AgendaforChange NHS Wales Working in Partnership Wales Job Evaluation Monitoring Report Report prepared by the Wales Job Evaluation monitoring group and agreed by the Wales Partnership Forum Business Committee Staff group Paediatric Liaison Health Visitor – band 6 Requested by Date of monitoring Monitoring /Consistency checking undertaken C&V, unite January 2012 Detailed monitoring of the job in question on a factor by factor basis. Broad monitoring of the identified staff group outcomes across Wales. Observations The original job match is robust at band 6. However is close to the band boundary. The review outcome is not robust. The patient & Client care factor, needs to be reviewed as the JD duties and responsibility at point 11 on the JD identify this post as a specialist resource for Generic Health Visitors/School Nurse/Community Nurse for children requiring special care or treatment. As such this could result a further 9 points and so exceed the band boundary. It has to be noted the letters of support for the individual in this role highlight that the role is specialised and the post holder is the named individual for referrals. The JD should be updated in view of the experience and responsibilities the role requires. NHS Wales outcomes NHS Wales monitoring identified posts at band 6 and 7 for Liaison HV. The outcomes at band 7 are predominately weak with only 1 robust. The comparator attached with the application is robust. The difference between a band 6 and 7 is the KTE factor. For the level 7 additional specialist knowledge to master’s level for the specific client group is required. On patient client care for the level 6, there is a requirement for specialist advice to client other staff and agencies. As such there is inconsistency in the outcomes for the staff group. Conclusions Agreed outcomes and recommended actions Signed The outcome for C&V at band 6 should be confirmed. There is inconsistency in the outcomes for the staff group. The liaison HV posts which have been JM to the Health Visitor Specialist should be confirmed at band 7. The Paediatric Liaison Health Visitor post outcome at band 6 should be confirmed for C&V. DL DL 09/01/12 There is inconsistency in the outcomes for the staff group at band 6 and 7 Post across NHS Wales need to ensure further specialised knowledge for the specific group is acquired through training, experience to master’s equivalent level. This is not evident in the majority of evidence recorded at band 7. JEG need to review the profiles to make it more explicit the different knowledge, skills and responsibilities of the band.
