WARRAGUL & DISTRICT CRCKET ASSOCIATION BY-LAWS 2011/12 1) REGISTRATION OF PLAYERS a) It is the responsibility of the club to establish the eligibility or otherwise of a player before they participate in their first match. b) To be eligible to participate in matches organised by the WDCA a player must be registered on the approved WDCA Internet scoring/registration media outlet by the end of the day on which they first play. c) When a player registers with a club that registration will remain current and binding until they are legitimately cleared to play for another club or they do not play with that club for two complete seasons. d) Registration with the WDCA will be rejected if one or more of the following apply: i) A player seeks registration after December 31st, having already played in another Association during that season and has not significantly changed their residential address. ii) A player is banned from playing in another Association for any reason. iii) A player who commences the current season in the WDCA, then plays in another Association within Region 7, then seeks to return to the WDCA. (This does not apply to a player who plays VCA Premier of Sub-District cricket. However they must return to the WDCA and be properly registered by December 31) iv) When the WDCA Executive deems that a particular registration should be rejected for any reason. e) A club allowing a player who is not registered with the WDCA to play in a match will receive a fine of up to $100 and/or loss of all points (match, bonus and percentage) in that grade in that round. 2) TRANSFER OF PLAYERS BETWEEN WDCA CLUBS a) All players’ clearances within the WDCA shall be submitted using Internet scoring/registration media outlet. the approved WDCA b) A written clearance application must also be submitted to the registrar/recorder. The association can over turn any clearance if the written application has not been received by the register/recorder with in 14 days after clearance application date on website. c) Internal WDCA Clearance applications will only be accepted by the WDCA from the 1st of July until the 16th of December each season. d) The applicant’s current club must deal with a clearance application within fourteen days of the date the application was submitted. Failure to do so will result in the player being automatically cleared by the WDCA. e) Where a player’s current club rejects a clearance application, the player may reapply. If the current club rejects the application again, the player may appeal in writing to the secretary of the WDCA. The WDCA appointed Tribunal would then make a ruling as to whether the clearance shall be granted. Financial, clothing and club money (Raffles) are the only valued reason to refuse clearance, note Bar tabs are not an excuse to refuse f) A list of non-financial players is to be forwarded by each member club to the WDCA secretary by the 31st of (August) each year. The association shall not clear any players appearing on this list until the outstanding debt is paid to the club. g) The list of players from 2-f) must also be submitted to the Region 7 Secretary by September 1 every year, 3) TRANSFER OF PLAYERS BETWEEN REGION 7 CRICKET ASSOCIATIONS AND DISTRICT CRICKET CLUBS a) All player clearance applications within Region 7 shall commence on July 1 st and cease on December 31st. b) Clearances are required for all players who wish to transfer from one Association Club to another Association Club within Region 7 when that player has played in a Region 7 Association in the previous or current season. c) The Secretary of the Association, which registers such player, is required to bring the player’s name to the attention of the secretary of his previous Association so that a check on the player’s financial status can be determined. d) A financial player shall be automatically cleared to play with that player’s Club of choice in a new Association unless it is proven that such player has a legal contract to play with the previous Club. e) Financial Status A player shall be deemed to be financial if; i. The membership fee and other legitimate subscriptions due in any given season have been paid. ii. Raffle ticket money collected on behalf of the Club in any given season has been paid to the Club. iii. Payment for Club apparel provided by a Club in any given season has been made. f) For a player to be deemed non financial from a previous season, the player’s name must appear on the list of that Club’s non financial members. For the list to be valid, it must state the nature of the debt and be registered with that Club’s Association secretary by September 1st in any given year. i. Players whose names do not appear on such list will be deemed to be financial. ii. A non financial person must pay all outstanding debts before the player can be cleared and registered to play for a new club in a different Association. Where a dispute arises under any of the above, a) to g), the matter shall be referred to the VCCL – Region 7 Member Protection Officer. g) A fine of $400 will be imposed on those Associations who do not comply with the Region 7 procedures in relation to player clearances within Region 7. h) A person who changes their abode is exempt from rule a) that governs clearance deadlines. i) Region 7 Clearance form Player transfer letter for use in Region. Attention; (Name As appropriate) Association Secretary (Players name) who last played cricket with the (previous club name) cricket club in season (as appropriate) has applied to join the (new club name) cricket club. Could you please confirm that the player concerned is financial at his old club, has no legal obligation to play at his old club and is not currently under suspension with the club or your Association? Thank you (Gaining) Association Secretary CC: Region Secretary j) Premier Cricket Players Players may be granted permission to play with a Premier Club’s first, second, third or fourth XI on a trial basis for a maximum of six playing days in one season only and maintain their status as a Regional player. Where a player plays more than six days in a season, the player concerned must produce a statement from the Premier Club to the affect that he is no longer a required player by that club before he can reregister with an Association within Region 7 in that season. Note: Law j) does not pertain to players deemed to be under 18. That is, an under 18 person is eligible to play for his “Club and Association of Origin” on an availability basis without reference to the above law at any time. 4) SENIOR PERMITS a) A permit may be granted to a player who requests in writing to play with another club when: b) They wish to play Division 1 whilst currently playing with a club that does not have a Division 1 team. Unless formally cleared this player is ineligible to play finals. c) HARDSHIP RULE – i) If a club has a shortage of players a permit maybe permitted for a player to play for another club in their lowest grade even after the close of clearances, player’s ability will be taken into account. ii) PROCESS, apply through WDCA Secretary or appointed officer, the club in which player is registered too has the final say. iii) This player will not be able to play in any other grade bar the lowest team of the club he is being permitted too iv) All games he has played under permit will not count as games played for either club towards qualifications v) The Club with shortage of players MUST prove to the WDCA that they have exhausted all avenue, this rule is designed to give 2 teams a game of cricket vi) In the event of death, serious accident/injury during a round of cricket a club can apply for a substitute player through the WDCA Executive, a comparable replacement player will be submitted to WDCA for approval 5) GRADING OF TEAMS a) Clubs team nominations will be allocated to divisions by the discretion of WDCA Executive each year, all clubs have the right to field at least one team in the top two Divisions, in the event of a club wishing not to field a team in the top two divisions they must apply to the WDCA Executive for an exemption on grounds of hardship; b) Teams shall be promoted to the next highest division if it wins the grand final per rule 5 c). Should there already be a team from that club in that division, and this club chooses to stay down, the right to promotion shall pass to the club who finished on top of the ladder at the end of the home and away season. Should that be the same team that won the grand final then there shall be no promotion from that division unless the WDCA Executive sees fit to do so. c) The team finishing on the bottom of the ladder shall be relegated to the next lowest division per Rule 5 d. d) The promotion and relegation of teams shall only apply between Divisions 1 & 2; and 3 & 4. Promotion or relegation between any other divisions shall be at the discretion of the WDCA Executive. e) The WDCA Executive may at any time waive promotion and/or relegation for the good order of the WDCA. f) Where a club has excess teams entered per WDCA divisions; the WDCA Executive preferred option is to place them in the lowest division. g) Clubs may field more then one team in a higher division; however qualification rule 17d must strictly be adhered too as set out by the WDCA, final say remains with the WDCA Executive. 6) GROUNDS a) All clubs must ensure that their home grounds are booked for the whole of the season (October to March), including semi-finals and grand-finals. Where a ground is unavailable at any time during the season, the WDCA secretary must be informed at the earliest possible date. b) All matches are to be played on a type of pitch approved by the WDCA Executive and clubs shall improve their standard of ground and/or pitch when directed to do so. c) Pitches on all grounds must be uncovered no later than two weeks prior to the season’s first scheduled day of play. d) Boundary markings where obstacles come into play (3 metre rule) i) All grounds that have fencing must have boundary line marked 3 metres inside fencing, ii) Objects eg Goal/behind posts, coaches boxes, Roller must not be any closer then 3 metres from boundary line iii) Grounds with steep banking or declines must a marked boundary line 3 metres in from these occurrences iv) Boundary lines can be marked by a painted line or plastic cones, no pegs are to be used at any time if no painted line is used with cones then the boundary is a direct straight line from cone to cone e) A broom, squeegee, and sawdust must be provided by the home clubs. Umpires may request the use of any of the above at any time. Batsmen may request the use of any of the above at reasonable intervals. f) A first aid kit must be supplied by the home club. 7) TURF WICKETS a. Rolling of Turf Wickets: No rolling of a turf wicket will be allowed during the course of the day’s play, except for not more than seven (7) minutes during the ten (10) minute break for the change of innings, if the side coming into bat so desire. b. The use of covers prior to a match: It is the responsibility of the home team to lay the covers by dusk on the day preceding the match unless threat of wet weather then Thursday night wicket should be covered. The use of underlay material shall be optional but its use shall be the same period prior to each day. At all other times the “curator” shall be permitted to use the covers at his discretion to obtain the best possible conditions for play on match day. The WDCA Executive Committee shall have the power to waiver these provisions and instruct the clubs, shall not be laid on any specific day. c. Removal of covers on match day: In good conditions the covers shall be removed no later than 8:30am. Otherwise, removal shall be at the discretion of the “curator” having regard for prevailing weather conditions and maybe relayed if necessary. d. Umpires control of covers: The umpires shall assume control thirty (30) minutes prior to the scheduled start of each days play and make all decisions regarding the use of covers until the end of the day. e. Labour for laying and removal of covers: Until the scheduled starting time the home club shall provide any labour required for the laying or removal of the covers. After that time, both sides shall assist with the laying and removal of the covers as directed by the umpires. f. Balls: Four piece balls MUST be used on all turf wickets for cricket in the WDCA 8) PROGRAM OF MATCHES a) The season shall commence on the first Saturday in October, and shall conclude at the completion of the grand-final, which shall be held no later than the last Sunday in March. b) Matches will be scheduled in divisions 1 to 4 consisting of 8 teams, the lowest division, may have any number of teams as decided by the WDCA Executive; the Executive may increase divisions at its discretion per season. c) The Executive shall schedule all matches in all grades and no club can alter these arrangements unless a request has been approved by the Executive. Where a club wishes to seek approval to alter the scheduled date, time or venue of a match the request must be made in writing to the Secretary of the WDCA prior to the Executive meeting preceding the match in which the alteration is proposed. d) Where it is deemed there are exceptional circumstances, the WDCA Executive may waive the above requirement. 9) RECORDING OF RESULTS a) The WDCA shall use the approved WDCA Internet scoring/registration media outlet. b) As the official recording system for results of all matches. The following timeline shall be adhered to for all data entry on the system: c) A minimum of 11 players must be entered in each team by 9.00 am on the first morning of each match. Any change to the team entered on the approved WDCA Internet scoring/registration media outlet must be made within 3 hours of the scheduled completion of the first days play; d) The home club must enter the match score and result (where applicable) within 2 hours of the scheduled completion of that days play; e) The away club must either confirm or dispute the result entered by the home club by 11.00 am on the day following the completion of that match; f) Clubs must enter complete player scores by 11.00 am on the day following the completion of each days play. g) Failure to comply with any of the deadlines above, without a satisfactory reason, shall incur a $15 fine for each breach. 10) POINTS AND LADDER POSITIONING a) Ladder positioning shall be determined by the highest amount of match points and percentage in that order. b) Match Points Match points shall be awarded according to the following table: Seniors Outright win on first innings points Juniors Outright win on first innings points Outright win if first innings is a tie First innings win Outright win if behind on first innings Any subsequent scheduled bye Outright tie Final innings lead if subsequently beaten outright 10 points 6 points 8 points 6 points 6 points 6 points 5 points 4 points Drawn or abandoned match 3 points First innings tie 3 points Outright loss after first innings tie 2 points First scheduled bye 0 points c) Percentage i) Percentage shall be calculated by the following formula: Runs Scored Runs Conceded Divided By Wickets Lost Wickets Taken ii) If a team declares or has its innings compulsorily closed, it shall be deemed to have lost the number of wickets, which have actually fallen. iii) If a forfeit occurs where no play has taken place, then the forfeiting team is deemed to have lost 10 wickets for no runs scored. iv) If a forfeit occurs during the second innings of forfeiting team-batting innings then all 10 wickets will be deemed to have been lost. v) If a forfeit occurs in a partly completed match, the Executive shall determine the percentage. 11) FORFEITS a) Any club which is unable to participate in a match must advise both the opposing club and the WDCA secretary before 9.00 am on the day of the match. b) A side which has less than seven players in attendance and available to participate 30 minutes after the scheduled commencement time of the match shall forfeit that match. c) Should late arrivals delay the start of a match, the team deficient in numbers will incur a penalty of one run per minute after the scheduled starting time. d) The team whose player deficiency necessitates a delayed start by ten minutes or more shall forfeit their right of involvement in the coin toss and the opposing side shall decide to bat or bowl. e) Where a club must forfeit a match, it must forfeit their lowest grade. Should this not be the case, any lower grade teams will be deemed to have forfeited also. 12) EXTREME WEATHER- SENIORS a) Wet Weather i) The “Extreme Weather Committee” shall be responsible for the decision to cancel a complete round of cricket. ii) A representative of the “Extreme Weather Committee” shall contact the secretary of the WDCA before 10.30 am to inform them that the days play has been cancelled. iii) The secretary shall cause notification of the cancellation to be posted on the WDCA website before 11.00 am and contact local Radio Station, number to be confirmed before every season. b) Hot Weather i) The “Extreme Weather Committee” shall be responsible for the decision to cancel a complete round of cricket. ii) The members of the “Extreme Weather Committee” shall check Melbourne and surrounding temperatures on the Bureau of Meteorology website, RAAF Base Sale and the local temperatures through the Weather Watch link on WDCA website. iii) After attaining 3 readings add together and then divide by 3 to obtain average Temp iv) In the event of the forecast for that day’s temperature exceeding 38 degrees Celsius a member from the “Extreme Weather Committee” shall contact the WDCA Secretary to inform them what the average is and cancel the appropriate divisions that the days play has been cancelled. v) The secretary shall cause notification of the cancellation to be posted on the WDCA website before 11.00 am. and contact local Radio Station, number to be confirmed before every season. 13) EXTREME WEATHER- JUNIORS c) Wet Weather i) The “Extreme Weather Committee” shall be responsible for the decision to cancel a complete round of cricket. ii) A representative of the “Extreme Weather Committee” shall contact the junior secretary of the WDCA before 7:45 am, at the latest to inform them that the day’s play has been cancelled. If a decision on the juniors can be made by 9:00 pm the evening prior to the match than an earlier cancellation of the day’s play may take effect. iii) The secretary shall cause notification of the cancellation to be posted on the WDCA website before 8.00 am. d) Hot Weather i) The “Extreme Weather Committee” shall be responsible for the decision to cancel a complete round of cricket. ii) The members of the “Extreme Weather Committee” shall check Melbourne and surrounding temperatures on the Bureau of Meteorology website and also check local temperatures through the Weather Watch link on WDCA website. iii) In the event of the forecast for that day’s morning temperature exceeding 38 degrees Celsius a member from the “Extreme Weather Committee” shall contact the WDCA Junior Secretary by 7:45am to inform them that the days play has been cancelled. If a decision on the juniors can be made by 9:00 pm the evening prior to the match than an earlier cancellation of the days play may take effect. iv) The secretary shall cause notification of the cancellation to be posted on the WDCA website before 8.00 am. 14) PLAYER MOVEMENT BETWEEN GRADES a) A player may only drop down one (1) grade within his club between consecutive home and away matches. NOTE; where the WDCA abandons a entire round of cricket that Round will not count as round played eg, Round 6 played Round 7 abandoned then Round 6 & 8 become consecutive rounds. b) When a club has a bye in any grade other than its lowest grade, a maximum of two (2) players who played in the previous round in that grade may play in the following round with a lower graded team, forfeit games count as a game played when this occurs the club forfeited to must enter a selected side, the score recorder will then lock game. c) This rule shall not apply to a junior player who has participated in a match under the Junior Substitute Rule (Two Day Match Playing Conditions - Rule 7 & 8) d) This rule shall not apply to a player who did not play in the previous round, however clubs with more then 3 graded teams this player can still only drop back one grade at a time eg, Played Div 2 round 6, missed round 7, then Round 8 he can play in either Div 3 or 4 but not Div 5. e) The WDCA Executive has the right to regrade any player, whose ability they feel is playing cricket is an inappropriate grade of cricket, age and fitness will be taken into account this rule will apply to clubs lower grades. 15) OVER LIMITS FOR UNDERAGE BOWLERS OF MEDIUM AND FAST PACE a) Bowlers of medium pace or faster, as determined by the umpire, are broadly defined as those for whom the wicket keeper would normally stand back or any bowler who is not considered to be a spinner. b) A player’s age shall be determined as that at September 1 preceding that season and the appropriate bowling limitations shall apply to that player for the entire season regardless of the age group or level of competition being played. c) Bowlers shall be limited to a maximum of consecutive overs in any one spell and to a maximum daily quota as follows: Age Group (Consecutive Overs) Age Group (Daily Quota) A Under 19 8 Under 19 20 B Under 17 6 Under 17 16 C Under 14 & 16 6 If Bowled in morning Maximum Seniors 12 D Under 14 & 16 6 Only if not Bowled Maximum Seniors 16 Note in regards to C & D. C is calculated if player has bowled 4 or more overs in the morning; D is if the bowler has not bowled more then 4 overs that morning d) A part of an over bowled under the provisions of Law 22.8 shall be treated as one full over in the limit for that underage bowler. e) Break Between Spells: i) The break between spells shall be a minimum of 60 minutes in a match of two or more days and 30 minutes in a match of one day, including scheduled intervals and any unscheduled breaks in play. ii) A bowler who has bowled a spell of less than the maximum spell permitted (for their age as defined in 16.c) may resume bowling prior to the completion of the necessary break but this shall be considered an extension of the same spell and the maximum spell limit for that age of player shall still apply. Following the completion of the extended spell, the normal break between spells as in 13.e.i shall apply with the break within the spell to be disregarded. iii) If a change of innings occurs, and a bowler commences bowling in the new innings within 60 minutes of bowling in the previous innings, this shall be considered an extension of the same spell and the maximum spell limit and daily limits for that age of player shall still apply. iv) If any break in play or the end of a day's play results in an over not being completed then that part of the over bowled after the break shall constitute one over for the purposes of calculating the bowler's spell and daily limit. If this over is completed at the start of a new day the over shall be considered the first over of a new spell for that bowler and the first over of the new daily limit. f) Change of Bowling Type i) If a bowler begins with medium pace or faster and changes to slow bowling during a day's play that bowler remains subject to the playing condition throughout the day. ii) If a bowler begins with slow bowling and changes to medium pace or faster the playing condition applies from the time of the change, and any overs bowled prior to the change shall not be taken into account in either the current spell or the daily limit. g) Notification of Age i) Captains must notify the Umpires on the team sheet for the match those players to whom this playing condition applies and the ages of such players. ii) All U14 and U16 players MUST bring along WDCA playing slip signed and dated by Under age Coach/Manager or grade captain stating how many over’s that player has bowled in the juniors that morning. Failure to do so will result in player being unable to bowl medium or fast bowling. iii) If a player has handed in false documentation the under age player/s regardless of the competition level a penalty shall be determined by the WDCA Executive Committee. h) Responsibility of Captains and Umpires i) It is the responsibility of the Captains and Umpires to ensure that this playing condition is upheld. ii) Where Umpires become aware of breaches of this playing condition they are to direct the Captain to take the bowler off forthwith and if an over is in progress another bowler is to complete the over. That bowler must not have bowled the previous over, and shall not bowl the subsequent over. iii) Should a dispute or uncertainty regarding the application of this playing condition occurs during play the Umpires/Captains shall make the final decision on its application based on information available from the Scorers or other sources. i) Penalties for bowling in excess of the number of overs permitted per spell or for daily limits by under age players regardless of the competition grade/division shall be determined by the WDCA Executive Committee 16) CLOTHING REGULATIONS a) Playing Shirts Shall be collared, either standard or polo style, and shall be plain white/cream, save that coloured piping shall be permitted subject to the following restrictions: i) Piping is restricted to 0.5cm in width. ii) Only one colour of piping is permitted on any shirt. iii) Piping is restricted to the edge of the collar, shirt seams and cuffs. iv) The collar may be of a plain colour other than white/cream. b) Sweaters Shall be plain white/cream save that coloured piping and stripes are permitted subject to the following restrictions: i) Piping is restricted to the 0.5cm in width ii) Only one colour of piping is permitted on any sweater iii) Piping is restricted to the sweater arms iv) Stripes in team colours are permitted to be carried around the wrist cuffs, waist and neck (traditional v-shape) c) Trousers Shall be plain white/cream save that coloured piping and trim are permitted subject to the following restrictions: i) Piping is restricted to the 0.5cm in width ii) Only one colour of piping is permitted on any pair of trousers iii) Piping is restricted to the edge of the pockets and the outside seam of the leg of the trousers iv) The inside of the pocket may be of a plain colour other than white/cream d) Shoes and Boots Shall have a predominantly white upper, tongue and laces. Spikes may only be worn when a match is being played on a turf wicket. e) Socks Shall be white, cream or light grey. f) Coloured Shirts Players are permitted to wear coloured shirts in one-day games provided that: i) Such shirts are collared, either standard or polo style; ii) All players in a team must be similarly attired (“one-in, all-in”). iii) Mixtures of traditional and coloured shirts within a team are not permitted, and all team shirts must be identical in colour and style. All other clothing & footwear must be standard cricket white/cream. This includes jumpers/sweaters worn over coloured shirts. Any player not conforming to the requirements of this rule shall be denied participation in the match by the umpires. g) Logos The following logos are permitted on players’ upper clothing only: i) Club logo; ii) WDCA logo and/or WDCA sponsor logo; iii) Club’s sponsor/s logo, Provided always that any logo conforms to the regulations relating to size and positioning of logos. More then one logo can go on all positions providing that they do not exceed sizes provided below. h) Size and Positioning of Logos Logos may be displayed on playing shirts in the following positions and dimensions: i) Club Logo may be displayed in the centre just below the v on Jumpers ii) Upper left chest - not exceeding 64.5cm² (10² inches) iii) Upper right chest - not exceeding 64.5cm² (10² inches) iv) Left sleeve - not exceeding 64.5cm² (10² inches) v) Right sleeve - not exceeding 64.5cm² (10² inches) vi) Back, Logo allowed (on coloured shirts only) – not exceeding 206.45cm² (32² inches) i) Approval of Shirts and Logos All coloured shirts, and any white shirts displaying logos other than the manufacturers, must be approved by the WDCA Executive or its representative prior to being worn in any WDCA match. 17. ELIGIBILITY FOR FINALS a) Clubs that have an outstanding debt owed to the WDCA at the end of the home and away season shall not be permitted to play in any finals match. The deadline for payment is 4.00pm on the Monday following the completion of the second last home and away match. The next financial club in order of ladder position will then compete in the finals. Any outstanding debts accumulated after this date shall not affect a clubs ability to compete in finals. b) To be eligible to play in any finals match, a player must have played a minimum of six days cricket in the WDCA in that season. The player must have been named on the team sheet, and the team sheet submitted to the registrar/recorder. Days of play that are cancelled by the WDCA do not count towards eligibility for finals, nor does being named as twelfth man. c) A player shall not be eligible to play in a finals match with a lower grade team unless he has played the majority of his matches in that, or any other, lower grade during the relevant season. This shall not apply if the club’s higher grade is also playing in a final on that day/s. d) In the event of 2 teams from the same club in a Division, to be eligible to play finals, you must have played 6 days for the “club” and more in the team playing Finals except if both teams are in together. Rule 17 c) will still apply, eg In the event of same games played (6 each team), player can only play finals if both teams are playing 18. ALLOCATION OF FINALS VENUES a) All synthetic surface venues for senior finals shall be determined by the Executive. b) All venues for junior finals shall be determined and allocated by the Junior Sub-Committee however, no games shall be scheduled at a ground that is hosting a Division 1 Semi Final or Grand Final. c) The team finishing highest on the ladder, in each division, shall have first choice of the venues for their division in semi finals and grand finals.eg. Semi –finals Division 1 highest placed will select turf venue out of all turf venues, Division 1 second highest team out of remaining turf venues, Division 2 highest placed team turf venue, Division 2 second highest placed team to choose out of Synthetic venues determined by Executive. All other Divisions highest placed team to choose from venues determined by Executive. Grand Final venues same system highest placed team to choose venue for Grand Final for turf in Div 1 &2 all other venues synthetic. 19. SEMI FINALS a) Semi-finals shall be contested by the teams finishing in the top four positions on the ladder in each division, and will take the following format: first v fourth, second v third. b) If a semi-final is tied, or a result is not reached, the team finishing higher on the ladder shall be declared the winner. c) Semi-finals shall be played under the same rules as two-day matches save for the following: i) The hours of play may be extended until 6.30 pm on any days play as necessary to allow a first innings result to be reached. ii) Where a reserve day is allocated, it will be used to gain a first innings result, provided none can be obtained on the initial two days play. iii) A semi-final cannot become a one-day match if play is interrupted. It must continue under the rules of two day matches 20. GRAND FINALS a) The grand final shall be contested by the two winning teams from the semi finals. b) The grand final shall be played under the same conditions as semi-finals, except reserve days may be allocated until the last weekend of March and they shall be used to allow completion of the stipulated overs for the match. c) In the event of a first innings result not being obtained after the completion of the allotted reserve days, the team that finished higher on the ladder at the end of the home and away season shall be declared the winner. 21. SELECTION OF WDCA REPRESENTATIVE TEAMS & SQUADS i) All clubs within the Warragul & District Cricket Association must supply a list of Under 18 and Under 16 players within the club that have the necessary ability to represent the Association at representative level. ii) Appointed Warragul & District Cricket Association selectors shall select the senior representative squad. The team manager and coach of the Under 18’s & Under 16’s shall be responsible for selecting their squads. iii) Warragul & District Cricket Association Executive will appoint a Senior Manager and Senior Captain, these two will then assemble a selection panel of 5 selectors the captain will not be apart of the 5 man selection panel, however the (coach if applicable) captain and manager will be responsible for any late changes iv) Warragul & District Cricket Association Executive will appoint an Under 18 coach and Manager. The Under 18 coach will liaison with the Senior selection panel when selecting team v) The Warragul & District Cricket Association Junior Sub committee will select a coach and selection panel for the following Junior sides GCL Under 16, Country Week U15 and U14 teams. vi) Clubs will be notified of a player’s selection (no later than the) Sunday prior to the upcoming round of GCL. It is the responsibility of the player’s member club to notify a player of their selection. vii) The players club must notify the Team Manager and/or Coach of the player’s availability by the Wednesday prior to the next GCL round. viii) All clubs and players are reminded that players are expected to make themselves available for GCL selection, and failure to do so or withdrawal from a selected team can be dealt with by the association under the applicable guidelines. 22. AWARDS a) Batting i) In All Senior Divisions the batting average qualifications will be set at a minimum of 300 runs for 14 rounds and 250 for 12 rounds of cricket after the completion of the home and away season, an aggregate award will be awarded in all grades, where a player wins both a single trophy will be awarded. b) Bowling i) In All Senior Divisions the bowling average qualifications is set at a minimum of 25 wickets for 14 rounds and 20 for 12 rounds of cricket after the completion of the home and away season, an aggregate award will be awarded in all grades, where a player wins both a single trophy will be awarded. 23. JUNIOR SUB-COMMITTEE a) The Junior Delegates Committee is a Sub-Committee of the WDCA. b) As a Sub-Committee of the WDCA the Junior Committee is required to submit a report at the next general meeting of the WDCA Senior Executive. c) The Junior Sub-Committee will hold its AGM in July each year. d) All WDCA clubs will be required to have at least one member present at the AGM of the Junior Sub-Committee. e) The Junior Sub-Committee President, Secretary, two Vice Presidents’ and one further person shall be appointed to the Junior Executive committee at the Junior Sub-Committee AGM. f) All WDCA clubs, fielding junior teams, will be required to have at least one member in attendance at all meetings of the Junior Sub-Committee. g) All clubs will receive one vote at any meeting of the Junior Sub-Committee. The President, Secretary, Vice Presidents and the executive member will be entitled to vote assuming they are their club’s representatives at the meeting. h) Should any club have more than one member present at any meeting of the Junior Sub-Committee then only one of these members shall be entitled to vote. i) The President shall be entitled to a casting vote should voting be tied and a decision required. 24. WICKET KEEPER PROTECTION a) It is compulsory for all players under the age of 16 as at September 1 that season, to wear a full face helmet or baseball catchers mask whilst wicket keeping up to the stumps. 25. FINES & PENALTIES a) Late entry of scores and results onto the approved WDCA Internet scoring/registration media outlet will incur per breach $15 b) Late submission of any of the following when requested; team sheets/votes,/umpire’s reports and ground reports will incur per breach $15 c) Non attendance at Junior Sub-Committee meetings $25 This will increase by $25 if further absentee occur per club d) Non attendance at Special General Meetings and AGM’s $80 e) Any breach of the player movement between grades By-Law $50 This will increase by $50 if further breaches occur per club f) Playing of an ineligible player $100 g) Forfeit of match outside the guidelines $100 h) A scheduled payment fee determined by the WDCA Executive will be charged to any club that withdrawals a team from the competition. i) Late payment of Affiliation Fees- Where payment of affiliation fees has not been made, the senior teams for the club in question unless the club makes prior arrangements shall not be eligible to compete for match points until the payment has been received by the association, and a fine of $50 will be considered by the WDCA Executive. j) All fines incurred by clubs must be paid within 30 days of the date of invoice. Failure to meet this deadline will result in all senior teams for the club in question becoming ineligible to receive match points until payment has been received by the association. 26. SMOKING & ALCOHOL a) Under no circumstances must any player or umpire smoke whilst on the cricket field and play will cease until the offender stops smoking. b) An intoxicated player must not be allowed to participate in any match. If a player is found guilty of consuming alcohol while participating in any match his club shall be fined $100.00. Offending players are to be reported to the WDCA Executive. 27. CONTACTING THE WDCA a) Club and Association Officials may contact the WDCA in relation to any of the following; clarification of rules or By-Laws, clarification of decisions made by the WDCA Executive, issues arising with rules and By-Laws, issues arising with decisions made by the WDCA Executive, issues in relation to the behaviour of a club or its players, queries in regards to directives or information given to clubs by WDCA officials etc. b) Only a club President, Secretary, Coaches or Captains may contact the WDCA directly in relation to any of the above matters. A club Treasurer may contact the WDCA in regards to any financial issues. c) Any formal complaints or disputes made by phone must be followed up and submitted on a document containing the club letterhead. General queries to the WDCA may be submitted in writing via an e-mail message. d) All contact made to the WDCA must be forwarded to the WDCA Secretary and any other WDCA Official of which the information contained in the e-mail or letter is relevant to. e) Correspondence from the WDCA back to the club shall be made in writing. Any further correspondence between the WDCA and clubs should also be in writing. f) Where there is a matter of urgency or written documentation is not required the WDCA and/or club may make contact via telephone. g) Any person who makes a query, complaint or dispute, who is not a club President, Secretary, Treasurer, Coaches, Captains or WDCA Official, shall be directed to speak to their club regarding the query, complaint or dispute. It will then be at the discretion of the club’s committee and/or office bearers as to whether the club member’s query, complaint or dispute will be formally lodged with the WDCA. 28 UMPIRES a) Umpire fees are $120.00 a day per umpire and to be paid by clubs on all home and away match days at Afternoon tea. b) A fine of $100.00 will apply if a club fails to pay umpire/s on match day as per Rule 28a and will be invoiced by WDCA Executive. c) In the event of less then 20 overs’s of play. If this occurs Umpires are to receive half payment fee {$60.00]. d) In the event of play being called of by the WDCA no schedule payment is made to umpires e) Where an official WDCA Umpire has occasion to speak to a player regarding his behaviour, but does not believe a report is warranted, he may administer a yellow card warning to the player, player and captain will be notified immediately of card. Umpires should forward all yellow card warnings on to the WDCA nominated official within 3 days of the event occurring. If such named player receives a second yellow card within a 10 game period of any season he will automatically miss the next available round match in whom play takes place, if player is reported and suspended by the independent tribunal and he has received a yellow card in that 10 game period he will automatically have his sentence increased by one game f) A WDCA Official will be nominated to be in charge of maintaining a spread sheet of offending players, Umpire/s must officially contact WDCA Secretary within 3 days 29 PLAYERS & CLUB OFFICIALS a) The WDCA Executive has the power to fine and/or deregister any WDCA player or WDCA Club Official who either verbally or in writing makes offensive comments against the WDCA Executive, any WDCA Executive member, WDCA Umpire, WDCA Extreme Weather Committee or Opposition Player. This rule also includes electronic media such as Facebook & emails. 30 OVERSEAS PLAYERS a) Each WDCA Club is allowed to have a maximum of 2 players deemed to be overseas players, playing in any given round including finals in any given season. A club will be able to replace an overseas player if they leave for any reason during the season. If this occurs the WDCA Recorder must be informed prior to the new player playing, so there can be no misunderstanding who the club’s 2 overseas players are for that season. b) An overseas player is a person from any country other than Australia/New Zealand who does not hold an Australian/New Zealand passport/birth certificate. c) A player born in any country other than Australia/New Zealand is to be eligible as a local player if they hold either of the following: student visa, permanent residency, long term work visa. Proof of such documentation must be presented to the WDCA Recorder at their request or if such player will become the 3rd non Australian/New Zealand at any club that will be playing in the same round as 2 other overseas players. d) Clubs are responsible for gaining approval from the WDCA Recorder of any player who may be considered an overseas player. e) The WDCA Executive has the power to fine & award a game’s result to the opposition team where these rules have been breached. f) Should a WDCA club wish to field more than the 2 overseas players in the same round they need to apply to the WDCA recorder for a permit prior for approval for the player to be eligible to play. The WDCA Executive has the right to refuse a permit for any such player.
