The service is intended to demonstrate the results of testing performed in accordance with IEC 62321 via a Statement of Test Results. This service is restricted to testing for the presence of the following hazardous substances: Cadmium (Cd) Lead (Pb) Mercury (Hg) Hexavalent Chromium (Cr(VI)) Sum of PBBs Sum of PBDEs The IECEE Hazardous Substance Testing Service (HSTS) is m ost suitable for components and materials and is not meant for end products. 2 Normative References The following publication contain provisions which, through reference in this text, constitute modification of these Rules of Procedure. Part I: Scheme of the IECEE for Mutual Recognition of Test Certificates for Electrotechnical Equipment and Components (CB Scheme). 3 Definitions For the purpose of this publication, the definitions of IECEE Definitions apply with the following additions: HS IECEE HS Service Statement of Test Results Hazardous Substances IECEE Reporting Service for Hazardous Substances A Statement of Test Results (STR) is a document issued by an NCB in conjunction with the attached HS Test Report, that one or more specimens were tested according to the relevant requirements of applicable standard(s) and that the specimens were found to contain the levels of hazardous substances identified. –4– 4 IECEE OD-2054 © IEC:2014(E) Rules The Hazardous Substances Testing Service (HSTS) is operated following the same basic rules of the CB Scheme as specified in IECEE 02 Part 1 and its related Operational Documents (ODs) and Administrative Documents (ADs) with the following additional considerations. In addition, the following apply. 4.1 Participation Participation in the Statement of Test Results (STR) service is for Issuing NCB s only. As the result of testing is a demonstration of test results in accordance with IEC test methods, Recognizing NCBs do not apply. Members and other interested stakeholders may determine the suitability and potential further use of such results. As a result, specification of National differences is not applicable . 4.2 Deliverables The deliverables for this service include a Statement of Test Results (STR) and a Test Report. The results are incorporated into the IECEE HSTS online database. Statement of Test Results (STR) A Statement of Test Results (STR) is a document issued by an NCB in conjunction with the attached HS Test Report, demonstrating that one or more specimens were tested according to the test methods specified in the applicable standard(s) and that the specimens were found to contain the stated levels of hazardous substances identified. . A STR can cover only tests methods contained in a standard accepted for use in the IECEE, and, is not suitable for the purpose of demonstrating compliance to a requirement that includes specific pass/fail criteria. Upon issuance of an STR, the NCB is responsible for adding the information in the IECEE online system. The contents to be entered are s pecified by the system. Note: Not all content entered by the NCB is available on the public facing side of the system. The format for the Statement of Test Results shall be administered by the IECEE Secretariat and any revisions approved by the CMC. The template for issuing STRs is provided as Annex I . Hazardous Substance Testing Service (HSTS) Online Database The Hazardous Substance Testing Service (HSTS) online database is administered by the IECEE Secretariat with test results submitted for inclusion by the NCB. The results reflect a partial view of the details of the officially issued Statement of Test Results (STR). 4.3 Expert Task Force (ETF) Based on the needs for specific technical expertise for this service, a CTL ETF for HSTS shall be maintained. 4.4 Proficiency Testing Program A proficiency testing program shall be provided specific to HSTS and administered in accordance with CTL OP 103.
