JOB DESCRIPTION
FAMILY AND YOUTH SERVICES MANAGER
REPORTS TO:
Deputy Director
OVERALL
As a member of the Council’s Senior Management Group, provide leadership &
RESPONSIBILITY:
management to programs and services in the Family & Youth Services Division
CLASSIFICATION
Level 8 ($85,599 - $88,905)
DIVISION:

Key Responsibilities
1.
Provide leadership and management to programs and services in the Youth and Family Services division
2.
Develop and implement strategies to further develop and achieve the efficient and effective provision of
Tangentyere Council Youth and Family Services Division covering the spectrum of need for children and youth from
0-18 years and their families. These programs include but not limited to:
3.

Safe families – kinship care and protection

Early childhood Development

Community Learning Centres on Town Camps

Education initiatives

Youth Activities

Community Well Being
Manage programs and Manage human resources in accordance with best practice standards to achieve optimum
service delivery to meet program need including but not limited to:
a.
Case Management, residential care and assessment skills
b.
Early Childhood Development
c.
Youth activities and development programs
d.
Extended family relationships, culture and child rearing practices ensuring that physical, emotional
and spiritual well being is supported.
4.
Provide specialist and strategic policy advice to Directorate and the Executive Council on service delivery issues
5.
Maintain and review Policy and Procedures for all programs.
6.
Maintain and review database and program documentation including but not limited to maintenance of client
records, budgets, funding agreements and reports, data collection and other administrative duties as required by
each program under the umbrella of Youth and Family Services
7.
Lead and manage the development and implementation of the Partnership Agreements aimed at promoting service
delivery frameworks and enhancing service delivery outcomes with key funding bodies.
8.
Establish and maintain effective consultation and communication with clients and community groups.
9.
Represent Tangentyere in negotiations with the Commonwealth, local government and industry bodies in relation
to Youth and Family Services matters and at inter-agency meetings.
10. Liaise with representatives from Northern Territory government, Commonwealth government to assess needs,
identify problems and issues with service delivery and build strategic alliances, partnerships and services.
11. Liaise with other departments to determine appropriate solutions to policy issues in the delivery of Youth and
Family Services
12. Maintain an Occupational Health and Safety Management system (across the division) in accordance with current
Tangentyere Occupational Health and Safety policy and procedures

ESSENTIAL SELECTION CRITERIA
FAMILY AND YOUTH SERVICES MANAGER
1.
Degree, Diploma or relevant extensive experience in Community Services Sector inclusive of skills related to
program development, staff supervision and management.
2.
Demonstrated high-level leadership skills, business acumen, systems thinking, problem solving, operational and
strategic management skills.
3.
Demonstrated ability to manage financial resources.
4.
Robust management of human resources in relation to the delivery of robust high quality services and outcomes
within a complex service delivery environment.
5.
Extensive contemporary experience in implementing, sustaining, occupational health and safety systems and risk
management systems.
6.
Robust management of human and financial resources in relation to the delivery of robust high quality services
and outcomes within a complex service delivery environment.
7.
Demonstrated high-level communication, interpersonal, negotiation and conflict resolution skills in a cross
cultural environment including the ability to produce concise and accurate reports, briefings and submissions.
8.
Policy formulation, development and implementation experience, with demonstrated strong negotiation, conflict
resolution and decision-making skills.
9.
Understanding of major substance abuse related issues and interventions.
10.
Understanding of Youth and Family issues involving Aboriginal people and legislation.
11.
An understanding of Aboriginal culture as well as a broad range of contemporary issues affecting Aboriginal
people.
12.
Current Drivers License
DESIRIABLE SELECTION CRITERIA
1.
Knowledge and understanding of the legislation relevant to statutory welfare practice in the Territory.
2.
Experience in the delivery of statutory welfare services, preferably child protection services
