Checklist for Other Organisations/Companies
Phase Two of E-Textbook Market Development Scheme (EMADS)
Notes for Applicants –
1.
One application form should be used for one subject set covering one Key Stage
(KS) in one language only. If applicants wish to apply for the EMADS to develop
more than one subject set or in more than one language for the same subject set,
please submit separate application forms.
2.
Please make sure you have submitted the following documents in your application
for the EMADS.

1. Completed application form in DUPLICATE
2. Two certified true copies of Applicant’s relevant registration documents (including Business
Registration Certificate, Certificate of Incorporation, Memorandum and Articles of Association
and latest annual return obtained from the Companies Registry, whichever appropriate)
3. Two copies of a SEPARATE (i.e. not included as part of the application form) descriptive outline
of the set of e-textbook delineating the curriculum objectives, content and pedagogy design of the
whole subject set in accordance with the requirements as set out in the Key Learning Area
curriculum/subject guide/supplementary information concerned
4. Two copies of a SEPARATE (i.e. not included as part of the application form) descriptive outline
of the use of e-learning technology for the set of e-textbook with some illustrative examples,
showing how to use appropriate e-learning technology for enhancing learning, a description of
the pedagogical rationale on why the technology solution is appropriate and a description of how
the technical specifications of items (1) to (9) mentioned in Section III of the Application Form
are to be implemented

5. Eight SOFT copies of a real sample (without bearing any identity of the Applicant) of e-textbook
chapter/module for a certain topic equivalent to about 3-4 hours of curriculum time on static
storage media, such as CD, DVD, USB thumb drive, that can be accessed offline on common
desktop computers. This sample chapter/module shall serve to illustrate some or all of the
technical specifications as outlined in Section III of the Application Form
6. Two copies of a sample printout of e-textbook chapter/module generated by the print-on-demand
function of the e-textbook for item 5 above, together with the corresponding part of the teacher’s
handbook akin to the free teacher’s handbook for printed textbooks for the reference of teachers
7. Two copies of curriculum vitae within a single A4 page of each key team member to demonstrate
the possession of the knowledge and expertise in the subject content, knowledge and expertise in
curriculum, pedagogy, assessment and/or teacher education, knowledge and expertise in
publishing electronic resources and knowledge and expertise in sharing technology and
pedagogical knowledge of the development team

The e-textbook shall be accessible with a multitude of common computing
devices such as desktop/laptop computers, mobile computing devices.
(e-textbook residing only on proprietary hardware and/or software will
NOT be accepted.)
The e-textbook shall be accessible with common contemporary operating
systems such as Microsoft Windows 7, Windows 8 and up, Mac OS X 10.6
and up, iOS 7.0 and up, Android 4.2.2 and up. The e-textbook shall also be
compatible with common screen readers.
The entire e-textbook shall be capable of being used online with a
computing device using free-of-charge application software package(s)
such as the following contemporary browsers: Internet Explorer Ver. 10
and up, Google Chrome ver. 28.0 and up, Firefox ver. 22.0 and up, Safari
ver. 6 and up.
Appropriate content including users’ annotations/note-taking and
highlighting etc. of the e-textbook shall be capable of being downloaded to
a computing device for offline reading with free-of-charge application
software package(s).
Single sign-on account experience across all e-textbooks shall be made
available to users.
Consistent and intuitive navigation of content shall be provided.
The following features to facilitate navigation and search within the same
set of e-textbooks shall be available.

For browser-based e-textbooks, full keyboard operation shall be
supported

On top of the Table of Contents at the beginning of the e-textbook,
links to the Table of Contents, location of current page, the next and
the previous page buttons shall be visible on all screens

Full text search function with simple search box shall be displayed
on all screens

Hypertext of key topics/terms within the e-textbook shall be
available and represented in understandable labels; alternative text
for buttons, images and other non-text elements shall be available

Index shall be available

For browser-based e-textbooks, proper heading structures by
marking headings in markup languages shall be deployed
Consistent and intuitive layout of content shall be deployed with:

Adjustable font size

Content to fit into one page for easy reading, with suitable layout for
icons / buttons aligning not too close together where applicable

Optimize screen resolution for common desktop and tablet
computers (currently 1024x768), and with reasonable quality after
zooming to 200%.

Availability of POD function incorporated for users to create one or
multiple hard copies of the primary reading materials. The deployment
of POD is based on sound pedagogical underpinnings. The text on POD
shall be searchable.


labels / synopsis where available.

Applicants shall fill in the corresponding levels of the KS covered (for KS1, Level 1 is Primary 1, Level 2 is Primary 2, Level 3 is

listed on the Recommended Textbook List (RTL) on the Education Bureau (EDB) website during the vetting process.

Government Disclaimers
1. Whilst the information provided by the Government in the Application Form and in the Guide has been
prepared in good faith, it does not claim to be comprehensive or to have been independently verified.
Neither the Government, nor any of its officers, agents, advisors or members of the Steering Committee,
accepts any liability or responsibility as to, or in relation to, the adequacy, accuracy or completeness of the
information contained in the Application Form, the Guide or any other written or oral information which is,
has been or will be provided or made available to any Applicant; nor do they make any representation,
statement or warranty, express or implied, with respect to such information or to the information on which
the Application Form or the Guide is based.
Any liability in respect of any such information or any
inaccuracy in the Application Form or the Guide or omission from the Application Form or the Guide is
expressly disclaimed.
Nothing in the Application Form, the Guide nor in any other written or oral
information which is, has been or will be provided or made available to any Applicant should be relied on
as a representation, statement or warranty as to the intentions, policy or action in future of the Government,

2. The submission of any proposal by an Applicant shall be taken to be an acceptance of the terms of the

3. The invitation for submission of applications under the EMADS does not constitute any offer nor does it
constitute the basis of any contract which may be concluded in relation to the EMADS or the carrying out
of and completion of any e-textbook.
4. Each Applicant should make its own independent assessment of the proposed terms of the EMADS after
making such investigation and consulting its own professional advisers and taking such other advice as may
be prudent in order to assess the risks and benefits in respect of any financial, legal, tax and other matters
concerning an e-textbook project.
5. The Government reserves the right, without prior consultation or notice, to change the proposed terms of
the EMADS. The Government also reserves the right to terminate any or all negotiations in its discretion
before executing any binding contract with a successful Applicant.

Personal Information Collection Statement
Purpose of Collection
1. The personal data provided in the application form will be used by the Steering Committee on the
Selection, Quality Assurance and Review of the EMADS (“Steering Committee”), its relevant
sub-committees, the Subject Vetting Panels, the Pricing and Implementation Panel and the EMADS
Secretariat for the purpose of assessing applications to the EMADS.
For successful applications,
such data will also be used for project monitoring, publicity and dissemination purposes as
appropriate.
2. The provision of personal data in this application form is voluntary.
The lack of certain information
may affect the assessment of the application.

3. Personal data provided in this application may be disclosed, if necessary, to the Education Bureau,
other Government departments, expert reviewers, monitoring members of the projects and other
people concerned.
Access to Personal Data
4. Applicants have the right to access and correct the personal data provided in accordance with Sections
18 and 22 and Principle 6 of Schedule 1 of the Personal Data (Privacy) Ordinance (Cap.486). Their
right of access includes the right to obtain a copy of their personal data provided in the application
