A. In the absence of the Director of Disaster Preparedness and Homeland Security, the Support Services Division Commander shall assume the duties and responsibilities of the Director of Disaster Preparedness and Homeland Security in addition to regular duties. B. In the absence of the Support Services Division Commander or the Crisis Management Unit Commander, the Chief Deputy shall authorize an Incident Commander to serve in that capacity. C. During a critical incident the chain of command shall follow the Critical Incident Organization Chart as described in Appendix P of this policy and Procedure manual. 1. D. A Lafourche Parish Sheriff's Office employee may be assigned as a liaison to various emergency operations center, e.g., Louisiana State Police, Parish Government Emergency Operations Center, etc. The enclosed Louisiana Revised Statutes refer specifically to the duties of the Sheriff and the Parish President as they relate to disasters and States of Emergency. Proclamation of state of emergency; conditions therefore; effect thereof A. During times of great public crisis, disaster, rioting, catastrophe, or similar public emergency within the territorial limits of any municipality or parish, or in the event of reasonable apprehension of immediate danger thereof, and upon a finding that the public safety is imperiled thereby, the chief executive officer of any political subdivision or the district judge, district attorney, or the sheriff of any parish of this state, or the public safety director of a municipality, may request the governor to proclaim a state of emergency within any part or all of the territorial limits of such local government. Following such proclamation by the governor, and during the continuance of such state of emergency, the chief law enforcement officer of the political subdivision affected by the proclamation may, in order to 46-1 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 protect life and property and to bring the emergency situation under control, promulgate orders affecting any part or all of the territorial limits of the municipality or parish: (1) (2) (3) (4) (5) (6) (7) (8) (9) Establishing a curfew and prohibiting and/or controlling pedestrian and vehicular traffic, except essential emergency vehicles and personnel; Designating specific zones within which the occupancy and use of buildings and the ingress and egress of vehicles and persons shall be prohibited or regulated; Regulating and closing of places of amusement and assembly; Prohibiting the sale and distribution of alcoholic beverages; Prohibiting and controlling the presence of persons on public streets and places; Regulating and controlling the possession, storage, display, sale, transport and use of firearms, other dangerous weapons and ammunition; Regulating and controlling the possession, storage, display, sale, transport and use of explosives and flammable materials and liquids, including but not limited to the closing of all wholesale and retail establishments which sell or distribute gasoline and other flammable products; Regulating and controlling the possession, storage, display, sale, transport and use of sound apparatus, including but not limited to public address systems, bull horns and megaphones. Prohibiting the sale or offer for sale of goods or services within the designated emergency area for value exceeding the prices ordinarily charged for comparable goods and services in the same market area at, or immediately before, the time of the state of emergency. However, the value received may include reasonable expenses and a charge for any attendant business risk in addition to the cost of the goods and services which necessarily are incurred in procuring the goods and services during the state of emergency, pursuant to the provisions of R.S. 29:701 through 716. B. Such orders shall be effective from the time and in the manner prescribed in such orders and shall be published as soon as practicable in a newspaper of general circulation in the area affected by such order and transmitted to the radio and television media for publication and broadcast. Such orders shall cease to be in effect five days after their promulgation or upon declaration by the governor that the state of emergency no longer exists, whichever occurs sooner; however, the chief law enforcement officer, with the consent of the governor, may extend the effect of such orders for successive periods of not more than five days each by republication of such orders in the manner hereinabove provided. C. All orders promulgated pursuant to this section shall be executed in triplicate and shall be filed with the clerk of court of the parish affected and with the secretary of state of this state. D. During any period during which a state of emergency exists the proclaiming officer may appoint additional peace officers or firemen for temporary service, who need not be in the classified lists of such departments. Such additional persons shall be employed only for the time during which the emergency exists. 46-2 Subchapter 46.1 CRITICAL INCIDENTS E. During the period of the existence of the state of emergency the chief law enforcement officer of the political subdivision may call upon the sheriff, mayor, or other chief executive officer of any other parish or municipality to furnish such law enforcement or fire protection personnel, or both, together with appropriate equipment and apparatus, as may be necessary to preserve the public peace and protect persons and property in the requesting area. Such aid shall be furnished to the chief law enforcement officer requesting it insofar as possible without withdrawing from the political subdivision furnishing such aid the minimum police and fire protection appearing necessary under the circumstances. In such cases when a state of emergency has been declared by the governor pursuant to R.S. 29:724 et seq., all first responders who are members of a state or local office of homeland security and emergency preparedness, including but not limited to medical personnel, emergency medical technicians, persons called to active duty service in the uniformed services of the United States, Louisiana National Guard, Louisiana Guard, Civil Air Patrol, law enforcement and fire protection personnel acting outside the territory of their regular employment shall be considered as performing services within the territory of their regular employment for purposes of compensation, pension, and other rights or benefits to which they may be entitled as incidents of their regular employment. Law enforcement officers acting pursuant to this Section outside the territory of their regular employment have the same authority to enforce the law as when acting within the territory of their own employment. F. Notwithstanding the provisions of this Section, except in an imminent life threatening situation nothing herein shall restrict any uniformed employee of a licensed private security company, acting within the scope of employment, from entering and remaining in an area where an emergency has been declared. The provisions of this Subsection shall apply if the licensed private security company submits a list of employees and their assignment to be allowed into the area, to the Louisiana State Board of Private Security Examiners, which shall forward the list to the chief law enforcement office of the parish and, if different, the agency in charge of the scene. G. As used in this Section: (1) (2) 46.1.2 GENERAL ORDER NO. 46.1 "Disaster" shall have the same meaning as provided in R.S. 29:723(1). "Emergency" shall have the same meaning as provided in R.S. 29:723(2). CRITICAL INCIDENT ALL HAZARD PLAN This policy is developed to address critical incidents requiring a special or emergency response from the Lafourche Parish Sheriff’s Office. It is the purpose of this policy to define the implementation of certain procedures to be followed in the event of a critical Incident. This policy further defines and implements the Lafourche Parish Sheriff’s Office Incident Command, which has been developed to establish the criteria necessary for a successful response. These guidelines shall be used beginning with the initial responding deputy to a full mobilization of the Lafourche Parish Sheriff’s Office. This shall be based on an Incident Command and shall only be used in situations which are unique to law enforcement duties. A. Based on the Incident Command System (ISC) of the National Incident Management System (NIMS) model, Incident Command provides the 46-3 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 functional structure for activity managing any type of incident faced by responders. These formulated guidelines and procedures are to ensure that Lafourche parish would be protected in the event of a: 1. Natural and Man-Made Disaster; a. Preparation to manage a natural and man-made disaster requires a realistic combination of the efforts of various agencies. The Lafourche Parish Sheriff's Office may have the responsibility for the initial response and control of a natural and man-made disaster or it may be used to facilitate the activities of other agencies. b. Upon receipt of information related to a natural or manmade disaster, the information shall be relayed in accordance with General Order, 81.2.5, Radio Communications Procedures and notification to the local fire district and emergency medical services. These resources are available to Communications Equipment Operators as described in General Order 81.2.6, Access to Resources. c. The first deputy at the scene shall assume the following responsibilities upon arrival: (1) (2) (3) (4) (5) (6) (7) d. The first supervisor at the scene shall assume the following responsibilities upon arrival: (1) (2) (3) (4) (5) (6) e. Assess the situation from a safe distance to determine potential hazards; Request the assistance of a supervisor and any necessary backup; Notify the Communications Center of the nature and seriousness of the disaster and request emergency medical services, if needed; Render first aid in accordance with their training; Control the flow of vehicular traffic around the area; Attempt to keep the general public a safe distance from the area; and Attempt to identify areas that may be a crime scene. Command of the scene; Verify the observation and evaluation made by the first deputy at the scene; Coordinate efforts with the other agency personnel at the scene; Advise the Incident Commander of all disaster developments such as manpower requirements, equipment needs, and evacuation needs; Continue supervision of personnel to ensure that specific objectives are met; and Shall be the first command rank officer available until relieved by the Incident Commander or a higher ranking officer. The Incident Commander shall assume the following responsibilities upon arrival: 46-4 Subchapter 46.1 CRITICAL INCIDENTS (1) (2) (3) (4) (5) (6) (7) (8) f. Assess the disaster using information provided by the public, fire department, other police agencies, and other governmental officials; Ensure that all parish and agency notifications have been made; Decide if a call-out of additional employees is required and, if so, direct division commanders to initiate the call-out procedure; Initiate mutual aid as needed. The Incident Commander shall relay orders to a supervisor from the assisting agency that shall supervise responding employees from that agency. In the event a supervisor from an outside agency is not available, Lafourche Parish Sheriff’s Office supervisors shall supervise the assisting employees; Initiate evacuation plans as needed; Set up a command post; Obtain any specialized maps or site plans from the Lafourche Parish Council as well as maps from the Communications Center; and Coordinate with the Criminal Department Head or assigned designee who shall keep the Sheriff and the Chief Deputy informed of the ongoing status of the disaster scene. Responding to a tropical system such as a depression, tropical storm, or hurricane is a coordinated planned response. (1) (2) (3) (4) g. GENERAL ORDER NO. 46.1 The Lafourche Parish Sheriff’s Office shall coordinate in conjunction with the Lafourche Parish Government and the Louisiana Office of Emergency Preparedness. The Criminal Department Head shall be responsible for advising the Sheriff of manpower needs when a tropical system is expected to make landfall at or near Lafourche Parish. The Louisiana Office of Emergency Preparedness has designated evacuation zones within Lafourche Parish. The Lafourche Parish Sheriff’s Office may coordinate with the Lafourche Parish Office of Emergency Preparedness for requested evacuations. The Lafourche Parish Sheriff’s Offfice shall provide manpower based upon the evacuation zone and the classification of evacuation levels (e.g., voluntary or mandatory). When the disaster has been brought under control, the Incident Commander shall ensure that the following measures are taken: (1) (2) (3) (4) All law enforcement deputies engaged in the event shall be accounted for and an assessment made of personal injuries and property damage; All necessary personnel shall be described; Witnesses, suspects, and others shall be interviewed and/or interrogated; and All written reports shall be completed as soon as possible following the incident to include 46-5 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 comprehensive documentation of the basis for, and the agency’s response to the incident. 2. Civil Disturbance; a. In the case of civil disorders or peaceful demonstration, it is the policy of this agency to effectively manage and defuse potentially hazardous situations presented by unruly crowds and illegal gatherings while minimizing property damage, injury, or loss of life. (1) (2) Deputies confronting civil disturbances or peaceful demonstrations and those called upon to assist in these incidents shall follow the procedures of containment, evacuation, communication, response to resistance, and command and control as enumerated in this policy. The law shall govern the procedures for carrying out mass arrest during the course of a civil disturbance or peaceful demonstration as described in the La. R.S. 14:329.1, which defines civil disorder (riot) as follows: A public disturbance involving an assemblage of three or more persons acting together or in concert which by tumultuous and violent conduct, or the threat of tumultuous and violent conduct, results in the injury or damage to persons or property or creates a clear and present danger of injury or damage to persons or property. b. Upon receipt of information related to a civil disturbance, the information shall be relayed in accordance with General Order, 81.2.5, Radio Communications Procedures. c. The first deputy at the scene shall assume the following responsibilities upon arrival: (1) (2) (3) (4) (5) (6) d. Assess the situation from a safe distance to determine if the gathering is currently or potentially violent; Request the assistance of a supervisor and any necessary backup; Notify the Communications Center of the nature and seriousness of the disturbance, particularly the availability of, or immediate observation of, weapons; Control the flow of vehicular traffic around the area; If there are opposing forces, attempt to keep them separated; and Attempt to identify crowd leaders and any individuals personally engaged in criminal acts. The first supervisor at the scene shall assume the following responsibilities upon arrival; (1) Assess the immediate situation for seriousness and its potential for escalation; 46-6 Subchapter 46.1 CRITICAL INCIDENTS (2) (3) (4) (5) (6) (7) (8) e. GENERAL ORDER NO. 46.1 If the disturbance is minor in nature and adequate resources are available, efforts shall be made to disperse the crowd; Estimate, if possible, the number of employees and type of equipment necessary to contain and disperse the disturbance and relay this information to the Communications Center; Determine if the situation requires calling out the Crisis Management Unit; If CMU is needed, notify the Criminal Department Head, Chief Deputy, the Sheriff and advise the Communications Center to contact the CMU Commander; Utilize as many employees as deemed necessary to contain the situation until the Incident Commander arrives on scene; Designate staging areas where fleet vehicles can be parked and secured, while maintaining an open route for emergency traffic; and Set up and secure, upon the orders of the Incident Commander a perimeter to keep the press and general public away from the danger zone. The Incident Commander shall assume the following responsibilities upon arrival; (1) (2) (3) (4) (5) (6) To the degree possible, innocent civilians are evacuated from the immediate area of the disturbance; Establish surveillance points to identify agitators, leaders, and individuals committing crimes, and to document and report on events as they happen; Photograph and videotape evidence of criminal acts and perpetrators whenever possible; The appropriate use of tactical formations; The transportation for prisoners; and availability of That a back up team of deputies is readily available, should assistance be required. f. On many occasions, the Crisis Management Unit can serve to defuse a threatening situation. The Incident Commander shall establish communications with demonstration leaders as soon as conditions permit as a means of obtaining firsthand knowledge of crowd mood, and as a tool to facilitate negotiations and maintain the peace. If demonstration leaders refuse to communicate and they violate the law, they may be the first group of persons to be arrested. g. Response to resistance, aggression, or situational danger in the control and disbursement of civil disturbances as in other circumstances is governed by Subchapter 1.3, Response to Resistance, Aggression, or Situational Danger. (1) When physical arrest of identified leaders and agitators fails to disperse the crowd, the Incident Commander may elect to respond to resistance, aggression, or situational danger in a lethal or less lethal manner to accomplish these ends. In so doing, it shall be ensured that: 46-7 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 i. ii. iii. iv. A clear path of escape is available for those who wish to flee the area; The use of tear gas, smoke, or other less lethal weapons is coordinated and controlled; The use of K-9 teams is strictly limited to that of a backup or containment position, and that the response to resistance, aggression, or situational danger by K-9 teams is limited to the protection of life, or in the event the crowd becomes unmanageable or violent; and The use of lethal response to resistance, aggression, or situational danger to protect themselves or others from what is reasonably believed to be an immediate threat of death or serious bodily injury. (a) h. During the course of civil disturbances, it may be necessary to make arrests of numerous individuals over a relatively short period of time. In order for this process to be handled efficiently, safely, and legally, the Incident Commander shall ensure that: (1) (2) (3) (4) (5) (6) (7) i. Particular caution shall be taken when using firearms during a civil disturbance. An arrest team is designated to process all prisoners for purpose of transportation; An adequate number of vehicles are made available to remove the prisoners and transport them to the Detention Center; An adequate secure area is designed in the field for holding prisoners after initial booking and while awaiting transportation; All arrested individuals are searched, photographed, and properly identified prior to transportation to the Detention Center for formal booking; All injured prisoners are provided medical attention prior to being booked; All arrested juveniles are handled in accordance with the Lafourche Parish Sheriff’s Office policy and procedure for the arrest, transportation, and detention of juveniles; and All evidence and weapons removed from arrestees are processed in accordance with General Order 84.1, Evidence and Property Control System. When the disturbance has been brought under control, the Incident Commander shall ensure that the following measures are taken: (1) (2) All law enforcement deputies engaged in the event shall be accounted for and an assessment made of personal injuries; All necessary employees shall be described; 46-8 Subchapter 46.1 CRITICAL INCIDENTS (3) (4) 3. GENERAL ORDER NO. 46.1 Witnesses, suspects, and others shall be interviewed and/or interrogated; and All written reports shall be completed as soon as possible following the incident to include comprehensive documentation of the basis for, and the agency’s response to the event. Mass Arrests; Mass arrests are usually anticipated events that require planning. An Operations Plan shall describe the nature and schedule of events. The Incident Commander shall prepare the Operations Plan and review with responders prior to the event. a. In cases of mass arrest, the Lafourche Parish Detention Center may be utilized. In some cases, temporary detention shall be created utilizing buildings, offices, etc. (1) (2) Based on the situation, the Incident Commander shall determine the appropriate booking location. Whenever possible, an appropriate space or designated area shall be found away from the incident. b. A security line shall be established to process arrestees in an efficient manner. The security line shall consist of deputies to carry out the duties of communications, identification, property and evidence security, and transportation. c. It shall be the responsibility of the arresting deputy to properly search and photograph the arrestee. The deputy shall then properly record the location, date, time, and nature of the offense and turn the arrestee over to the identification deputy. The arresting deputy shall then refer to the designated evidence deputy, who shall receive all pieces of evidence that are documented by number and release to the Evidence Custodian. (1) (2) (3) d. The arresting deputy shall tag any evidence associated with the arrestee. The arresting deputy shall collect evidence in accordance with General Order 84.1, Evidence/Property Control System. The arresting deputy shall mark the evidence bag with a citation number and complete the appropriate paper work. The identification deputy shall attempt to verify the identification of the arrestee and properly record the general citation information and then turn the arrestee over to the property deputy. (1) (2) The arresting deputy and/or identification deputy shall attempt to identify the arrestee. If unable to make a positive identification, the arrestee shall be listed as “Jane Doe” or “John Doe” in a sequential numerical sequence until positively identified (e.g., John Doe 1, John Doe 2). 46-9 Subchapter 46.1 CRITICAL INCIDENTS (3) (4) GENERAL ORDER NO. 46.1 As part of the attempt to identify the arrestee, the Automated Fingerprint Identification System (AFIS) shall be utilized Identification symbols shall be used to distinguish between the arrestees. e. The property deputy shall properly bag and record the arrestee’s property on a Supplement to Summons form and then turn the arrestee over to the transportation deputy. f. The transportation deputy shall separate the arrestees by either an identification symbol, segregated on the scene, relocated to any authorized facility, and/or transported accordingly. (1) (2) (3) g. Juvenile offenders shall be processed on the scene in the same fashion as an adult. (1) (2) h. They shall be segregated or transported to a secure location for further processing. In the case where a juvenile is issued a citation, release shall be to a parent or concerned adult. Deputies shall be assigned to guard the arrestees until the processing is complete. (1) (2) (3) (4) i. Lafourche Parish Sheriff's Office fleet vehicles shall be utilized for transportation. If a situation requires more vehicles or vehicles other than Lafourche Parish Sheriff's Office fleet vehicles, the Incident Commander shall make arrangements to use, lease, or borrow vehicles appropriate to the situation. In the event the need arises beyond the capacity of the Lafourche Parish Sheriff's Office for transportation, the Council on Aging and the Lafourche Parish School Board shall be contacted to assist. In all cases, privately owned vehicles shall be avoided. All arrestees shall be restrained with handcuffs or flex cuffs and placed in confinement guarded by a sufficient number of deputies. If arrestees are violent or become violent, they shall be separated from the group and/or transported to the Detention Center as soon as possible. The Incident Commander shall take appropriate measures as deemed necessary. Arrestees shall be provided with food and water consistent with Louisiana Law. In the event restroom facilities are not available, provisions shall be made to procure portable toilets. Prosecutorial liaison may be necessary. The Incident Commander shall contact the Sheriff or assigned designee to determine if the District Attorney is to be contacted to determine if assistance is necessary. If necessary, the Incident Commander shall contact the duty judge or chief judge. 46-10 Subchapter 46.1 CRITICAL INCIDENTS (1) j. If arrestees require transportation to the nearest medical facility, prior notification shall be made to that facility. When the event has ended, the Incident Commander shall ensure that the following measures are taken: (1) (2) (3) 4. The PIO shall set up media staging areas so that the media does not have direct access to arrestees. Ambulance or rescue units shall be summoned as necessary. Should any medical personnel be present and available, they shall be allowed to render first aid, as appropriate, once it has been confirmed that they are trained medical professionals. (1) l. The defense counsel shall be allowed to see their clients upon the completion of booking. The Public Information Officer shall be responsible for responding and coordinating all media releases. (1) k. GENERAL ORDER NO. 46.1 All law enforcement deputies engaged in the incident shall be accounted for and an assessment made of personal injuries; All necessary employees shall be described; and All written reports shall be completed as soon as possible following the incident to include comprehensive documentation of the basis for, and the agency’s response to the event. Bomb Threat; When a call is received from a bomber employees in ascertaining details from a gaining access to a bomb disposal Communications Center shall be notified a. Communications Equipment Operators receiving the call shall refer to the Emergency Operations Flipchart and obtain as much detailed information from the caller as possible. (1) (2) b. or third party, the role of bomb threat caller and for unit is imperative. The and the call recorded. Information shall be relayed as described in General Order, 81.2.5, Radio Communications Procedures. If such a threat is communicated to the Communications Center other than by telephone, the Communications Equipment Operator shall seek the same information and immediately notify the Uniform Patrol Shift Supervisor. Once the information is received and the Uniform Patrol Shift Supervisor is notified, the Sheriff, Chief Deputy, Criminal Department Head, Patrol and Support Services Division Commanders, Director of Disaster Preparedness and Homeland Security and Crisis Management Unit Commander shall be immediately contacted and Command Staff notified. 46-11 Subchapter 46.1 CRITICAL INCIDENTS (1) c. GENERAL ORDER NO. 46.1 The Communications Equipment Operator shall dispatch a uniform patrol deputy to make contact with the owner/manager of the location of the threat, while putting the appropriate fire department and ambulance on standby. All responding employees shall advise the Communications Center of their arrival at least one-half of a mile from the alleged threatened location and shall turn off electronic devices, e.g., radios, cellular phones, pagers, etc. (1) All on-scene communications shall be conducted orally or by hard-line public service if necessary. (a) (2) d. (2) Attempt to locate the caller and/or owner/manager and isolate them from all other persons; and Recommend persons evacuate to a safe area. The first supervisor at the scene shall assume the following responsibilities upon arrival; (1) (2) (3) (4) (5) (6) f. Should radio electronic communications be the only means of communicating, employees shall relocate and communicate from a remote location. The first deputy at the scene shall assume the following responsibilities upon arrival: (1) e. Employees shall leave the scene to use hard-line public service. Assess the immediate situation for seriousness and its potential for escalation; If the crowd is minor in nature and adequate resources are available, efforts shall be made to disperse the crowd; Estimate, if possible, the number of employees and type of equipment necessary and relay this information to the Communications Center; Utilize as many employees as deemed necessary to contain the situation until the Incident Commander arrives on scene; Designate staging areas where fleet vehicles can be parked and secured, while maintaining an open route for emergency traffic; and Set up and secure, upon the orders of the Incident Commander, a perimeter to keep the press and general public away from the danger zone. The Incident Commander shall assume the following responsibilities upon arrival: (1) Organize search teams to consist of specially trained deputies paired with canines trained in explosive detection. (a) 46-12 Once the search begins, the Communications Center shall clear the net for emergency traffic only. Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 (b) (2) Assemble one or more teams, depending on the area and what is to be searched, to consist of a minimum of one canine and two deputies. (a) (3) All searches shall be conducted in a manner to minimize loss of production to an operation (meaning to search and secure one building/area at a time). Accomplish the proper evacuation of persons from the suspected area before this type of search is conducted. (a) (4) If the information obtained relates to a specific time of explosion, Lafourche Parish Sheriff's Office employees shall exercise the thirty/thirty rule (meaning that they shall not occupy the suspected threat area for thirty minutes prior to, and thirty minutes after, the said detonation time). Should any person (owner, etc.) refuse to evacuate the suspected area, a manual search shall be conducted which shall be explained to the person(s) in charge and/or contact person that a manual search is not as effective as a canine search. They shall be required to sign a written agreement that they refuse to evacuate and agree to a less effective manual search. Accomplish a mandatory evacuation of all persons if a suspected device is located or identified, and relocate them to a safe area that has been searched and found to be secure. (a) (b) (c) (d) Once a canine alerts on a device or suspected device, the canine shall be removed. The team shall obtain as much detailed information as possible and sketch and/or photograph the suspected area. Immediately notify the Louisiana State Police bomb deposal unit, New Orleans Police Department, Jefferson Parish Sheriff’s Office, FBI, and/or Alcohol Tobacco Firearms (ATF). Evacuate persons and safely secure the perimeter preventing access to the device. i. (5) The perimeter shall be maintained by uniform patrol deputies to prevent any access to the device or suspected device. Conduct a physical search (walk through), once the canine has cleared the building or suspected area and no device is detected. 46-13 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 (a) (b) (6) Ensure required equipment is readily available to include, but not limited to: (a) (b) (c) (d) Ballistic helmet; Goggles; Mirrors; and Flak vest. g. The PIO shall coordinate the release of any information to the media. If necessary, he shall coordinate a staging area that shall not endanger the safety of the operation should wireless electronic equipment be used. h. When the event has been brought under control, the Incident Commander shall ensure that the following measures are taken: (1) (2) (3) (4) 5. The team shall then question personnel from the building and/or suspected area and have them accompany them to observe anything they may find unusual. The team shall then conduct a third and final sweep of the suspected area. All law enforcement deputies engaged in the event shall be accounted for and an assessment made of personal injuries and property damage; All necessary employees shall be described; Witnesses, suspects, and others shall be interviewed and/or interrogated; and All written reports shall be completed as soon as possible following the vent to include comprehensive documentation of the basis for, and the agency’s response to the event. Hostage/Barricaded Person Situation; The Lafourche Parish Sheriff’s Office Crisis Management Unit has teams trained and available to respond to events involving a hostage or barricaded person situation. All components of CMU shall be under the command of the Criminal Department Head. In the absence of the Criminal Department Head, CMU shall be under the command of the Crisis Management Unit Commander. The Lafourche Parish Sheriff’s Officer shall negotiate at the level dictated by the threat. The Incident Commander as appropriate shall command, control, and coordinate a response that provides a means to coordinate the efforts of individual persons and agencies as they work toward the common goal of stabilizing an incident while protecting life, property and the environment. a. Upon receipt of information or observation related to a hostage or barricaded person situation, the information shall be relayed in accordance with General Order, 81.2.5, Radio Communications Procedures, and notification to the local emergency medical services. These resources are available to Communications Equipment Operators as described in General Order 81.2.6, Access to Resources. (1) The CMU Commander shall be notified immediately. Notifications to the Patrol and Support 46-14 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 Services Division Commanders, Criminal Department Head, Chief Deputy and Sheriff shall follow, providing as much information as possible. b. The first deputy at the scene shall assume the following responsibilities upon arrival: (1) (2) Assess the threat level and attempt to safely establish indirect communications from a distance, e.g., telephone, cellular telephone, public address, etc; Avoid direct contact unless the barricaded subject, hostage taker, or hostages respond or attempt to make communication; (a) (3) Make every attempt to evacuate bystanders to a safe location; and (a) (b) (4) c. or relocate Evacuated bystanders shall be referred to employees of the Police Social Services Section. Police Social Services employees shall attempt to honor any legitimate request (e.g., get medication, etc.). Secure the outer perimeter, directed by a supervisor. unless otherwise The first supervisor at the scene shall assume the following responsibilities upon arrival; (1) (2) (3) (4) (5) (6) Assess the immediate situation for seriousness and its potential for escalation; Efforts shall be made to disperse any crowd; Estimate, if possible, the number of employees and type of equipment necessary and relay this information to the Communications Center; Utilize as many employees as deemed necessary to contain the situation until the Incident Commander arrives on scene; Designate staging areas where fleet vehicles can be parked and secured, while maintaining an open route for emergency traffic; and Set up and secure, upon the orders of the Incident Commander a perimeter to keep the press and general public away from the danger zone. (a) d. The deputy shall attempt to continue dialog and control the situation until the Crisis Management Unit arrive. Secure the inner perimeter until the arrival of the Incident Commander. The Incident Commander shall assume the following responsibilities upon arrival: (1) Determine which persons or employees are to be notified for deployment; 46-15 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 (a) (b) (c) (2) Establish a command post in a safe location, appropriate to the situation, between two perimeters with restrooms, vehicle access, and command post capabilities; (a) (3) Communications Section employees and/or persons at the command post shall make appropriate notifications. A list shall be made of deployed employees and local agencies’ support services that are available to assist (e.g., Coast Guard, State Police, etc.). The Communication Section has the capability of communicating with outside agencies, as described in General Order 82.2.5. The Lafourche Parish Sheriff's Office also has access to the National Mutual Aid channels and shall make available portable radios for assisting personnel. All negotiations, command staff briefings, and communications shall take place through the centralized command post. Relay all obtained information from the previous on-scene commander to the negotiator, upon arrival; (a) Only trained negotiators shall be permitted to negotiate with hostage/barricaded subject(s). i. (b) Every effort shall be made to prevent a crisis situation from becoming mobile. The Incident Command and the Sheriff shall be consulted. i. ii. iii. iv. 46-16 All negotiators shall be properly trained and shall participate in rehearsal/scenario training. In extreme cases where the situation becomes mobile, a travel route shall be established and/or the threat eliminated while attempting to become mobile. Coordination shall be established with the surrounding jurisdictions with respect to who has authority over the incident. If a decision is made to relinquish or terminate the pursuit, the CMU Incident Commander shall pre-select an appropriate area to minimize any risk. The CMU Commander shall also ensure that adequate personnel are Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 on hand (e.g., medical personnel and decide which method shall be used to disable the vehicle; for example, spikes, disabling devices, and lead and tail vehicles. (4) Determine if there is a threat to life and summons an ambulance to stand by; (a) (5) If gas grenades or combustibles are be used, the fire department shall be summoned to standby. Complete the evacuation of the inner perimeter; and (a) Coordinate an evacuation and/or provision of aid to injured person(s) on the inner perimeter. Determine all additional evacuations. (b) i. ii. (6) e. 6. Authorize lethal or less lethal response to resistance, aggression, or situational danger. The response shall be consistent with the Lafourche Parish Sheriff's Office policy, state, and federal laws. The PIO shall establish a press staging area beyond the outer perimeter and coordinate access and release of information to the media. (1) f. The Incident Commander shall have available any public service such as Police Social Services that may be required. Bystanders shall be evacuated as expeditiously as possible. The PIO shall be responsible for the validation of press personnel. At the conclusion of every deployment, CMU shall meet for a debriefing. Police Social Services shall be consulted to determine if a debriefing is necessary for other identified employees. Acts of Terrorism; and Acts of terrorism are forces of violence against individuals or property to coerce or intimidate governments or societies often to achieve political, religious or ideological objectives as a result of the State of the Nation after September 11, 2001, as well as National Security and Homeland Security Issues. In most cases, a terrorist act may not be discovered until arrival to the scene of a call for service, e.g., fire, bomb threat, aircraft crash, etc. Deputies shall respond as described in General Order 41.1.1, Responding Procedures, and follow instructions from Incident Command which shall be based on the safety of persons and threat to the parish of Lafourche. 46-17 Subchapter 46.1 CRITICAL INCIDENTS a. GENERAL ORDER NO. 46.1 Agency employees who become aware of information that may be related to terrorist activities or acts of terrorism shall immediately report such information to their immediate supervisor. The Director of Disaster Preparedness and Homeland Security shall be notified immediately and assume Incident Command upon arrival. (1) b. Once the information is received and the Uniform Patrol Shift Supervisor is notified, the Sheriff, Chief Deputy, Criminal Department Head, Patrol and Support Services Division Commanders, and Crisis Management Unit Commander shall be immediately contacted and Command Staff notified. The DDPHS shall be designated as the liaison between the Lafourche Parish Sheriff’s Office, public, civil boards and local and state Terrorism Task Forces. (1) Incidents occurring in Lafourche Parish that may prove of interest to this task force or to the local Federal Bureau of Investigation (FBI) are normally communicated to these agencies through or by the DDPHS. (a) c. 7. This does not preclude the Executive Staff from reporting this type of information to the appropriate agency. Under no circumstance shall this intelligence/information be made available to the public and/or media. This procedure is to be considered to be STRICTLY CONFIDENTIAL. Other critical incidents that require a response which include, but are not limited to: a. Floods; b. Tornados; c. Hurricanes; d. Explosions; e. Hazardous material spills; f. Air craft crashes; g. Political conventions; h. Labor disputes; i. Mardi Gras; j. Fairs and Festivals; k. VIP Protection/Security; l. Staged Demonstrations; and/or 46-18 Subchapter 46.1 CRITICAL INCIDENTS m. B. 46.1.3 GENERAL ORDER NO. 46.1 Acts of Civil Disobedience. The Lafourche Parish Sheriff's Office in conjunction with the Lafourche Parish Government, as appropriate, shall govern the response to critical incidents. The Lafourche Parish Sheriff's Office shall address and provide, as appropriate, provisions for: 1. Communications; 2. Situation maps; 3. Field command posts; 4. Chain of command to include other agencies; 5. Casualty information; 6. Community relations (public information and media briefings); 7. Other agency support; 8. Military support; 9. Public facility security; 10. Traffic control; 11. Equipment availability; 12. De-escalation procedures; 13. Post occurrence duties; 14. After-action reports; 15. Transportation; 16. Court/prosecutorial liaison; and 17. Other legal considerations. CRITICAL INCIDENT COMMAND FUNCTION The Critical Incident Command Function is based on the Incident Command System (ISC) of the National Incident Management System (NIMS) model. The Incident Command provides the functional structure for activity managing any type of incident faced by responders. Incident Command responsibilities include but are not limited to the overall management of the incident which may include activation of the Director of Disaster Preparedness and Homeland Security, Crisis Management Unit, or Internal Affairs through the paging system or by public service. The Incident Command shall address and provide provisions for communications, situation maps, field command posts, chain of command to include other agencies, casualty information, community relations (public information and media briefings), other agency support, military support, martial law, public facility security, traffic control, equipment availability, de-escalation, post occurrence duties, after-action reports, transportation, court/prosecutorial liaison, and other legal considerations as described in General Order 46.1.2, Critical Incident All Hazard Plan. Upon the receipt of the notification of a critical incident, Communications Center employees shall notify the Sheriff, Chief Deputy, Criminal Department Head, Director of 46-19 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 Disaster Preparedness and Homeland Security (DDPHS) and/or Crisis Management Unit Commander, Uniform Patrol Shift Supervisor and Command Staff. A. The Sheriff, Chief Deputy, or assigned designee and Criminal Department Head are the only persons allowed to mobilize the Lafourche Parish Sheriff's Office. The Criminal Department Head shall be responsible for the activation of mobilization as directed by the Sheriff or the Chief Deputy. A Department Head or Division Commander may be appointed at the discretion of the Sheriff or Chief Deputy to oversee any operation requiring the activation of any phase of mobilization. In instances requiring the activation of any phase of mobilization, all deputies shall be placed under the command of the Criminal Department Head. In contrast to hurricanes and tropical weather systems, the Lafourche Parish Sheriff’s Office understands that it is unable to have “advance” time in responding to severe weather in the form of thunderstorms, tornadoes, flooding, blizzard and other weather related phenomena. To properly prepare for such situations, the Lafourche Parish Sheriff’s Office realizes that it can only provide employees with a skeleton form of response. Although severe weather has the potential of becoming catastrophic, the Lafourche Parish Sheriff’s Office shall respond to severe weather situations in a manner which, if the situation is contained to a specific area, that normal operations can exist while providing a response to the severe weather. 13. The two types of responses shall be a planned event or a responsive plan such as a severe weather event. The primary staging area, Operations Command Center (OCC), shall be at the Criminal Operations Center. Alternative assembly areas shall be designated by the nature of the threat or situation. 46-23 Subchapter 46.1 CRITICAL INCIDENTS C. GENERAL ORDER NO. 46.1 1. The Lafourche Parish Detention Center, Transitional Work Program, and South Lafourche Substation may be utilized as an alternative OCC. 2. All Commanders of the Lafourche Parish Sheriff’s Office are equipped with cellular phones, and LPSO portable radios, and are capable of managing a situation from their agency assigned vehicle or remote sight. This shall serve as the Field Command and continuous communications with the OCC. Phases shall serve as official notification of any upgrade in operational status as a result of a tropical system or unusual occurrence. In the event that special orders are required as a result of a declared local or state emergency all decisions to implement any special order shall be determined by the Sheriff. Any special orders shall be forwarded to the Lafourche Parish Government, Emergency Operations Center, for concurrence. The Lafourche Parish Council Emergency Operations staff shall forward any special orders to the Lafourche Parish Sheriff’s Office Operations Command Center, for enforcement. At that point which the Sheriff, and the manner in which those orders are to be enforced, the Incident Commander shall forward a copy of the special orders to the PIO for immediate release to the news media. These special orders shall be maintained by the Incident Commander in a file at the Operations Command Center and as soon as practicable a copy shall be filed with the Clerk of Court. These special orders shall only be in effect for a period of five (5) calendar days from the time and day which the order becomes effective. As dictated by the threat, Incident Command may be activated by the use of alerts and/or phases which are designed to mobilize Lafourche Parish Sheriff’s Office employees in the event of a critical incident. Phases may be modified to account for extended recovery. 1. Phase 1 – The Sheriff shall implement or give authority to implement this phase when the threat or event either planned or responsive may require the use of employees in operations requiring: a. Traffic control points; b. Additional patrol capabilities; c. Communications; or d. Uniform presence in crowd control or search and rescue operations. (1) The Incident Commander shall be responsible for: (a) (b) (c) Advising the Sheriff; Tracking and monitoring the event; and Within 36-hours of a planned event inform the Sheriff utilizing the chain of command of: i. ii. e. Manpower; and Needs. When a tropical system is expected to make landfall within the proximity of the Lafourche Parish Gulf Coast within a 36-hour time period, voluntary evacuation notices may be issued by the Lafourche Parish Government. 46-24 Subchapter 46.1 CRITICAL INCIDENTS (1) f. This order is a precautionary action taken by emergency management officials. Command Staff shall assemble to assess the event or situation. (1) (2) g. GENERAL ORDER NO. 46.1 The Chief Deputy shall determine needs of special equipment or other agency support. The Sheriff or Chief Deputy shall determine the closure of Lafourche Parish Sheriff's Office facilities. Lafourche Parish Sheriff’s Office buildings, equipment, and fleet vehicles shall be operationally ready. (1) Division Commanders and the Fleet Operations Manager shall complete requisitions preparing and planning for needed personnel, supplies and equipment. (a) (b) (2) h. Requisitions shall be forwarded through the chain of command to the Purchasing Section. The Purchasing Agent shall review all requisitions and make appropriate preparations through the Chief Deputy. The Operations Command Center (OCC) has appropriate materials available to maintain status boards of all casualties, injuries, shelters, maps, status of personnel, and other operational status boards. These materials are available within the Criminal Operations Center. Appropriate telephone and computer equipment shall be available at the OCC. Logs and forms are available on both hard copy and the Wide Area Network. All personnel are to assure the safety of their family and secure personal property. (1) (2) By June of each year, employees identified as essential personnel that are married to each other and have minor children living with them may submit to their supervisor a plan of action for evacuation and a request to be excused from duty during the emergency to evacuate with their minor child. They should exhaust all alternative methods for evacuating their minor children before a request to be excused from duty can be submitted to their supervisor. All requests shall be in writing and submitted to their supervisor along with any supporting documentation by June 1st of each year. Exceptions shall be made for employees whose situation has changed after June 1st. They shall specify which employee is to evacuate with their minor children and explain why no other alternative is available. The location and contact numbers where the employee will be during the emergency shall be 46-25 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 included in the request, or shall be supplied as soon as the employee has the information. i. (3) Supervisors shall forward the request to be excused from duty through the Chain of Command until it reaches a member of Executive Staff. i. (4) ii. (6) Each supervisor in the employee’s Chain of Command shall make a recommendation on the request. A member of Executive Staff shall make the final decision on a request to be excused from duty and notify the Sheriff or Chief Deputy. i (5) Before a request to be excused from duty is considered, a disaster shall be declared and an evacuation ordered. Requests may be granted on a case-by-case basis. If one employee is assigned to a position that is unique or specific to the disaster the other member shall be approved. If the request is approved then the employee shall be allowed to evacuate when non-essential personnel are allowed to evacuate. Employees who are excused from duty during an emergency shall maintain contact with their supervisor and return to duty at the earliest convenience. i. All employees are to monitor the critical incident. j. The Detention and Transitional Work Program Divisions shall adhere to guidelines set forth for corrections and coordinate with the Criminal Department Head. k. OCC shall be prepared for operational readiness. It shall be the responsibility of the DDPHS and Internal Affairs to assure the readiness of the center to include coordination of the following management issues: (1) (2) (3) (4) (5) (6) (7) (8) (9) Lafourche Parish Government, Office of Emergency Preparedness; Louisiana Office of Emergency Preparedness; Any support agencies; American Red Cross; Maintain a listing of all road closings, traffic control issues related to the event or situation; Outside law enforcement agencies; including; Maintaining any expenses incurred as a result of the event or situation; Maintaining all information pertaining to casualties, injuries and the status of those individuals; Maintaining an accurate account of all LPSO and additional law enforcement personnel assigned to the resolution of the event or situation; 46-26 Subchapter 46.1 CRITICAL INCIDENTS (10) (11) (12) (13) (14) GENERAL ORDER NO. 46.1 Rotating shifts and the introduction of additional personnel into shift rotations; Tracking LPSO personnel costs associated with the operation; Providing meals, bedding, and other necessities; Back-up Operations Command Centers; and Additional traffic support that may be required to monitor and assist with traffic flow. l. Logistic and Computer Operations personnel shall ensure the communications operational readiness of the OCC. m. Section/Shift Supervisors shall notify and inform all under their command of a 24-hour alert and obtaining contact information at the time of notification. (1) (2) (3) Employees that are P.O.S.T. Certified (essential) shall prepare to report for duty within a one-hour notice. Employees that are not P.O.S.T. Certified (nonessential) shall prepare to report for duty within a one-hour notice. Employees that are approved to evacuate shall be informed by their supervisor. (a) (4) 2. It shall be the responsibility of these employees to maintain contact with their Section/Shift Supervisor for further instructions. Reserve Deputies may be placed on stand-by. n. The Sheriff or Chief Deputy shall advise the Off-Duty Detail Coordinator when to cancel all off-duty details. o. All Applications for Leave shall be cancelled. Supervisors of employees with approved Applications for Leave shall make contact with those employees and notify them of the order and anticipated critical incident, unless otherwise approved by the Sheriff or his designee. Phase 2 – The Sheriff shall implement or give authority to implement to activate the Operations Command Center and implement this phase when a threat or situation, or a State of Emergency evacuation (voluntary or mandatory), and/or there is a planned or responsive threat to Lafourche Parish within 12 to 24 hours. Command Staff shall assemble to assess the event or situation and determine mobilization of the agency, Lafourche Parish Government liaison, Incident Command, other agency support and media relations. a. Commanders through the order of the Sheriff shall close Lafourche Parish Sheriff’s Office facilities as deemed necessary. b. The Incident Commander shall be responsible for: (1) (2) Advising the Sheriff; Tracking and monitoring the event; and 46-27 Subchapter 46.1 CRITICAL INCIDENTS (3) GENERAL ORDER NO. 46.1 Within 12- 24 hours of a planned event inform the Sheriff utilizing the chain of command of: (a) (b) Manpower; and Needs. i. ii. iii. iv. c. The issuance of a mandatory Parish Declaration State of Emergency by the Lafourche Parish Government occurs when a threat to Lafourche Parish is expected within a 12 to 24-hour time period and is expected to cause limited or mass devastation to areas or the entirety of Lafourche Parish. This is an action taken by emergency management officials when forecasts predict that landfall within the area is imminent. (1) (2) (3) The Lafourche Parish Government may issue a mandatory evacuation for the area of threat. A voluntary evacuation may be issued for the remainder of the parish. The Lafourche Parish President may issue a parish wide dusk-to-dawn curfew, and the sale of alcohol shall be banned for the duration of the state of emergency or as directed by the Parish President. (a) (4) d. The Lafourche Parish Government, Office of Emergency Preparedness, shall make all requests through OCC. The Lafourche Parish Sheriff’s Office shall provide manpower based upon the evacuation zone and the classification of evacuation levels (e.g., voluntary or mandatory) as declared by the Lafourche Parish Government. In the event of a tropical storm threatening the Gulf of Mexico, the evacuation order may affect all communities located on LA 1 south of the Golden Meadow floodgates; this shall include the communities of Serigny, Leeville, Port Fourchon and the areas south of Port Fourchon to the Jefferson Parish/Grand Isle border. (1) (2) e. Situational maps; Grids; Update employees through supervisors; and but not limited to; Distribution of personnel. A supervisor shall be stationed at the Golden Meadow floodgates and shall coordinate access into the evacuated area. The town of Grand Isle or Jefferson Parish President shall issue permission for evacuees to return to the town of Grand Isle Operations Command Center and/or field command shall be activated. 46-28 Subchapter 46.1 CRITICAL INCIDENTS (1) (2) (3) (4) f. GENERAL ORDER NO. 46.1 The Incident Commander shall serve as the Director of Operations and staff the Operations Command Center. All deputies on-shift shall contact their supervisor immediately for assignment. A list of employees based on the tier system shall be supplied to the incident commander. The incident commander shall consult with the Chief Deputy and Criminal Department Head or assigned designees to determine assignments and deployment of agency employees. Identification markers may be issued. The Criminal Department Command from OCC. (1) assume Field BLUE and GOLD Teams; Planning Function; Command Function Operations Function; Logistics Function/Technical support; Finance and Administration Function; and Special Units/Services: i. ii. iii. iv. v. g. shall The Criminal Department Head shall coordinate with the Criminal Department Division Commanders to determine and implement: (a) (b) (c) (d) (e) (f) (g) (2) Head Crisis Management Unit; Water Patrol; K-9; Transportation; and Investigations. Base radio designations and assignments shall be assigned as well as selection of primary radio channel(s). The DDPHS, Crisis Management Unit Commander and/or Internal Affairs shall assume incident command of the Operations Command Center and the Criminal Department Head shall supervise all field operations. Employees shall work 12-hour shifts, rotating at 0500 and 1700 hours. (1) The Patrol Division Commander in coordination with Incident Command shall coordinate operations with the: (a) (b) (c) (d) (e) (f) (2) Louisiana State Police; Thibodaux Police Department; Lockport Police Department; Golden Meadow Police Department; Greater Lafourche Port Commission Harbor Patrol; and/or Grand Isle Police Department. The Fleet Operations Manager shall coordinate 12hour shifts to assure operational readiness of the Motor pool. 46-29 Subchapter 46.1 CRITICAL INCIDENTS (3) GENERAL ORDER NO. 46.1 Additional traffic support may be required to monitor and assist with traffic flow at the following traffic points: (a) (b) (c) (d) (e) (f) (g) (h) (i) (j) (4) An Emergency Operations Assignment shall be completed by the Uniform Patrol Shift Supervisor at the beginning of each tour of duty. (a) (b) (c) (d) (e) (f) (5) LA 1 and LA 3090 (Port Fourchon); LA 1 and the Golden Meadow floodgates; LA 1 and LA 308 at the Tarpon Bridge; LA 1 and LA 308 at the South Lafourche Bridge; LA 1 and LA 3161; LA 1 and LA 308 at the Cut Off Bridge; LA 1 and LA 657; LA 24 and LA 1; LA 3235 and LA 24; and LA 1 and LA 308 at the ChampagneHarrelson Memorial Bridge. One lieutenant shall be assigned to the north section of the parish (St. John Community to St. Charles Community and the Sixth Ward area). One lieutenant shall be assigned to the central section of the parish (St. Charles Community to the Valentine Community). One lieutenant shall be assigned to the Lafourche/Jefferson Parish line. At least one supervisor shall be stationed at a checkpoint established at the Intracoastal Canal and shall supervise checkpoints located on both LA 1 and LA 308. At least one supervisor shall be stationed at a checkpoint established at the Golden Meadow floodgates and shall supervise operations at this location. The Crisis Management Unit shall be assigned as deemed necessary by the CMU Incident Commander. Essential employees may be assigned as determined by the Chief Deputy and Criminal Department Head. Essential employees shall: (a) (b) (c) (d) (e) (f) (g) (h) (i) (j) (k) 46-30 Not leave assigned areas until properly relieved or authorized; Maintain communications with the other field personnel; Assist other agencies, OCC, and Field Supervisors; Secure the area and establish a perimeter; Assess the situation; Assist in initial rescue operations; Monitor weather conditions; Report flooding; Conduct traffic and crowd control; Patrol assigned area; Report all findings to OCC; Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 (l) (m) Assist in public safety; Assigned to the designated shelter(s) to serve as security; i. ii. iii. iii. iv. v. (n) (o) (p) iii. iv. v. vi. vii. viii. (6) A minimum of one deputy shall be assigned to the designated evacuation shelter or shelters based on every one hundred evacuees. Traffic shall be controlled to the entrance and exits of the shelter. Assist with specialized equipment brought to the facility for safety. Assist with reuniting misplaced persons with appropriate parties. Keeping the people informed of the weather conditions. Check for contraband. Respond to calls for services; Respond to any relative duty or responsibility pertaining to the critical incident; Familiarize themselves with; and i. ii. (q) evacuation Evacuation shelters and routes; Other personnel assigned to same area; Safety points; LPSO facilities; Other Law Enforcement Agency's; Churches; Hospitals; and Emergency Operation Centers. Assigned to security at the Lafourche Parish Detention Center, Operations Command center, or as security supervising trustee public work details. Non-essential employees may be assigned as determined by the Chief Deputy and Criminal Department Head. Non-essential employees may be deployed as follows: (a) Operations Function; i. ii. iii. (b) Logistics Function; i. ii. 46-31 Preparation and maintenance of staging/resting areas; Obtain contact information from evacuated employees to advise of return to normal operations; or Operations Command Center. Issue and return equipment; Switchboard; supplies and Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 iii. iv. v. vi. vii. viii. ix. x. xi. xii. (c) Finance and Administration and/or i. ii. iii. (d) (7) Assist in deploy and return of DOC and parish inmates to facility; Sandbagging; Debris removal; Information Technologies; Computer support; Prepare and deliver food and water at checkpoints; Transportation; Secure LPSO properties; Boarding windows; and Maintaining generators. Track expenses; Payroll; and Emergency timesheets; Duties as deemed necessary authorized by incident commander. and Criminal Department Division Commanders as assigned by the Criminal Department Head shall oversee the BLUE and GOLD Teams. A Field Command shall be established in the area of the threat or situation. (a) (b) (c) 12-hour shifts shall be established. Supervisors shall be assigned to north, central, and south areas of the parish consistent with the threat or situation. Supervisors assigned to the north, central, and/or south areas of the parish shall serve as continuous communications with field personnel, Field Command, and the OCC. Supervisors shall assess area in which assigned, but not limited to: i. ii. iii. iv. v. vi. vii. viii. ix. (d) 46-32 Oversee operations of field personnel; Manpower; Shift briefings; Weather conditions; Duration of unusual occurrence; Response to calls for services; Establish traffic points to control egress and ingress; Determine the level of damage to residential and commercial structures; Determine the existence of, or anticipated, casualties/fatalities. Shifts shall remain twelve hours, 0500 to 1700 hours and 1700 to 0500 hours unless deemed otherwise by the Sheriff or his designee. Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 (e) (f) (g) (h) (i) h. The Incident Commander assisted by Division Commanders and Department Heads shall assess responsibilities, property damage, casualties, fatalities, and expenditures during the course of the operation. He shall coordinate with representatives of any outside support currently involved and/or anticipated involvement. Outside support may include: (1) (2) (3) (4) (5) (6) (7) (8) (9) (10) (11) (12) (13) (14) (15) (16) i. Parish President; Lafourche Parish Government, Office of Emergency Preparedness; National Weather Service; Louisiana State Police; Louisiana Office of Homeland Security and Emergency Preparedness; National Guard; Emergency Medical Services; Local Churches; Lafourche Parish School Board; Shelters; Local Fire Departments; Local Municipalities; Greater Lafourche Port Commission; Coast Guard; Local Media; and American Red Cross. The Purchasing Agent or assigned designee shall coordinate 12-hour shifts to be available to assist the Incident Commander in maintaining reports as well as purchase requisitions unless other wise directed by the Sheriff or Chief deputy. (1) j. The two shifts designated to work 1700 to 0500 hours (night) shall combine to form one shift referred to as the BLUE Team. The two shifts designated to work 0500 to 1700 hours (Days) shall combine to form one shift referred to as the GOLD Team. Captains shall rotate shifts from 0300 to 1500 hours and 1500 to 0300 hours. Lieutenants shall rotate shifts from 0400 to 1600 hours and 1600 to 0400 hours. All other personnel shall rotate shifts from 0500 to 1700 hours and 1700 to 0500 hours. All emergency purchases of food and necessities shall be requested through OCC. other The Public Information Officer (PIO) shall report to OCC and provide media support. (1) (2) All information pertaining to the critical incident shall be communicated through the PIO. The PIO shall establish a Media Staging Area outside of the perimeter, to alleviate any interference in operations by the media. 46-33 Subchapter 46.1 CRITICAL INCIDENTS k. GENERAL ORDER NO. 46.1 For each shelter requiring security, rules and regulations shall be made available to be posted. A means of communications, e.g., two-way radio, cellular telephone, etc. shall be distributed accordingly, When possible areas may be designated using color strips to separate individuals as necessary, e.g., elderly, single mothers, sex offender, etc. (1) A headcount shall be relayed to the Operations Command Center each shift change. l. The primary employees to assess damages and provide photographic assistance in documenting damage may be the Investigative Division employees assigned to the BLUE and GOLD Teams. m. Corrections employees shall be assigned to security at the Lafourche Parish Detention Center or as guards supervising trustee public works details. (a) Public work details may include but not limited to assisting: i. ii. iii. The Lafourche Parish Government; The Department of Public Works, as approved in filling sandbags; and Residents in removing debris and other objects from yards. n. The Lafourche Parish Sheriff’s Office may provide continuous patrol during a threat to the parish, and all deputies shall operate their emergency lights for the duration of their tour of duty. o. Field Supervisors shall assess threat conditions and conduct roll call to account for all field personnel reporting all findings to OCC. p. At the time that employees are placed in danger, area supervisors shall advise employees to abandon their post and seek shelter. Shelter may include but are not limited to: (1) (2) (3) (4) (5) (6) (7) (8) (9) (10) (11) (12) (13) Thibodaux Regional Medical Center; Lafourche Parish Detention Center; Lafourche Parish Sheriff’s Office Training Center; Lafourche Parish Sheriff’s Office Block Building; Lafourche Parish Sheriff’s Office Administrative Office; Lafourche Parish Sheriff’s Office Criminal Operations Center; Lafourche Parish Sheriff’s Office Communications Center; Lockport Police Department; Lafourche Parish Sheriff’s Office Personnel and Fleet Operations Center; St. Anne/Ocher’s Medical Center; Lafourche Communications District; Lafourche Parish Sheriff’s Office Transitional Work Program; Louisiana State Police, Troop C; 46-34 Subchapter 46.1 CRITICAL INCIDENTS (14) (15) (16) (17) Lafourche Parish Sheriff’s Office South Lafourche Substation; Lady of the Sea Hospital; Golden Meadow Police Department; and Port Fourchon Operations Center. q. Initiating the notification and mobilization of additional agency employees. Patrol Division Supervisors shall call in additional employees as necessary at the direction of a Department Head or above. r. In the event the Communications Center is disabled, the Criminal Operations Center shall be the secondary communications site, which can be staffed separately and utilized as an Operations Command Center. (1) (2) 3. GENERAL ORDER NO. 46.1 The Criminal Operations Center shall have the capability of activating communications with any field unit through portable radios. In addition, cellular phones shall be available as backups. A command post may be set up in any area of the parish where an emergency exists. Phase 3 – After the threat, and upon the determination deemed safe to re-assume assigned duties, The Sheriff may implement or give authority to immediately implement this phase which defines the manner in which the Lafourche Parish Sheriff’s Office returns to normal operations at the conclusion of an event that required mobilization of all or part of the Lafourche Parish Sheriff’s Office. and supply law enforcement personnel to patrol and recovery assessment.. a. The DDPHS, CMU Commander or Internal Affairs shall consult with the Sheriff, Chief Deputy, and/or Parish President. Through the Department Heads and Commanders assign personnel as deemed necessary and assure the immediate availability of all Lafourche Parish Sheriff’s Office facilities, vehicles, and employees. Provisions shall be made for the de-escalation of the Lafourche Parish Sheriff’s Office; this may be delegated to OCC staff. Factors to be considered shall be the: (1) (2) (3) (4) Return to normal shift rotation of shift employees; Removal of non-Lafourche Parish Sheriff’s Office employees, if applicable; Return of normal employment activities; and Employees assigned to the Finance and Administration function shall conduct an assessment of additional hours worked during the event. (a) (b) 46-35 When applicable the de-escalation shall occur in reverse order of the mobilization. Division Commanders shall be responsible for the demobilization of employees within their Division and the return to normal operating practices. Department Heads shall consult with Division Commanders and complete After Action Reports reflecting the unusual Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 occurrence. These reports shall be submitted to the Incident Commander for review. The Incident Commander shall then conclude an After Action Report documenting suggestions to improve in attempt to correct any described deficiencies. A copy shall be forwarded to the Training and Range Section for training reference and the original shall be submitted to the Sheriff through the Chief Deputy. b. Area supervisors shall ensure the safety and availability of all employees assigned to their area. They shall then notify the OCC of any injuries, damage, or findings potential to the situation. c. Deputy’s assigned to handle complaints shall inform the Communications Center of their location and shall be available to respond to an emergency call for service. d. Employees shall be assigned to assess damages, casualties/fatalities, and coordinate with the Coroners Office and local hospitals. Should there be a large amount of fatalities; a temporary morgue shall be established to hold the fatalities pending identification and autopsies. (1) e. Employees shall be assigned to begin conducting search and rescue operations through the use of Water Patrol, K-9, and Crisis Management Unit, if required. (1) f. The Support Services Division Commander shall strategically place vessels in various positions within the parish to provide for immediate response if required. BLUE and GOLD Teams shall assure communications, security, enhance patrol (looting and sight seeing), and assess calls for services, when directed. (1) g. Photographic assistance shall be provided as determined by the Sheriff and logistics personnel shall assess the function of radios and telephones, when directed. Deputies who are assigned take-home units are equipped with emergency supplies. Additional supplies required shall be issued from the command post. Corrections Division employees shall be assigned to assist in clean up details, transportation, and food services. The Corrections Division shall be responsible for assisting in the removal of debris from roadways and assisting the public in the removal of debris from their residences and yards. This shall be coordinated with the Lafourche Parish Solid Waste Management Department and the Lafourche Parish Sheriff's Office OCC, when directed. 46-36 Subchapter 46.1 CRITICAL INCIDENTS h. PersonnelDivision shall provide Victim/Witness assistance, elderly services, and clergy. (1) (2) D. GENERAL ORDER NO. 46.1 The Police Social Services Section shall be made available to assist those who are in need of post disaster assistance. The Police Social Services Section shall coordinate with the American Red Cross and other nonprofit organizations in providing disaster relief services to those in need, when directed. i. Information Technologies Technicians shall assess the operation of on-line services, when directed. j. The PIO and the Planning and Research/Special Projects Coordinator shall coordinate tours of area of event with media and Lafourche Parish Government, Office of Emergency Preparedness. The Lafourche Parish Sheriff’s Office coordinates with the Lafourche Parish Office of Emergency Preparedness, the Louisiana State Police, Louisiana Office of Emergency Preparedness, and the local law enforcement agencies of the cities of Thibodaux, Lockport, Golden Meadow, Greater Lafourche Port Commission Harbor Patrol, and surrounding parishes. 1. In the event a critical incident occurs within the Lafourche Parish Courthouse or Courthouse Annex, appropriate liaison shall be established with all court officials so that necessary security arrangements may be initiated. 2. Whenever possible, contact shall be made with the Lafourche Parish District Attorney's Office whenever a civil disturbance situation is confronted. a. 3. When time permits, coordination shall be made before any type of response is used against demonstrators or before mass arrest procedures are initiated. In multiple jurisdiction or multi-agency involvement, radio communications shall be accomplished in plain talk. Agency specific codes are not used. a. Department Heads in coordination with Commanders may request assistance from: (1) (2) (3) (4) (5) b. 4. Division Other law enforcement agencies; National Guard; Council on Aging; School Board; and/or Any other organization that may have materials or man power that is necessary to complete an objective. All jurisdictions involved in the critical incident may meet to set guidelines for each agency. Responding law enforcement officers shall be directed to report to the Incident Commander for assignments. 46-37 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 5. Only the Sheriff, or assigned designee, may request assistance from a state or federal law enforcement agency during an emergency situation. 6. Preparation to manage a critical incident requires a realistic combination of the efforts of various agencies. The Lafourche Parish Sheriff's Office may have the responsibility for the initial response and control of a critical incident or it may be used to facilitate the activities of another agency, such as a fire department or other law enforcement agencies. a. 7. When called upon to provide mutual aid assistance, the Lafourche Parish Sheriff's Office shall be prepared to assist, expedite, and support the agency engaged in control efforts. Only the Sheriff or assigned designee shall make requests for military support during emergency situations. Additional support required shall be summoned through the appropriate channels for each particular agency. Any request for National Guard or Federal assistance shall be made pursuant to La RS 29: 722 as described in General Order 2.1.4. a. Should the incident require the use of military forces to enforce laws and establish public order, the following shall be performed: (1) (2) The Incident Commander shall inform the Sheriff, or assigned designee, of the need for military involvement. The Sheriff, or assigned designee, shall contact the Governor of the State of Louisiana and make a formal request for military assistance. b. In accordance with Subchapter 1.2, Legal Authority Defined, The Constitution of the United States and the Constitution of the State of Louisiana of 1974, define the scope and limits of law enforcement authority as it pertains to the enforcement of laws, statutes and ordinances. c. Art. 5 § 27 of the Constitution of the State of Louisiana of 1974 creates the office of the Sheriff. (1) The article further defines the authority and jurisdiction of the Sheriff as follows: In each parish a sheriff shall be elected for a term of four years. He shall be the chief law enforcement officer in the parish, except as otherwise provided by this constitution, and shall execute court orders and process. He shall be the collector of state and parish ad valorem taxes and such other taxes and license fees as provided by law. d. L.R.S. 29:717, et al Louisiana Disaster Act of 1993 This particular state law mandates the establishment of the State Office of Emergency Preparedness within the State Department of the Military, and also mandates the Parish President of each Parish within the State to establish and maintain a local Office of Emergency Preparedness. This law further places all authority to declare a local state of 46-38 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 emergency within the jurisdiction of the Parish President. The Parish President is further authorized through this state law to enact any orders which he feels is necessary to protect life and property within their jurisdiction. (1) e. §7. Calling militia for active service by governor; homeland security and emergency preparedness; public emergency (1) (2) (3) (4) f. This state law further defines the authority of the State Office of Emergency Preparedness, the Adjutant General of the State of Louisiana, and the Governor of the State of Louisiana as they pertain to the preparation and response to emergency situations. §7.1. The governor may order into the active service of the state any part of the militia that is necessary to provide for homeland security or emergency preparedness or in the event of insurrection, invasion, or riot, or imminent danger thereof, or in the event of public disaster or danger from flood, fire, storm, earthquake, civil disturbances, terrorist events, or in order to detect, prevent, prepare for, investigate, respond to, or recover from any of the foregoing, or to assist the civil authorities in guarding prisoners, or in response to a national or state emergency or a congressional authorization or presidential declaration pursuant to the War Powers Resolution (50 U.S.C. 1541 et seq.). When called to state service by the governor as provided in Subsection A, members of the Louisiana National Guard and military police shall, unless otherwise restricted by the executive orders, proclamations, or regulations or the orders of their commander, have all of the powers and authority of peace officers, including but not limited to the powers to make arrests, to perform searches and seizures, to execute criminal warrants, and to exercise such other powers and duties of a peace officer as are reasonably necessary to preserve the lives, property, and security of persons in the subject civil jurisdiction, all in accordance with the laws and constitutions of Louisiana and the United States of America. When the active national guard or a part thereof, is called to duty under the constitution and laws of the United States of America, the governor shall order into service the remaining units of the active national guard, if any, or any part thereof that is necessary. If the number of persons available from the active national guard is not sufficient, he shall order out whatever part of the unorganized militia necessary. During the absence of active national guard organizations in the service of the United States of America, their state designations shall not be given to new organizations. Military police; powers and authority 46-39 Subchapter 46.1 CRITICAL INCIDENTS (1) (2) E. F. GENERAL ORDER NO. 46.1 Military police forces of the active Louisiana National Guard, unless otherwise restricted by regulation or order of their commander, shall have all of the powers and authority of peace officers necessary to perform law enforcement functions related to and in connection with their duties in the active Louisiana National Guard. Military police within the Military Department, State of Louisiana, unless otherwise restricted by regulation, proclamation, or order of the adjutant general, shall have all of the powers and authority of peace officers as are necessary to perform law enforcement functions related to and in connection with their duties in the Military Department, State of Louisiana. In the case of a critical incident, the Public Information Officer shall be responsible for responding and coordinating all media releases according to Subchapter 54.1, Public Information. The PIO shall also set up media staging areas so that the media does not have direct access to the immediate area of the incident. 1. The Sheriff, under exceptional circumstances, may authorize escorted access into incident areas or crime scenes. If no outer perimeter has been established, access by news media is restricted to the area outside the police-line or crime scene areas (usually designated with yellow barrier tape). 2. The PIO shall establish a press staging area, coordinate access and release of information to the media and shall be responsible for the validation of press personnel. 3. Identification badges may be issued to those authorized to enter the incident area. This shall be arranged with the approval of the Chief Deputy through the Incident Commander. 4. The staging area shall be in an area of convenience not to endanger the employees and the citizens. Members of the News Media shall only be allowed access into evacuated areas once the Operations Command Center and the Sheriff or assigned designee has given the clearance. No representative of the Lafourche Parish Sheriff’s Office shall give any statement to the news media without receiving approval from the Chief Deputy or Sheriff. All inquiries by the news media shall be referred to the PIO. The Public Information Officer, or assigned designee, shall be responsible and available for on-scene response to major incidents and respond to the scene of the incident if it is determined by the Incident Commander or other ranking deputy that the incident may attract media attention. 1. The PIO shall obtain briefings from the Incident Commander and provide information to the news media. 2. The summary shall be released to the news media in accordance with Subchapter 54.1. When safety permits, provide monitored access for the news rumor, accurate reporting, and quality photographs or films. a. The summary shall be prepared to include: 46-40 Subchapter 46.1 CRITICAL INCIDENTS (1) (2) (3) (4) 3. Media visits shall be coordinated by the PIO and Chief Deputy and shall be subject to ground rules addressing, but not limited to: (1) (2) (3) b. G. H. Casualty counts; Suspected causes; Remaining hazards; and Restrictions. The PIO shall be a liaison with concerned community groups in relation to the incident. a. 4. GENERAL ORDER NO. 46.1 Staging areas for media; Agreements on scope of coverage with clear understanding that media shall consult with the Public Information Officer prior to taking any action; Identification badges to include media agency name, date issued, date of expiration, and media personnel’s name; Presence of the news media at incident scenes may be hazardous and they shall enter the area at their own risk. The PIO shall keep a logbook of all media identification badges issued. Deputies shall receive assignments from area supervisors prior to reporting for duty. Changes in assignments shall be relayed to deputies with the knowledge of the Operations Command Center. 1. When possible each deputy shall be issued a grid allowing the deputy the knowledge of the whereabouts and assignments of all on-duty employees assigned to the field. 2. The Supervisors may alter deputy assignments as needed to relieve the deputy when necessary. 3. Employees assigned to the Operations Command Center shall track on-duty employees. 4. A supervisor shall be assigned to the area of threat or each area of the parish, e.g., north, central, south. Changes in deputy assignment shall be relayed to the Incident Commander or assigned designee through the Operations Command Center. Following incidents of short duration (i.e. mass arrests, civil disturbances, bomb threats, hostage situations, etc), the Incident Commander shall submit a written report to the Criminal Department Head within 48-hours after the conclusion of the event, recording and reporting on the execution of the emergency mobilization plan. All agencies that participated in the emergency are encouraged to participate. Constructive criticism, rumors, or concerns are welcomed and shall be addressed. 1. The report shall be reviewed to identify any weaknesses in the agency's standard operating procedures, resources, or training. 2. The report should include the following information: 46-41 Subchapter 46.1 CRITICAL INCIDENTS I. GENERAL ORDER NO. 46.1 a. Law enforcement personnel/equipment; b. Overtime costs; c. Expenditures or equipment replacement costs; d. Casualties/personal injuries; and e. Arrests. 3. This report shall serve as a preliminary critique of the agency's response to the event. The Incident Commander shall forward this report to the Sheriff through the Chief Deputy who shall address any rumors or personnel concerns. A copy shall be forwarded to Training Director who shall address training issues. 4. The Sheriff or assigned designee shall prepare an official report within 6 months of the conclusion of a large event or natural/manmade disaster (i.e. catastrophic flood or hurricane), containing law enforcement functions related to the event. This report shall be forwarded to the Lafourche Parish Office of Emergency Preparedness and the Louisiana Office of Emergency Preparedness. 5. Based upon the critique of the disaster, this policy shall be reviewed, evaluated and modified, as needed. Definitions; Alert – Shall be defined as watchful; stand-by. Essential Personnel - Employees that are P.O.S.T. Certified or with arrest powers and field trained, e.g., Tier I and II. Mobilization – Shall be defined as to put into motion; to make ready. Non-Essential Personnel – Employees other then essential personnel that may be assigned as deemed necessary, e.g., Tier II and III. Phase – Shall be defined as any decisive stage in development. 46.1.4 CRITICAL INCIDENT OPERATIONS FUNCTION The Incident Commander is responsible for managing tactical operations at the event site to reduce immediate hazards, save lives and property, establish situation control, and restore normal conditions. The two types of responses shall be a planned event or a responsive plan such as a severe weather event. A. The Uniform Patrol Division shall establish an outer perimeter to secure the area, at the direction of the Patrol Division Commander. The purpose of the outer perimeter is to keep the number of people exposed to any hazard to a minimum. The inner perimeter shall be secured until the arrival of the Incident Commander. 1. The perimeter shall be set up and secure unless otherwise directed by a supervisor, upon the orders of the Incident Commander to keep the press and general public away from the area. 46-42 Subchapter 46.1 CRITICAL INCIDENTS B. GENERAL ORDER NO. 46.1 a. The perimeter shall be maintained by uniform patrol deputies to prevent any access. b. Everyone shall be clear of the area, except authorized persons, such as those engaged in operations. 2. A command post may be established in a safe location, appropriate to the situation, between two perimeters with restrooms, vehicle access, and command post capabilities. 3. If gas grenades or combustibles are be used, the fire department shall be summoned to standby. 4. The PIO shall establish a press staging area beyond the outer perimeter and coordinate access and release of information to the media. The staging area shall be outside of the perimeter, to alleviate any interference in operations by the media. The Lafourche Parish Government, Office of Emergency Preparedness, has designated evacuation zones within Lafourche Parish and has further defined several evacuation terms. The Lafourche Parish Sheriff’s Office coordinates with these designations and with the Lafourche Parish Government, Office of Emergency Preparedness, with regard to evacuations. The Lafourche Parish Sheriff’s Office also serves as a member of the Southeast Louisiana Hurricane Task Force in planning for regional evacuations due to an impending hurricane. 1. The Planning function is responsible for collecting, evaluating, disseminating, and using information about the event and status of resources to understand the current situation, predict probable course of incident events, prepare alternative strategies for the incident, and preparing a documented Operations Plan. a. By June of each year, employees identified as P.O.S.T. Certified with arrest powers that are married to each other and have minor children living with them may submit to their supervisor a plan of action for evacuation and a request to be excused from duty during an emergency situation to evacuate with their minor child. (1) b. They shall exhaust all alternative methods for evacuating their minor children before a request to be excused from duty can be submitted to their supervisor. All requests shall be in writing and submitted to their supervisor along with any supporting documentation by June 1st of each year. (1) (2) Exceptions shall be made for employees whose situation has changed after June 1st. They shall specify which employee shall evacuate with their minor children and explain why no other alternative is available. (a) 46-43 The employee least essential to the emergency situation shall be specified in the request to evacuate. Subchapter 46.1 CRITICAL INCIDENTS (3) GENERAL ORDER NO. 46.1 The location and contact numbers where the employee is during the emergency shall be included in the request, or shall be supplied as soon as the employee has the information. 2. The Lafourche Parish Sheriff’s Office may coordinate with the Lafourche Parish Office of Emergency Preparedness for requested evacuations. 3. The Lafourche Parish Sheriff’s Offfice shall provide manpower based upon the evacuation zone and the classification of evacuation levels (e.g., voluntary or mandatory). a. When the Lafourche Parish Office of Emergency Preparedness issues a mandatory evacuation of the areas south of the Gulf Intracoastal Waterway a voluntary evacuation may be issued for the remainder of the parish. b. Voluntary evacuation notices shall be issued by the Lafourche Parish Office of Emergency Preparedness, e.g., when a tropical system is expected to make landfall within the proximity of the Lafourche Parish Gulf Coast within a 36-hour time period. This order is a precautionary action taken by emergency management officials. (1) c. The Sheriff shall give authority to implement mobilization of the Lafourche Parish Sheriff's Office when the threat or situation may require the use of employees in operations requiring traffic control points, additional patrol capabilities, communications or uniform presence in crowd control or search and rescue operations. The issuance of a mandatory Parish Declaration State of Emergency by the Lafourche Parish Office of Emergency Preparedness occurs when a threat is within a 12-24 hour time period and is expected to cause limited or mass devastation to areas or the entirety of Lafourche Parish, e.g., when a tropical system is expected to make landfall within the proximity of the Lafourche Parish Gulf Coast within a 12 to 24-hour time This is an action taken by emergency management officials when forecasts predict that landfall within the area is imminent. (1) (2) (3) (4) The Sheriff shall implement or give authority to implement mobilization of the Lafourche Parish Sheriff's Office when a State of Emergency, evacuation (voluntary or mandatory). The Sheriff shall order the Operations Command Center (OCC) to open. Blue and Gold shall be implemented. The evacuation order shall affect all communities located on LA 1 south of the Golden Meadow floodgates; this shall include the communities of Serigny, Leeville, Port Fourchon and the areas south of Port Fourchon to the Jefferson Parish/Grand Isle border. The Patrol Division Commander in coordination with the Incident Commander shall coordinate operations with the Louisiana State Police, Golden 46-44 Subchapter 46.1 CRITICAL INCIDENTS (5) (6) (7) GENERAL ORDER NO. 46.1 Meadow Police Department, Greater Lafourche Port Commission Harbor Patrol, and Grand Isle Police Department. Additional traffic support may be required to monitor and assist with traffic flow. at the following traffic points: A supervisor shall be stationed at the Golden Meadow floodgates and shall coordinate access into the evacuated area. Deputies shall be assigned to the designated evacuation shelter(s) to serve as security. (a) (b) A minimum of one deputy shall be assigned to the designated evacuation shelter(s) based on every one hundred evacuees. Sex offenders shall be separated from the general population. The SOAP Coordinator shall be notified to address sex offenders and coordinate with outside agencies. It shall be the responsibility of the sex offender to notify this agency as well as the evacuation shelter manager/supervisor as described in La. R.S. 15:542. §542. Registration of sex offenders Notwithstanding any other provision of the law to the contrary, during a declaration of emergency, any person who has been required to register as a sex offender as provided for in this Section who enters an emergency shelter shall, within the first twentyfour hours of admittance, notify the management of the facility, the chief of police of the municipality, if the shelter is located in a municipality, and the sheriff of the parish in which the shelter is located of their sex offender status. The sex offender shall provide his full name, date of birth, social security number, and last address of registration prior to the declaration of emergency. Within seventy-two hours of receiving the notification required by the provisions of this Subparagraph, the chief of police and the sheriff shall forward that information to the Louisiana Bureau of Criminal Identification and Information. For purposes of this Subsection, "emergency shelter" includes the use of any facility, building or structure operated by a nonprofit, tax-exempt organization under Section 501(c)(3) of the Internal Revenue Code, which provides the basic necessities of life, including but not limited to water, food, and shelter, to persons who are displaced from their homes due to a manmade or natural emergency or disaster. The manager or director of the emergency shelter shall make a reasonable effort to notify the chief law enforcement officer of the parish or municipality in which the shelter is located of the presence of the sex offender in the emergency shelter. No person associated with a nonprofit organization, which operates an emergency shelter shall be liable for any injury or claim arising out of the failure of the 46-45 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 manager or operator to communicate the presence of a sex offender in the shelter to the appropriate law enforcement official. 4. The Corrections Departments primary responsibility during a critical incident shall be to the Department of Corrections in the evacuation of their inmates as described in Procedural Order (Appendix T) Expected Practices 1C-01 through 1C-07, Emergency Plans. a. Upon receipt of information related to a critical incident within the facility, the on-duty supervisor shall notify: (1) (2) (3) (4) b. The The The The Evacuation routes shall be posted throughout the facility. Red marking represents female inmates and blue represents male inmates. (1) Evacuation routes include: (a) (b) (c) (2) (3) (4) (e) Medication; Medical History; Court dockets; Bedding (mattress, sheets, blankets and inmate hygiene packet); and Correctional Officer, upon request. Upon receipt of information related to a critical incident within the facility, the on-duty supervisor shall notify: (1) (2) (3) (4) d. Corridor A which include cell block C, minimum security, holding cells and the trustee dorm. Corridor B which include cell blocks B, D, A, E and I/C. Front and side entry which include females and any other dorms at the Warden’s approval. Block evacuations shall be determined by the threat, evacuating the nearest block to the threat first proceeding to the farthest. Critical incidents requiring the entire facility to be evacuated shall be conducted by evacuating blocks simultaneously. Inmates that are transferred from the facility to another due to evacuation: shall have the following transferred as well: (a) (b) (c) (d) c. Communications Center; Correctional Crisis Team; Executive Staff; and Command Staff (alpha page). The The The The Communications Center; Correctional Crisis Team (CCT); Executive Staff; and Command Staff (alpha page). Personal property shall not be transferred with the inmate. 46-46 Subchapter 46.1 CRITICAL INCIDENTS 5. GENERAL ORDER NO. 46.1 The Lafourche Parish Sheriff's Office shall attempt to accomplish a mandatory evacuation of all persons, in situations when a suspected device is located or identified or a threat to life or serious bodily injury is present, and relocate them to a safe area that has been searched and found to be secure. a. Supervisors shall advise the Incident Commander of all disaster developments such as manpower requirements, equipment needs, and evacuation needs. b. The Incident Commander shall initiate evacuation plans as needed which may include, but not limited to: (1) Safely secure the perimeter preventing access by evacuating bystanders as expeditiously as possible; and (a) (2) (3) (4) c. 6. C. Complete the evacuation of the inner perimeter. Coordinate an evacuation and/or provision of aid to injured person(s) on the inner perimeter. Determine all additional evacuations. The Incident Commander shall have available any public service such as Police Social Services that may be required. Essential personnel shall be assigned to logistical assignments, to the Operations Command Center, or as deemed necessary by the Incident Commander. Any public facility may become a primary target during a critical incident. As soon as practical, security of the Communications Center, Criminal Operations Center, South Lafourche Substation, and the Administration Office shall be coordinated by the Chief Deputy. If necessary, security shall be provided to Lafourche Parish schools and hospitals. 1. Other public buildings shall be secured as necessary. The primary areas of concern shall be the preservation of lives, protection of public records, communications, utilities, and power sources. a. D. Should any person (owner, etc.) refuse to evacuate the suspected threat area, a manual search shall be conducted which shall be explained to the person(s) in charge and/or contact person that a manual search is not as effective as a K-9 search. They shall be required to sign a written agreement that they refuse to evacuate and agree to a less effective manual search. Military support may be requested to assist with security at public facilities. Employees assigned to transportation shall separate detainees by either an identification symbol, segregated on the scene, relocated to any authorized facility, and/or transported accordingly. 1. Lafourche Parish Sheriff's Office fleet vehicles shall be utilized for transportation. If a situation requires more vehicles or vehicles other than Lafourche Parish Sheriff's Office fleet vehicles, the 46-47 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 Incident Commander shall make arrangements to use, lease, or borrow vehicles appropriate to the situation. 2. In the event the need arises beyond the capacity of the Lafourche Parish Sheriff's Office for transportation, the Council on Aging and the Lafourche Parish School Board shall be contacted to assist. 3. In all cases privately owned vehicles shall be avoided. 4. Juvenile detainees shall be processed the same fashion as an adult. 5. E. a. They shall be segregated or transported to a secure location for further processing. b. In the case where a Juvenile is issued a citation, release shall be released to a parent or concerned adult. Inmates shall be evacuated in accordance with the Department of Corrections Regulations. Once inmates are evacuated they shall be replaced with Transitional Work Program inmates to assist with logistics functions. The Traffic Services Section’s primary responsibility shall be traffic direction and control which shall be executed at the direction of the Patrol Division Commander. 1. Uniformed law enforcement employees, including military personnel, if applicable, shall be assigned to traffic control, as well as, crowd control at disaster scenes. 2. Traffic barricades and cones may be utilized by field deputies to secure a disaster area. 3. The flow of vehicular traffic around the area shall be controlled. 4. A designated staging area where fleet vehicles may be parked and secured may be established, while maintaining an open route for emergency traffic. a. A list of road closings, traffic control issues related to the event or situation shall be maintained. b. Additional traffic support may be required to monitor and assist with traffic flow during a tropical storm or hurricane (voluntary or mandatory evacuation) at the following traffic points: (1) (2) (3) (4) (5) LA LA LA LA LA 1 1 1 1 1 (6) (7) (8) (9) (10) LA 1 and LA 308 at the Cut Off Bridge; LA 1 and LA 657; LA 24 and LA 1; LA 3235 and LA 24; and LA 1 and LA 308 at the Champagne-Harrelson Memorial Bridge. 46-48 and and and and and LA 3090 (Port Fourchon); the South Lafourche floodgates; LA 308 at the Tarpon Bridge; LA 308 at the South Lafourche Bridge; LA 3161; Subchapter 46.1 CRITICAL INCIDENTS c. A supervisor shall be stationed at the Golden Meadow floodgates and shall coordinate access into the evacuated area. d. An Emergency Operations Assignment shall be completed by the Uniform Patrol Shift Supervisor at the beginning of each tour of duty. (1) F. GENERAL ORDER NO. 46.1 The town of Grand Isle or Jefferson Parish President shall issue permission for evacuees to return to the town of Grand Isle. After the threat and upon the determination that it is deemed safe to reassume assigned duties, the Sheriff shall immediately supply law enforcement employees to the devastated area for a period of time necessary to maintain order and prevent looting. This shall define the manner in which the Lafourche Parish Sheriff’s Office returns to normal operations at the conclusion of an event requiring either Divisional or Departmental mobilization of the Lafourche Parish Sheriff’s Office. It is the responsibility of the Incident Commander to ensure that all employees and equipment are withdrawn from the incident in a safe and timely manner. 1. Recovery begins as soon as emergency assistance arrives at a disaster. While recovery can take place quickly in some areas, other affected areas may require an extended period of time to recover from a disaster. The Sheriff shall supply law enforcement employees to patrol and search and recovery operations. a. 2. De-escalation may be a gradual process, allowing proper relief of employees assigned to the event for a protracted period of time. Law enforcement support shall be provided immediately following landfall of a tropical system. a. The Incident Commander shall ensure the availability of all Lafourche Parish Sheriff’s Office facilities, vehicles, and employees immediately following landfall of a tropical system. b. Area supervisors shall ensure the safety and availability of all employees assigned to their area. They shall then notify the Operations Command Center of any injuries or damage to businesses, residence, or structures received as a result of the event. Supervisor shall determine the level of assistance required in coordinating and responding to the event. The following procedures shall be adhered to: (1) Deputies assigned to patrol functions may begin conducting and documenting the number of residential, businesses, and mobile homes damaged or destroyed, reporting to their area supervisor; (a) (2) (3) (4) Damage assessments shall be in conjunction with the Lafourche Parish Government. Secure the area and establish a perimeter; Assess the situation; Assist in initial rescue operations, if required; 46-49 Subchapter 46.1 CRITICAL INCIDENTS (5) (6) 3. a. The Investigations Division Commander shall be responsible for providing technical support and photographic assistance in documenting any fatalities or serious bodily injuries resulting from the tropical system. b. If requested by the Lafourche Parish Office of Emergency Preparedness, deputies assigned to patrol functions shall begin conducting and documenting the number of residential, businesses, and mobile homes damaged or destroyed. c. 5. Establish traffic points to control egress and ingress; and Determine the existence of, or anticipated, casualties/fatalities. A documented search and rescue operations shall begin through the use of employees and assets, as required. (1) 4. GENERAL ORDER NO. 46.1 All injuries and liability issues shall be relayed to the Operations Command Center. This information shall be supplied to employees assigned to the Finance and Administration function. Employees assigned cameras may be utilized in search and rescue operations. The Corrections Division shall be responsible for the removal of debris from roadways and assisting the public in the removal of debris from their residences and yards. They shall also assist the Lafourche Parish Council Department of Public Works in filling sandbags in areas requested by the Lafourche Parish Office of Emergency Preparedness, after approval from a Lafourche Parish Sheriff’s Office Division Commander. During a disaster declaration, trustees may be utilized as needed. a. This may be coordinated through the Lafourche Parish Solid Waste Department and the Lafourche Parish Sheriff's Office Operations Command Center. b. Corrections Department employees shall handle Department of Corrections and Public Safety inmates in accordance with the DOC regulations. It is the responsibility of the Incident Commander to ensure that all personnel and equipment are withdrawn from the event in a safe and timely manner. Special considerations shall be given to the following: a. Continued safety and security of the scene, and victim(s); b. Clean up operations to restore area to near normal conditions; c. Victims are supplied with temporary food and shelter, if required; and d. An after-incident evaluation is performed to determine the extent of damages to property, injury to victims, and remaining or potential hazards. 46-50 Subchapter 46.1 CRITICAL INCIDENTS H. I. 46.1.5 GENERAL ORDER NO. 46.1 The Incident Commander shall be responsible for preparing an After Action Report using detailed activity summaries submitted by the Criminal Department Head. The Operations, Planning, Logistics, and Finance and Administration Functions shall submit a written report of their actions to the Criminal Department Head, if these functions were established during the incident. 1. Each agency involved in the event submit a written report of their actions, commitment of equipment and manpower, as well as the number of hours dedicated to the incident. 2. The After Action Report shall be as detailed as possible to include the name and assignment of each individual involved. 3. The Incident and After Action Report shall be forwarded to the Sheriff through the Chief Deputy. The Police Social Services Section shall be made available to assist those who are in need of post disaster assistance and if needed, coordinate with the American Red Cross and other nonprofit organizations in providing disaster relief services to those in need of the services. CRITICAL INCIDENT PLANNING FUNCTION A. The Multi-Hazard Plan currently in place by the Lafourche Parish Government Office of Emergency Preparedness and the Lafourche Parish Sheriff’s Office Policy and Procedure, Chapter 46, Critical Incidents, shall coordinate the response to most critical incidents. 1. 2. The two types of responses shall be an: a. Anticipated Event, such as (e.g., Hurricane, Mardi Gras, VIP, or scheduled demonstration); or b. Responsive Plan, such as sudden and severe weather event (e.g., acts of terrorism, tornadoes, high winds, hazardous material incidents, or flooding events). The Lafourche Parish Sheriff’s Office coordinates with the: a. Lafourche Parish Preparedness; b. Louisiana State Police; c. Louisiana Office of Emergency Preparedness; d. Greater Lafourche Port Commission; e. Nicholls State University; f. Local police departments of the cities of: (1) (2) (3) g. Government Thibodaux; Lockport; and Golden Meadow. Surrounding parishes; and 46-51 Office of Emergency Subchapter 46.1 CRITICAL INCIDENTS h. 3. B. Other agencies. The Lafourche Parish Sheriff’s Office also serves as a member of the Southeast Louisiana Hurricane Task Force in planning for regional evacuations due to an impending hurricane. The Planning function shall be responsible for collecting, evaluating, disseminating, and using information about the event and status of resources to understand the current situation, predict probable course of incident events, prepare alternative strategies for the event, and preparing a documented Operations Plan. 1. Gathering and disseminating information and intelligence may be disseminated as described in Subchapter 46.3, Homeland Security and General Orders 15.3.1, Crime Analysis Procedures, 42.1.6, Criminal Intelligence. 2. Preplanning information is gathered and documented as potential problem locations. Prior incidents, of like application, are used as a model for a successful approach to the event. A checklist of actions is developed and used. The use of maps, resource books, and other written documents are utilized. 3. Part of preplanning is to ascertain the operational readiness of the equipment designated for use in the critical incident. a. C. GENERAL ORDER NO. 46.1 Supervisors responsible for such equipment shall ensure that inspections are performed and documented as mandated in General Order 17.5.3, Operational Readiness. Once the event stabilizes and begins to de-escalate, the Patrol Division Commander shall prepare for returning to daily patrol operations. This preparation shall include, but not limited to the following considerations: 1. 2. Release of other agency and military support employees from emergency duty. a. Agency employees may be the final group released from emergency duty. b. A full return to duty schedule may occur as appropriate employees are available. The lengths of shifts may vary due to allowances for rest and recovery employees. All field supervisors or their designees, per their assignment, shall collect all essential data and produce an incident report of field operations response and actions to the Incident Commander. a. 3. The de-escalation procedures shall include the collection of rosters, event logs, incident reports, and other necessary documentation from each employee or supervisor involved in the incident. A minimum recovery period of twelve (12) hours may be required before resuming daily patrol operations. This shall provide relief for deputies who would normally be reporting for duty at the next scheduled shift. 46-52 Subchapter 46.1 CRITICAL INCIDENTS 46.1.6 GENERAL ORDER NO. 46.1 CRITICAL INCIDENT LOGISTICS FUNCTION Division Commanders shall be responsible for the Logistics Function. Employees assigned to the Logistics Function shall be responsible for providing facilities, services, and materials in support of a critical incident response. Commanders shall participate in developing and implementing the Operations Plan and activate under the supervision of the Incident Commander, or assigned designee. A. During emergencies such as major power failures or other events it is possible that voice radio communication could be completely disrupted. In that event, employees in the field need to re-establish communication as soon as possible. 1. Employees assigned to the Logistics function shall ensure agency owned communications equipment is in a state of readiness, to include: a. Operations Command Center (OCC); b. Mobile Command Vehicle c. Crime Scene Unit d. Telephones; e. Two-way radios; f. VHF Radios; g. Generators; and h. Situational maps. 2. Employees assigned to the Logistics Function shall attempt to identify companies to provide secure satellite television to override cable outages, secure weather stations (radio/television), emergency computer components, two-way portable radios, VHF radios, Citizen Ban (CB) radios and supplies. 3. Employees shall communications: 4. use the following steps to re-establish a. Use a cellular telephone to contact the Communications Center and be aware that in times of disaster, cellular phone sites quickly become overloaded and it is difficult to get a call through. b. Switch agency radios to Lafourche Parish Sheriff’s Office back-up channel. c. Use landline telephones to call into the Communications Center. d. Use a VHF radio to contact the Communications Center. Situation Maps a. The Communications Center shall have geographical maps that detail the parish of Lafourche. These maps shall be readily available to assist employees in the field during a 46-53 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 critical incident. In addition the Communications Center maintains a street directory that visually shows the location of all parish streets. b. B. Deputies assigned fleet vehicles shall be responsible to ensure that vehicle is in working condition. Employees assigned to the Logistics Function shall arrange with the Fleet Manager any final maintenance to agency owned fleet vehicles during Phase I of an anticipated threat to Lafourche Parish. Fuel locations shall be made available to Operations Command Center and to the Internal Auditor or assigned designee. 1. Deputies have assigned units to meet individual transportation needs. Lafourche Parish Sheriff's Office vessels and transportation vans are available for utilization. 2. Transportation of essential personnel to the risk area and back, shall be accomplished mainly through the use of Lafourche Parish Sheriff’s Office fleet vehicles. 3. The use of busses or other forms of private or governmental mass transportation, along with drivers, for the purpose of transporting key personnel or evacuees, may also be provided as deemed necessary by the Sheriff or Chief Deputy. 4. C. D. Shift Supervisors shall prepare a grid assigning employees to specific areas within the parish before each shift change. A copy shall be forwarded to the Operations Command Center and the Communications Center. a. Lafourche Parish Sheriff's Office vehicles shall be utilized for transportation. If a situation requires more vehicles or vehicles other than Lafourche Parish Sheriff's Office vehicles, the on-scene commander shall make arrangements to use, lease, or borrow vehicles appropriate to the situation. b. In all but the most extreme cases, privately owned vehicles shall be avoided. The utilization of Council on Aging transport vans and Lafourche Parish School Board vehicles shall be considered. In the event the need arises beyond the capacity of the Lafourche Parish Sheriff's Office for transportation, the Council on Aging and the Lafourche Parish School Board shall be contacted to assist. Ambulance or rescue units shall be summoned as necessary. Should any medical personnel be present and available, they shall be allowed to render first aid, as appropriate. If persons need to be transferred to the nearest medical facility, prior notification shall be made to that facility. 1. All injuries and liability issues shall be submitted to the Incident Commander. 2. Employees shall render first aid in accordance with their training. The Logistics Function shall be responsible to ensure all Lafourche Parish Sheriff’s Office properties are supplied and secured. Upon notification of a Critical Incident contact shall be made with the Incident Commander, Criminal Department Head, or the Chief Deputy to receive instruction on the preparation of, securing and supplying all applicable properties, staging 46-54 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 areas, field command post, operations command center, and temporary shelters. In most cases the area of threat shall be secured and supplied first. Duties and responsibilities to accomplish this task may include, but are not limited to: E. 1. Securing agency owned or occupied property; 2. Providing floor mats and/or cots, as necessary, for resting areas; 3. Maintaining agency owned generators; 4. Preparing and delivering food and water; 5. Temporary shelter/staging area/rest rooms; 6. Delivering equipment as needed per the instruction of the Incident Commander; and 7. Contacting deployed employees for further needs as dictated by the threat. Equipment requirements may vary, depending on the type of incident. 1. Generators shall be maintained. a. 2. In some instances, portable generators may be required to operate. The Logistics Function shall be responsible for bringing essential equipment, such as portable radios, pagers, flashlights, batteries, raingear, etc., as needed. a. Additional raingear shall be maintained and distributed accordingly. b. Equipment and supplies necessary to accomplish this task may be made available, to include, but not limited to: (1) (2) (3) (4) (4) (5) (6) 3. 46.1.7 Identification badges; Office supplies; Log book; Table and Chairs; Water; Shelter; and Restroom facility (Portallets). The Incident Commander shall evaluate the equipment needs of the situation and request any equipment in addition to normally issued items. CRITICAL INCIDENT FINANCE/ADMINISTRATION FUNCTION The Finance/Administration shall function under the command of the Chief Deputy or Criminal Department Head and responsible for all financial and cost analysis aspects of the critical incident. A. Emergency Time Sheets shall be made available to all supervisors by the Internal Auditor and/or via the Public Folder. It shall be the supervisor’s 46-55 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 responsibility to ensure employees under their command have completed their time sheet and is clearly legible. B. C. D. 1. Fleet and specialty vehicle use shall be documented on the Emergency Time Sheet. The date, vehicle type, assignment area, time in and out and total hours of use shall be documented on your Emergency Time Sheet., providing them to the employees assigned to the Finance and Administrative Function. 2. Employees assigned to the Finance and Administrative Function shall ensure Emergency Time Sheets are completed as appropriate to the event at hand and appropriate signatures are obtained before submitting to the Payroll Section for processing. Employees assigned to the Finance and Administration Function shall complete appropriate paperwork and track all purchases during a critical incident. In addition, all property that is assigned and/or reassigned shall be tracked by documenting the agency or owner, type of property, name of employee property is assigned, and hours and date of use. All information shall be made available to the Property Control Manager or designee as soon as practical. The Property Control Manger or designee shall make this information available to Incident Command. 1. All additional resources shall be made available to the Internal Auditor or assigned designee to complete appropriate paperwork for the Federal Emergency Management Association (FEMA). 2. In the event an expense is incurred by an employee, the receipt shall be submitted with an Employee Expense Reimbursement form as soon as practical or as directed by Incident Command. Secure sources for Fuel, supplies and rental of equipment, e.g., chain saws, portable generators, etc.; and b. Secure Resources to house employees and/or other agency personnel. All expenses during a critical incident shall be turned in by the end of shift. All receipts and documented expenses shall be made available to employees assigned to the Finance and Administrative Function by the Shift Supervisors. 1. All expenses shall be made available to the Internal Auditor or assigned designee to complete appropriate paperwork for the Federal Emergency Management Association (FEMA). 2. Documentation of all property purchased shall be forwarded to the Property Control Manager or assigned designee. The Incident Command shall assign employees to process and document any physical injury, fatality or liability issues that occurred as a result of a critical incident. 1. E. a. Notifications as specified by Incident Command shall dictate the callout of additional resources. Damages to Lafourche Parish Sheriff’s Office properties shall be logged and photographed. This Information shall be made available to the Internal Auditor. 46-56 Subchapter 46.1 CRITICAL INCIDENTS F. A log shall be maintained of equipment used by in the field that is fueled by gasoline, e.g., chainsaws, blowers, etc. The log shall document the type of equipment, the employee signing it out and in and the time that the piece of equipment was used. 1. G. 46.1.8 GENERAL ORDER NO. 46.1 A log shall be maintained to document equipment and vehicles that are not able to be used due to damage or malfunction. The date and time of the equipment or vehicle broke down to when it was placed back in service shall be documented. Other activity shall be logged and maintained by date, name, and times to include but not limited to: 1. Donations (food, water, etc.); 2. Outside agency support; 3. Equipment loaned to other parishes; and 4. Generator use (how long did it run). CRITICAL INCIDENT EQUIPMENT OPERATIONAL READINESS A. Equipment designated for use in response to a critical incident shall be readily available and maintained in a state of operational readiness. Listed below are General Orders that identify, at minimum, equipment that may be used in response to a critical incident: 1. 41.1.3, Special-Purpose Vehicles; 2. 41.1.4, Special-Purpose Animals; 3. 41.3.2, Equipment Specification and Replenishment; 4. 41.3.6, Protective Vests/Preplanned, High-Risk Situations; 5. 43.1.5 Covert Operations; 6. 46.2.3, Tactical Team Equipment; 7. 81.2.3, Continuous Two-Way Radio Capability; 8. 81.2.4, Recording Information; 9. 81.3.1, Communications Center Security; 10. 81.3.2, Alternate Power Source; and 11. 81.3.4, Mobile/Portable Radios. a. B. Employees assigned to the Logistics function shall ensure supplies and equipment needed for various emergencies are made available during the critical incident, e.g., chainsaw, cots, drinking water, etc. Deputies assigned such equipment shall ensure that the equipment is in a state of operational readiness and visually inspect them monthly. Equipment inspections shall occur with monthly trainings. Any deficiencies shall be immediately brought to the attention of the respective Division 46-57 Subchapter 46.1 CRITICAL INCIDENTS GENERAL ORDER NO. 46.1 Commander then forwarded to the Department Head through the chain of command. C. D. 46.1.9 The Crisis Management Unit Commander and Director of Disaster Preparedness and Homeland Security or their designees shall conduct a documented quarterly equipment inspection to ensure the equipment is being maintained in state of operational readiness. 1. The equipment inspection shall include equipment and supplies. 2. The inspection shall be made available to the Executive Staff and any other authority as deemed necessary by the Sheriff or Chief Deputy. The Incident Commander shall reserve the right to reposition and otherwise remove critical equipment out of the immediate threat area, until the threat dissapates. CRITICAL INCIDENT ANNUAL TRAINING The Lafourche Parish Sheriff's Office Critical Incident Plan, as described in this chapter shall be made available to all personnel. It shall be reviewed annually and updated as necessary. The Lafourche Parish Sheriff's Office Policy and Procedure Manual shall be published on the Wide Area Network (Public Folder) and the Lafourche Parish Sheriff’s Office website making it available to all employees. A. Training shall be conducted at least annually and may include tabletop, rehearsals, or familiarity training in the Incident Command System. The Crisis Management Unit Commander or assigned designee and the Director of Disaster Preparedness and Homeland Security shall review lesson plans to ensure the most up-to-date information is included and revise as necessary. 1. Should all or part of a plan not be activated for a period of two years, a rehearsal shall be scheduled as required. a. 2. Rehearsals shall be used when possible to test the elements of the Emergency Response Guide and include multiple agency involvement, so to prevent errors in planning and promote safety. Elements of the plan may be revised as necessary to provide a smoother or safer operation for the deputy and parish. Annually, training on Chapter 46, Critical Incidents, special Operations and Homeland Security shall be scheduled in sessions affording all employees the opportunity to attend. a. Training shall be open to adult family members of employees and structured to afford them the opportunity to familiarize themselves with the awareness level of the duties and responsibilities employees may be assigned during a critical incident. 3. Training specific to non-essential employees shall be made available on an as needed basis, e.g., directing traffic, logistics, etc. 4. Training shall include interactive roles and overlapping authorities of agencies involved in shelter management, e.g., Red Cross, National, Guard, Department of Health and Hospitals, Department of Corrections, etc. 46-58 Subchapter 46.1 CRITICAL INCIDENTS B. Affected employees shall be required to complete appropriate National Incident Management System (NIMS) training for their rank and/or position. 1. C. GENERAL ORDER NO. 46.1 Key employees in positions identified in this chapter shall be trained in the requirements of the positions to be staffed. The Crisis Management Unit Commander, Director of Disaster Preparedness and Homeland Security and the Chief Deputy or assigned designee shall prepare a documented analysis of incidents and training effectiveness on the Incident Command System every three years. 1. The analysis shall be distributed to all concerned parties as directed by the Sheriff. 46-59
