Location of Post Dublin Organisational Area HSE DML Details of Service The background to this project stems from a body of work that was carried out by the three Dublin maternity hospitals. The Joint Maternities Committee approved an Information and Communication Strategy (ICT) in 2006, which set out the way forward for ICT in the three Dublin maternity hospitals (Coombe Women & Infants University Hospital, National Maternity Hospital and The Rotunda Hospital) over the following 3 – 5 years. The Information Technology Managers of the three hospitals, supported by IBM, prepared the strategy jointly. Of the major ICT priorities identified by the ICT strategy, the replacement of the existing Obstetric Management System (OMS) and Neonatal Information System (NIS) at the three Dublin maternity hospitals was identified as the most urgent. The position at the Cork University Maternity Hospital (CUMH) is that it is a new hospital, formed from the merger of three existing maternity units, and is in effect a major “greenfield” site for which a modern maternity and neonatal system is required. There are 15 other maternity units apart from the aforementioned. Most of these do not have an existing maternity and neonatal system and now require such systems. A review of computerised systems at existing sites will be carried out as part of this project. It was clear from the onset that considerable work was going to be required to replace the existing Obstetric Management System (OMS) and Neonatal Information System (NIS). In addition, the Lourdes Report clearly supported a national approach to the development of maternity and neonatal services. Representation was made to the HSE on that point and following proposals from meetings with the Dublin maternity hospitals, CUMH and the HSE it was deemed that a Maternal and Newborn Clinical Management System (MN-CMS) is required for all units in the country. The HSE gave approval for the establishment of a project board to procure and implement a new compatible Maternal and Newborn Clinical Management system in all maternity sites in the country. A new national project to implement a modern integrated Maternity and Neonatal system commenced in October 2007. Reporting Relationship Report to the ICT Programme / Project Manager (Maternal and Newborn –Clinical Management System). Professionally accountable to the Director of Midwifery or designate. Purpose of the Post The CMM 2 – Information Technology will have the key role in facilitating the 1 implementation and training associated with the implementation of the new national Maternity and Clinical Management System (MN-CMS) at each maternity hospital. The overall objective of this project is the selection and implementation of replacement/renewed Maternal and Newborn Clinical Management System, to meet the needs of all maternity and neonatal services nationally. It will support the main functions and processes of the maternity and neonatal services. Principal Duties and Responsibilities KEY RESPONSIBILITIES & ACCOUNTABILITIES: 1. Provide midwifery/neonatal advice and support to the hospitals on the new MNCMS system. 2. Work with the Business Implementation Manager in the area of change management. 3. Assist with the development and documentation of business processes. 4. Assist with the development of end user documentation. 5. Assist in the preparation of a wide range of clinical and operational reports from the computer system. 6. Work with the supplier in developing training programmes for the hospitals and assist with the development of training documentation 7. Work with hospitals in developing training needs for the staff. 8. Provide end user training to medical/midwifery/support personnel throughout the maternity units. 9. Participate in the design, construction and implementation of software. 10. Assist in the development and implementation of Data Quality Assurance Programs in line with best practices. 11. Extract data using SQL, Report writing and other drill down tools. 12. Work closely with the ICT Project Manager, project board and vendor(s) to achieve the project’s objectives. 13. Remuneration Working Week Annual Leave Superannuation Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004. The Salary Scale for the post is: - €47,089 – 47,886 – 48,559 – 49,659 – 50,874 – 52,067 – 53,260 – 54,604 – 55,852.
