1. Introduction

1.1 General principles covering the use of manufacturers' test laboratories for the purpose of third party assessment and certification are given in OD-CB 2027.

1.2 In WMT, a representative of an accepted CBTL witnesses, on behalf of a NCB, all tests performed by a manufacturer’s laboratory, which uses own test equipment. It is a requirement that the CBTL employing the laboratory staff is accepted for the particular standard for which tests are being witnessed and that the laboratory staff has the relevant competence and expertise for that standard.

2. Concept

WMT is a procedure by which, at the request of an NCB, personnel from a

CBTL are present to observe (“witness”) all tests carried out by manufacturer’s staff at the manufacturer’s laboratory, which is under contract to the CBTL.

CBTL personnel are responsible for the completion of the IECEE Test Report.

However, the decision to conduct WMT must be agreed beforehand by the relevant NCB.

3. Responsibilities

3.1 Responsibilities of the NCB

The NCB through which the CBTL operates in the IECEE Schemes is responsible for:

- training of the CBTL in the Procedures which apply to WMT in the

IECEE Schemes; assessment and acceptance of the Quality Procedures of the CBTL applicable to the operation of WMT procedures;

- review of documentation held by the CBTL covering the assessment of the WMTL facilities and the contractual arrangements for Witnessed

Testing;

- registration of the laboratory as a WMTL with the IECEE Secretariat, and the maintenance of the correct details in the register; issue of CB Test Certificates covering the test reports, once the WMTL is registered;

3.2 Responsibilities of the CBTL

The CBTL wishing to use the WMT Procedure for a test programme is responsible for:

- having ISO/IEC 17025 QMS Procedures which adequately cover all

- aspects of working off-site; auditing its quality system to ensure the correct application of off-site work procedures; assessing the facilit ies and equipment of the manufacturer’s WMT laboratory; ensuring the presence of CBTL’ staff at the manufacturer’s laboratory during testing and defining their role in relation to the manufacturer’s

-

-

- personnel who prepare and carry out the tests; assessing the competence of manufacturer’s personnel to perform the required tests; concluding with the manufacturer a contract or an agreement that describes the activities of the WMT laboratory and the manufacturer’s responsibilities; all aspects of the tests carr ied out by the manufacturer’s laboratory during

Witness Testing, and the content of the subsequent test report;

3.3 Responsibilities of the Manufacturer’s Laboratory

The manufacturer’s laboratory used by the CBTL for Witness Testing is responsible for:-

- demonstrating that the facilities are in compliance with all relevant requirements of ISO/IEC 17025 and the IECEE Schemes’ requirements; appointing an appropriate person to be responsible for the facilities and/or

- services provided to the CBTL; ensuring that all tests are carried out in accordance with the applicable technical requirements and the instructions of the attending CBTL staff;

4.2 The following document applies to the operation of the CBTL and to the manufacturer’s laboratory facilities used in the application of WMT:-

- ISO/IEC 17025 General Requirements for the

Competence of Testing and Calibration

Laboratories.

5. CBTL Procedures for Witness Testing

5.1 The CBTL shall agree with the responsible NCB on its intention to use WMT

Procedures before the task is accepted. The NCB shall ensure that WMT is used in accordance with this Procedure.

5.2 The CBTL shall have ISO/IEC 17025 QMS Procedures covering all aspects of working off-site, including:

- assessment of suitability of the manufacturer’s test facilities and test equipment in accordance with ISO/IEC 17025, and in particular:

- control of environmental conditions at the laboratory, stability of electrical power supplies, availability of acceptable test equipment and trained staff, test equipment calibration; arrangements for periodic auditing of its own off-site operations and reassessment of the manufacturer’s testing facility.

5.3 The CBTL shall have a contract or agreement in place covering:

- the facilities and services being supplied by the manufacturer’s laboratory; use of data generated, including laboratory records the supervisory role of the CBTL’s staff, and the right to audit and/or reassess the facilities

6. Conduct of Witness Testing

Under WMT, testing is carried out by the manufacturer’s personnel but full responsibility for the testing rests with the CBTL. Qualified staff of the CBTL shall be present whenever tests are conducted, and shall supervise, check, and witness all critical aspects of the tests. This includes but is not limited to:

- preparing a product test plan and providing it to the manufacturer’s

- laboratory; checking the test set-up, instrumentation and the relevant calibration; directing proper placement and attachment of thermocouples; witnessing the final data acquisition or read-out and conducting its validation where necessary.

7. Notification to the IECEE Secretariat

7.1

NCBs wishing to register, on behalf of a CBTL, a manufacturer’s testing facility for recognition within the IECEE Schemes a under the WMT Procedure, shall inform the IECEE Secretary by submitting completed Annex A of this procedure and confirming that records of assessments are available for scrutiny if required.

NCBs shall also inform the IECEE Secretary when the agreement with WMTL changes or if it is cancelled.

7.2 The IECEE Secretary shall keep the record (OD-CB 2019) duly updated giving details of facilities accepted within the IECEE Schemes and operating in accordance with this Procedure.

8. Assessment, Auditing and Verification of Competence

8.1 Responsibility for the in itial assessment of the manufacturer’s test facility rests with the CBTL. Additionally, at each visit to the manufacturer’s laboratory for

WMT, the initial assessment results shall be re-validated to ensure the ongoing suitability of the facility. Both the initial assessment and any re-assessments are to be documented, and the documentation shall be available for audit by the NCB and for scrutiny at any subsequent IECEE Scheme re-assessment of the CBTL.

8.3 During the IECEE Scheme re-assessment of the NCB, the responsibilities of the

NCB in respect of any WMT arrangements of its CBTLs shall be reviewed.

9. IECEE Test Reports and Test Certificates

9.1 Test Reports prepared by a CBTL using WMT arrangements shall record the details of the manufacturer’s laboratory used, and indicate what tests have been carried out by the manufacturer in the section “General Remarks”.

9.2 When IECEE Test Certificates are based on testing using WT arrangements, a reference to the use of WMT shall be included under “Additional Information”.
