BOTANICAL PERMIT PARKING SCHEME: TERMS AND CONDITIONS PLEASE KEEP FOR FUTURE REFERENCE The former Sharrow Vale Permit Parking Scheme has been revised, with a number of smaller schemes being implemented to replace the existing large scheme. This leaflet relates to streets in the ‘Botanical’ scheme and explains how the scheme works, the different types of parking bays and the types of permits which are available. There is also a plan showing the extent of the parking scheme. Controlled Parking Zone entry and exit signs show the scheme boundaries on street. How the Scheme Works Different types of parking controls have been introduced in the Botanical scheme to provide a mix of parking to satisfy different demands. Although your property falls within the Botanical scheme, your permit is also valid for parking in the Sharrow Vale centre, Endcliffe and Stalker Lees scheme. Unless otherwise stated, these Terms and Conditions apply to the Botanical scheme, but please make sure that you are aware of the Terms and Conditions of use within the adjoining schemes as well as your home scheme. Terms and Conditions of other schemes are available on the Internet via www.sheffield.gov.uk/permitparking. Permit Holders Only Parking Bays These are available for use by residents living within the scheme who display a valid Residents’ Parking Permit. Holders of valid Visitor and Business Permits may also use these bays. Shared Use Bays – Permit Holders/Pay & Display These are also intended for use by vehicles displaying valid Residents’, Business or Visitors’ permits, without charge or time limit. They can however also be used by shoppers, business customers and visitors to the area who can park whilst displaying a valid Pay & Display ticket. The maximum permitted stay varies, but is usually 2 hours. Signs adjacent to the bays indicate the maximum permitted stay. Unrestricted Parking Throughout the scheme some areas of carriageway have been left unrestricted and can be used by residents and visitors to the area without the need to display a permit and without time limit. Car Club bays Only City Car Club vehicles may park in these bays at any time. Disabled Parking The normal exemptions for Disabled Badge Holders apply to the yellow lines in the scheme, but vehicles displaying a valid Disabled Person’s Badge are not exempt from the restrictions relating to the Permit Holders Only or Car Club Parking Bays. They may park in the Shared Use Bays and Pay & Display Only Bays, without time limit or charge, but are not allowed to park in the bays on Ecclesall Road during the morning and evening peak hours when a loading ban is in place. 1 Waiting and Loading Restrictions Yellow lines and kerb markings are in place to prevent vehicles from parking at junctions, across accesses and where parking causes problems for other road-users and pedestrians. Hours of Operation The controls on the various permit / shared use parking bays in the scheme apply Monday to Saturday between the hours of 8:00am to 8:30pm. Please note some other nearby schemes have different restriction times, indicated either on zone entry signs or (if different to the zone entry signs) at each bay. However, the controls on the single yellow lines (indicated on zone entry signs) within the scheme still apply Monday to Saturday between the hours of 8:00am to 6:30pm. The double yellow lines in the scheme apply at all times. Loading restriction times are shown on adjacent time plates. Enforcement Of Parking Controls The scheme is regularly patrolled by the City Council’s Civil Enforcement Officers. They will issue Penalty Charge Notices to vehicles which contravene the restrictions. Motorists should check signs before parking. Other restrictions Signage should be checked at the time of parking for any other type of restrictions, for example, taxi ranks, loading bays and bus stop clearways. Permits are not valid for parking on such restrictions. Types Of Permits Residents Parking Permits These are vehicle specific and are made available to residents living within the scheme – unless planning consent states otherwise. To obtain a Residents Parking Permit proof of residence and vehicle ownership will need to be provided. Full details are included in the application form. Permits will normally be limited to 2 per household. Vehicles in Band A or Band B CO2 emissions will be eligible for a free parking permit. Also vehicles registered before 28 February 2001 which have an engine capacity of 1000cc or less will be eligible for a free parking permit. Exclusions: Although in the adjoining Sharrow Vale centre scheme, please note that there are some Pay & Display Only bays adjacent to the school on Sharrow Vale Road, with a maximum stay of 4 hours and Pay & Display Only parking on the Stewart Road shoppers car park, with a maximum stay of 2 hours. Residents’, Business and Visitors’ permits are not valid for use in these bays or car park. 2 Pay & Display Only bays are also available on Ecclesall Road (outside the morning and evening peak hours). Residents’, Business and Visitors’ permits are not valid for use in these bays. In addition, there are some Pay & Display Only bays on Hickmott Road and on Sharrow Vale Road adjacent to the Hickmott Road junction. Residents’, Business and Visitors’ permits are not valid for use in these bays between 9.00am and 5.00pm. Please check local signing. Business Parking Permits These are vehicle specific and are made available to businesses based within the scheme. To obtain a Business Permit proof of the business address will need to be provided. Full details are included in the application form. They are intended for use with vehicles required for operational purposes. Permits will normally be limited to 2 per business. Exclusions: Although valid in the adjoining Sharrow Vale centre scheme, please note that Business permits are not valid for use in any of the bays on Hickmott Road, Rosedale Gardens, Sharrow Vale Road (between Junction Road and Lynton Road), the Pay & Display Only bays on Ecclesall Road (which are available for Pay & Display use only outside the morning and evening peaks), and the Pay & Display Only parking on the Stewart Road shoppers car park. Visitors’ Parking Permits We suggest that visitors make use of the areas of shared use/pay and display bays or unrestricted parking whenever possible. This will leave the Permit Holder Bays available for use by residents. However when this is not appropriate Visitors’ Permits are available. These are issued in a book containing 25 individual permits. They are valid on the day of display through to 10:00am on the next day that the scheme operates and allow visitors to park within the Permit Parking Bays and the Shared Use Bays. They can also be issued by the resident to trades people working at their properties, within the scheme. Subject to proof of address being supplied, you may apply for Visitor Permits even if you do not have or are not permitted a Resident’s or a Business Permit Full details are included in the application form. Additional Visitor Permits can be made available at the City Council’s discretion. The City Council reserves the right to query applications and refuse any applications where it is considered that Visitors’ Permits are being misused. Each permit is only valid for a single day’s use. Special Permits These are made available, at the City Council’s discretion, for use by healthcare workers, to enable them to carry out duties within the scheme. Trade Permits These are made available, at the City Council’s discretion, to enable trade persons and landlords to park while carrying out work at properties within the scheme. Duplicate Permits A duplicate permit may be issued by the City Council if a valid permit is lost or the details become illegible or the vehicle details change. Permit holders should notify Parking Services of any change of vehicle details, either temporary or permanent, to avoid any penalties. PLEASE NOTE The purchase of a permit does not guarantee the use of any particular parking space. Applicants should park their vehicles legally elsewhere pending receipt of the parking permit. Until the correct documentation has been received and checked, we cannot confirm that an applicant is eligible for a permit and therefore we would not give permission to park in a permit bay in these circumstances Permits are valid throughout the Botanical, Endcliffe, Sharrow Vale Centre and Stalker Lees schemes but must not be used in any of the City Council’s other Permit Parking Schemes. Renewal reminders are sent out but you are responsible for ensuring the permit is renewed in time. Permits must be returned to Parking Services if you move out of the scheme. Permits may be cancelled if we have good reason to believe you no longer live at the address and in such circumstances Penalty Charge Notices can be issued to the vehicle. Use of Parking Permits Valid parking permits may only be used to park within the markings of an on-street permit parking bay or shared use parking bay without time limit in the scheme(s) where the permit is valid. Permits issued to properties in the Botanical scheme may also be used to park in the Sharrow Vale centre, Endcliffe and Stalker Lees schemes. Display of Permits 4 Permits should be displayed in the windscreen in such a manner that all details on the permit are readily visible from outside the vehicle. Manner of Parking The driver of a vehicle using a parking bay shall: - park wholly within the parking bay stop the engine as soon as the vehicle is in position and shall not start the engine until about to change the position of the vehicle or to depart from the parking bay not use the vehicle, whilst it is the parking bay, in connection with the selling of goods or offering for hire the driver’s or any other person’s skill or services. Surrender/Withdrawal of Parking Permits A parking permit shall be deemed to be invalid and should be surrendered to the City Council if: - the permit holder ceases to be a resident or employee of a business based in the scheme the permit holder causes or allows the permit to be used for reward in the opinion of the City Council the use of the permit has been abused a duplicate permit has been issued Any vehicle that displays an invalid permit shall be treated as if no permit is on display and that vehicle shall be liable to the penalties appropriate to the location and time. Suspension of Parking Bays No vehicle shall be left in any parking bay in contravention of any notice or sign placed by the City Council or Police, which indicates that the parking bay is closed or suspended. Motorists should check for suspension notices at the time of parking. Miscellaneous The display of a permit does not allow a vehicle to park on yellow lines. Vehicles may stand in any bay in the scheme, or on the yellow lines, for so long as is necessary to enable a person to board or alight and also for goods to be loaded or unloaded provided that there isn’t a loading ban in force. Any vehicle left unattended will not be considered to be loading/unloading. No vehicle should be parked in a dangerous or obstructive manner.
