For previous amendments see Note to Defence Determination 2011/1, 2, 3 and 4. 2 EXPLANATORY STATEMENT Defence Determination 2011/5 This Determination amends Defence Determination 2005/15, Conditions of Service (the Principal Determination), made under section 58B of the Defence Act 1903 (the Act). The following Chapters of the Principal Determination set out provisions for members of the Australian Defence Force (ADF). Chapter 13 sets out provisions dealing with short-term duty overseas. Chapter 14 sets out provisions dealing with relocating to or from long-term posting overseas. This Determination has two main purposes. To update a definition and a reference to business class ticket. This change is to reflect the new Whole of Australian Government (WoAG) travel contract. To update references to Defence Travel Services and clarify what they can assist a member with before the member leaves Australia for an overseas post. These changes reflect a departmental restructure. Clause 1 of this Determination sets out the manner in which this Determination may be cited. Clause 2 of this Determination provides that the Determination commences on the day after it is notified in the Government Notices Gazette. Clause 3 specifies that the amendment is made to the Principal Determination, as amended. Clause 4 amends the definition of 'business class' in clause 13.2.0A of the Principal Determination, which provides the definitions used in relation to member's overseas entitlements. The amendment updates the definition of a business class ticket to include the term 'or equivalent' to reflect the WoAG contract arrangements. These arrangements permit use of airlines that do not use Qantas' descriptions for fares. Clauses 5 and 6 amend clause 14.2.1 of the Principal Determination, which provides an overview of the provisions that are available in Chapter 14 Part 2 for members before leaving Australia for an overseas post. These changes reflect a departmental restructure. Clause 5 amends the note by updating the contact area from 'Defence Travel Services' to 'Integrated Travel Solutions' and clarifying what Integrated Travel Solutions can assist the member with before departure. Clause 6 amends a cross reference from 'Defence Travel Services' to 'Integrated Travel Solutions'. Clause 7 amends the note in subclause 14.4.6.1 of the Principal Determination, which describes the types of air travel members are entitled to for a long-term posting. The amendment includes the term 'or equivalent' to reflect the WoAG contract arrangements. Criteria are provided for the exercise of discretions under the Principal Determination, as amended by this Determination.
