities for each Party and schedules for phases 2 and 3 as outlined below, including editorials, conferences, seminars, advertising literature and press releases. TRO_LTT_RAI-001 1 22 May, 1995 1.3.TRO and LTT will provide all necessary product information and training support to enable RAI to achieve the above. 1.4. All Parties shall work jointly to try to obtain funding from the World Bank or European Community to help establish phases 2 and 3. 1.5. As it was agreed in Riga on 28 February, 1995 for realisation of this Agreement, the Parties will make an administrative group with an authorised permanent representative from each Party. The leader of the group will be appointed according to the agreement between the Parties. 1.5.1. As it was stipulated in Riga Mr Willy Hafrom from Interactive Development a/s is proposed to take the leadership of the administrative group. 1.5.2. The rate of pay for Mr Willy Hafrom for work done in Phase 1 should be shared between RAI, TRO and LTT in equal parts, taking into account Mr Will Hafrom's point of view. 1.5.3. When moving on to Phases 2 and 3 and putting point 1.4 into practice, point 1.5 (1.5.1, 1.5.2 and 1.5.3) could be revised. Phase 2 2.1. RAI, TRO and LTT have agreed to complete the amount of work 50 specified in Phase 2 by 1 July, 1995 and not later. 2.1.1. RAI will assume marketing rights for the Products and Services currently available from, or subsequently developed by, TRO and LTT for an initial period of 2 years. 2.2. RAI will receive X% (to be agreed between RAI and TRO) of all sales revenues, generated by RAI, from the sale of TRO's Products and Services to airlines within the Territory during the period of this Agreement. 2.3. RAI will receive Y% (to be agreed between RAI and LTT) of all sales revenues, generated by RAI, from the sale of LTT's Products and Services to airlines within the Territory during the period of this Agreement. 2.4. RAI will be responsible for all of its own sales and marketing expenses associated with its sales effort for TRO and LTT's Products and Services covered under this Agreement unless agreed by the other Parties in writing. 2.5 TRO and LTT will provide RAI with ongoing sales, marketing and demonstration support and product literature throughout the period of this Agreement. TRO_LTT_RAI-001 1995 2.6. 2 22 May, To provide joint training activities for maintenance personnel, flight and cabin crews and to fulfil point 2.5 of this Agreement, TRO and LTT will train RAI's instructional and software support staff in TRO and LTT's Products and Services during phase 2 to the extent that RAI's staff are able to use TRO and LTT's Products and Services and are certified by TRO and LTT after successful completion of training. The list of aircraft that training will be provided for in RAI will be specified in a separate document. 2.7. 2.8. In conclusion the course should be assured by certificate. As required to meet the needs of third party customers RAI will, for an agreed compensation of either cash, products or services, or adjustment to profit share assist TRO and LTT in translating any of their Products and Services into the language(s) of the Territory. In every separate case the rate of payment will be agreed in written form. Phase 3 3.1. RAI, TRO and LTT have agreed to complete the amount of work specified in Phase3 during 2 years from the date of completing Phase 2, (1 July, 1995). 51 3.2. RAI will establish, subject to the market situation being positive, the capability within its Riga institute to use TRO and LTT's Products and Services under license. 3.3. TRO and LTT, having provided initial training to RAI staff; will continue to provide such training and support on an as needed basis by RAI and as available from TRO and LTT to fulfil its obligations for an agreed compensation of either cash, products or services, or an adjustment to profit share. 3.4. RAI will pay TRO $A to $B per student (to be agreed between RAI and TRO) depending on the number of students trained annually by RAI in its Riga institute using TRO's Products and Services. The rate of payment should be specified separately. 3.5. RAI will pay LTT $C to $D per student (to be agreed between RAI and LTT) depending on the number of students trained annually by RAI in its Riga institute using LTT's Products and Services. The rate of payment should be specified separately. 3.6. Phase 3 is targeted to end no later than 2 years after commencement of the program covered by this Agreement. Additional Terms 52 5.1 TRO and LTT support the proposal to include RAI training courses for western types of aircraft into the ICAO Training Directory with reference to this Agreement. 5.2 RAI, TRO and LTT considering it necessary to serve common interests will establish the necessary contacts with other appropriate entities in order to cover the complete spectrum of aviation training including but not limited to flight and cabin crew training. (-) 1. If the number of students in a group becomes lower the income is lower too, but the expenses for such group are reduced to insignificant extent (salary, operating etc). 2. The training of foreign students leads to additional problems for RAI related to provision of hostel, visa, scholarship etc. 3. Technical progress demands more expenses for new equipment implementation. 4. Charges for operating services usually increase when the training agreement with the students have already been signed and it is impossible to increase tuition fees.
