ACTION REQUIRED February 28, 2007 TO THE ADMINISTRATOR ADDRESSED: SUBJECT: Maximum Entitlements for IDEA and State Deaf Programs for 2006-2007 Local Education Agencies (LEAs) currently receiving IDEA-B Formula, IDEA-B Preschool, IDEA-B Discretionary (Deaf) and State Deaf funding are eligible to apply for maximum entitlement amounts. Revised entitlement amounts for the district are reflected on the “View Entitlement/Roll Forward” link of the automated Web SAS. To receive the additional funds, the 2006-2007 Standard Application System for Special Education Programs (SAS-A101-07) application must be amended no later than May 15, 2007. The 2006-2007 maximum entitlement amounts should be budgeted on line 13 of the Schedule #3–Budget Summary, replacing the tentative entitlement amount previously reflected. Amendments to the 2006-2007 SAS-A101-07 must be completed through the Web SAS which can be accessed at http://barton.tea.state.tx.us/websas. IDEA-B Formula and IDEA-B Preschool maximum entitlements continue to reflect the revised allocation format in effect under the IDEA Amendments of 1997. The revised maximum base amount reflects adjustments to an established base amount resulting from revised federal allocation figures to the state and/or reallocations to allow for base adjustments to new or significantly expanding charter schools. The notice also indicates increases to the IDEA-B Formula and IDEA-B Preschool grants based 85% on total student enrollment and 15% on the number of students in poverty within the LEA. LEAs should include the total of the base, enrollment, and poverty amounts on line 13 of the Schedule #3–Budget Summary. The following information applies to the Regional Day School Programs for the Deaf (RDSPD): IDEA-B Formula (Deaf) and IDEA-B Preschool (Deaf) — These funds are set at an established base and no increases are available. IDEA-C Early Intervention (Deaf) — The entitlement is $186.81 per zero through two-year-old student based on the December 2005 RDSPD annual survey student count sent to Gallaudet Research Institute. State Deaf — The entitlement is $6,962.21 per student based on the maximum amount derived from the December 2005 RDSPD annual survey student count sent to Gallaudet Research Institute. Adjustments will be based on prior year unexpended balances. Increases will be available to RDSPDs which did not have an unexpended balance for 2005-2006. RDSPDs with an unexpended balance greater than $0 do not qualify for an increase and will be required to reduce their current year entitlement by the unexpended balance. Revised entitlement letters will be sent from IDEA Coordination to the RDSPD fiscal agent superintendents. IDEA-B Discretionary (Deaf) — The entitlement is $695.57 per student based on the December 2005 RDSPD annual survey student count sent to Gallaudet Research Institute. Since there are no additional funds available for IDEA-B Discretionary (Deaf), there will not be an increase. To the Administrator Addressed Page 2 Amendments to the SAS must be received no later than May 15, 2007. IDEA-B Formula/IDEA-B Formula (Deaf) and IDEA-B Preschool/IDEA-B Preschool (Deaf) projects must be finalized as of June 30, 2007. State Deaf and IDEA-B Discretionary (Deaf) projects must be finalized as of August 31, 2007. Please note the unexpended balances under IDEA-C Early Intervention (Deaf) will no longer be eligible for roll forward. Additionally, the project end date for IDEA-C Early Childhood Intervention (Deaf) has changed from June 30, 2007 to September 30, 2007. IDEA-C Early Childhood Intervention (Deaf) projects must be finalized by September 30, 2007. Current year unexpended funds for IDEA-B Formula/IDEA-B Formula (Deaf) and IDEA-B Preschool/IDEA-B Preschool (Deaf), may be rolled forward and included in the 2007-2008 SAS. Maximum entitlement amounts must be amended into the 2006-2007 SAS to be rolled forward to the 2007-2008 SAS.
