NOTICE OF MEETING
COMMISSION FOR THE ENVIRONMENT, CLIMATE CHANGE AND ENERGY
PLEASE NOTE – Effective from the start of the new 2010 mandate, the CoR has introduced a new
online system for the delegation of presence and voting rights and for the confirmation of
attendance. Members are therefore required to use the new online system in order to confirm their
presence at the meeting or to notify the secretariat of any delegation of presence to another member or
alternate under Rule 5(2) of the Rules of Procedure. The new online system is accessible through the
Members' Portal on the CoR main Website. The Helpdesk (+32-2-546-9697; email:
helpdesk@cor.europa.eu) will also be at your disposal to provide you with any assistance you may
need. The deadline for submitting a delegation of presence is at midnight on Sunday, 27 June
2010 (midnight before the meeting).

held at the Four Seasons Hotel Limassol (Four Seasons Ballroom) on Monday, 28 June 2010,
beginning at 9.30 a.m.

DRAFT PROGRAMME
Seminar "Promoting sustainable water management"
Limassol, Cyprus, 29 June 2010
EU water policy is, to the largest extent, delivered by the local and regional authorities in the EU.
Sustainable water management is at the forefront of their agendas, including the joint setting up and
implementation of river basin management plans, flood and drought management, water efficiency
measures, as well as providing clean drinking water and waste water treatment.
This seminar will look at policy strategies, projects and concrete actions towards achieving the good
status of ground and surface waters in Europe's regions and cities, as laid down in the EU Water
Framework Directive.
The three sessions of the seminar will focus on the latest developments of EU policy framework, as
well as identify successful examples across localities and regions in the EU in sustainable water
management, having as guests keynote speakers and experts in this field. The seminar will be
preceded by a study visit on 28 June to the Sewerage Board of Limassol-Amathus and demonstrate its
benefits for the city.

SESSION 1: Implementing the EU Water Framework Directive (WFD) –
upcoming challenges
This session will mainly take stock of the first series of WFD river basin management
plans to be completed by regions and Member States in 2009 from the EU
perspective. It will outline future priorities for local and regional authorities in
further WFD implementation.

SESSION 2: Managing scarce water resources
This session will provide an insight into using scarce water resources more efficiently
as well as into managing irregular rainfall a sustainable way. Participants will be
able to share experiences and discuss best practice in promoting water saving, fair
water pricing and operational flood and drought management.

SESSION 3: Ensuring water quality
This session will focus on key actions for achieving a high level of water quality in
Europe's regions and cities, concerning areas such as the quality of ground and
