1.
BACKGROUND
The UNDP Somalia periodically needs the services of high quality simultaneous/consecutive interpretation involving two
languages: English and Somali, during various events such as conferences, workshops, roundtables, with participation of
national counterparts, international organizations, civil societies and invited international representatives across all areas
in Somalia. Themes of interpretation usually will be, but not limited to following areas: democratic governance,
constitution, poverty reduction, environment and energy, crisis prevention and recovery, gender, HIV/AIDS, capacity
development, Rule of Law (police, justice and corrections) and Human Rights. UNDP Somalia aims to build a roster of
simultaneous interpreters from which it can draw to fulfill a variety of short-term assignments during 3 years period.
2.
SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
Objective
Provide simultaneous and or consecutive interpretation services during various meetings, conferences, workshops,
roundtables and other UNDP Somalia activities in following direction: from English to Somali and from Somali to English.

Nature of Assignment
Selected simultaneous/consecutive interpreters shall report to the UNDP Somalia task manager. Depending on the
nature of the task, the scope of work could include the following:
Key Duties and Responsibilities
Provide simultaneous/consecutive interpretation services during:
 Steering Committee meetings;
 Technical Working Group meetings;
 Conferences;
 Official missions;
 Workshops; including workshops with civil society groups
 Meetings between the international advisors and national consultants, as well as national counterparts.
 Any other relevant interpretation duties assigned.
Note: We will have these events across Somalia and interpretation services will be required but majorly in
Mogadishu, Hargeisa and Garowe.
3.
REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
Competencies







Excellent interpreting skills and provision of simultaneous and consecutive services in English/Somali and
Somali/English
Excellent knowledge of (professional fluency in) Somali and English languages;
Ensure effective and efficient provision of services;
Demonstrate a client-oriented approach, tact and ability to work with people of different national and cultural
backgrounds.
Display cultural, gender, religion, race, nationality, and age sensitivity and adaptability;
Treat all people fairly without favoritism.
Full confidentiality in all aspects of assignment, management of information flow and follow-up on deadlines and
commitments made
Qualifications



Minimum 3-5 years’ experience in interpretation with international organizations is required;
Substantive understanding of and/or background in one or more of the following areas of specialization: poverty
reduction, democratic governance, constitution, environment and energy, capacity development, HIV and AIDS,
gender equality and women’s empowerment; Rule of Law (police, justice and corrections) and Human Rights.
Knowledge of UN and UNDP terms, language and style is an advantage
Education: Successful candidates must have a university degree in foreign languages, public policy, economics
or another related field.
4.

governance, poverty reduction, rule of law etc.)

5.
FINANCIAL PROPOSAL
The fee for simultaneous/consecutive interpretation should be indicated in hourly fee, specifying the target and source
language. The fee must be expressed in US dollars. (For example: X dollars for interpretation from English to Somali, and
Y dollars for translation from Somali to English. The fee must be submitted in this format; otherwise the application will be
discarded).
6.
EVALUATION
Lowest price and technically compliant offer
When using this method, the award of a contract should be made to the individual consultant whose offer has been
evaluated and determined as both:
a) responsive/compliant/acceptable, and
b) offering the lowest price/cost
“responsive/compliant/acceptable” can be defined as fully meeting the TOR provided.
Only candidates obtaining a minimum of 49 points out of 70 points would be considered for the Financial Evaluation.
Tender guidelines: The selection of successful candidates will be based on a combination of ability, experience and
price. There may be additional verifications/tests performed by the UNDP for the selection. Due to the large number of
applicants for UNDP positions, UNDP regrets that it is unable to inform unsuccessful candidates about the outcome or
status of the selection process.
Exercise for short-listed candidates: A simultaneous / consecutive interpretation exercise will be conducted if UNDP
deems necessary.

Contracting Arrangements
Successful candidates will be placed on the Roster of Simultaneous/consecutive Interpreters for a period of 3 years.
Placement on the roster does not guarantee assignments. This will depend on UNDP’s future needs.

Payments will be made upon UNDP confirmation of satisfactory performance.
