Invitation for Prequalification of Contractors for Design & Build and Operate of
Wastewater Collection and Treatment System for 28 villages in Northeast Zone (Zone 1)

The National Water and Wastewater Engineering Company has received financing from the Islamic
Development Bank in the form of an Istisna'a financing toward the cost of Rural Areas Wastewater Project,
and intends to apply part of the proceeds of this financing to payments under the contract for the
construction of Wastewater Collection and Treatment System for Northeast Zone (Zone 1) for 28 Villages.
The National Water and Wastewater Engineering Company intends to prequalify contractors for the:
Create Wastewater Systems including wastewater collection network and treatment plant in prioritized
village of zone 1 will be implemented through DBO (Design, Build and Operate) method in 28 villages in
Northeast Zone (Zone 1). These villages, with total population of 56630 inhabitants, are located in 6
provinces of Khorasan Razavi, Khorasan Shomali, Khorasan Jonoobi, Golestan, Mazandaran and Semnan.
Prequalification will be conducted through prequalification procedures specified in the Islamic
Development Bank Guidelines for Procurement of works & goods under IDB Financing (May 2009), which
can also be found at the IDB website: www.isdb.org, and is limited to IDB member countries(ICB/MC) as
defined in the guidelines.
The Iranian firms must be in possession of grade 1 in water or grade 1 in design and construction of water
and wastewater systems/installations.
Interested eligible applicants may obtain further information and inspect the prequalification documents at
the following address from this advertisement date to 18th of May 2015 from 08.00 a.m to 14.00 p.m.
A complete set of the prequalification document in English may be purchased by interested applicants on
the submission of a written application to the address below and upon payment of non-refundable fee of
IRR 600,000 or US$ 60. The method of payment will be direct deposit to Account No. 428265238, Tejarat
Bank, in name of ToosAb consulting Engineers Company for payments in Rials and for foreign currency
payments, Account No. 0100013144011, Tosse’e Saderat Bank, Mashhad branch in name of ToosAb
consulting Engineers Company, Swift code: EDBIIRTHMSH; or Account No. DE14509514690005059922,
Sparkasse Starkenburg Bank, Germany, in name of ToosAb International consulting Engineers GmbH,
Swift Code: HELADEF1HEP. The documents will be sent to foreign applicants by email upon receipt the
email of the scanned cash deposit document and local applicants can get the documents from Toossab
Consulting Engineers offices in Mashhad or Tehran upon receipt of the cash deposit document.
The completed prequalification documents should be submitted in sealed envelopes, delivered to the
Toossab Consulting Engineering Company (address below) by 19th of May 2015 at 09:30 a.m. and be
clearly marked “Application to Prequalify for Design, Build and Operate of Wastewater Collection and
Treatment System for 28 villages in Northeast Iran (Zone 1)”
